About this file

This is a Federal Supply Schedule (FSS) Sole Source Justification for a task order acquisition by the Department of the Interior's Office of the Inspector General (OIG).

The contracting activity is the Interior Business Center (IBC), Acquisition Services Directorate (AQD), Division 1, Branch 4, conducting the procurement on behalf of DOI OIG under Solicitation No. 140D0426Q0749. The acquisition seeks Automated Manual Processes (AMP) support services for development and configuration of the eCase workflow tool, version 10 or higher, to be awarded to AINS, LLC dba OPEXUS on a labor hour basis. The vendor holds GSA Multiple Award Schedule contract No. GS-35F-576GA. The estimated total value covers a 12-month Base Period (8/1/26–7/31/27) and two 12-month Option Periods (8/1/27–7/31/28 and 8/1/28–7/31/29), with specific dollar amounts redacted in the document.

The justification for limiting the source to a single vendor is based on GSAR 538.7104-3(b)(1)(ii), establishing that only one source is capable of providing the required products and services at the necessary quality level due to unique and highly specialized requirements. The eCase software encompasses 30 heavily customized applications serving multiple OIG divisions, requiring subject matter expertise in both OIG operations and proprietary eCase technology. The contracting officer determined that continuing with the incumbent vendor that has provided support for the past five years represents best value, avoiding substantial cost duplication, unacceptable delays, and service interruptions critical to OIG's oversight mission. Market research on GSA Advantage and GSA eBuy confirmed AINS, LLC dba OPEXUS is the only company with access to proprietary eCase workflow support and the expertise to perform required development and configuration work.

4. Reason for authority cited. The Contracting Officer has determined the circumstances of the action deem it necessary to limit the source.

GSAR 538.7104-3(b)(1)(ii) – Only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized.

5. Rationale.

The eCase software tool encompasses 30 heavily customized applications that meet the specialized requirements of multiple OIG divisions across the country, including the Immediate Office of the Inspector General; Office of Management; Office of Investigations; Office of Audits, Inspections, and Evaluations; Office of General Counsel; and Office of Strategy, Data, and Innovation. The ongoing maintenance and development that occurs within the proprietary eCase tool relies upon subject matter expertise into OIG’s operations, as well as in the technology behind the tool itself, to not only operate efficiently but also to troubleshoot any issues related to the highly customized applications. A lack of expertise would increase substantially the possibility of an interruption of key technological processes and critical services that OIG staff need to deliver on their oversight mission. For example, some processes include the tracking the tracking of law enforcement certifications for special agents;

the collection and review of documentation that certifies auditors have no impairments that might compromise their work; and ensuring efficient management of necessary micro-purchases that enable oversight staff to fulfill their mission. OIG also has several ongoing projects within the tool that would be delayed without the appropriate expertise.

After an internal discussion with OIG, it was determined that the purchase of eCase support from the company that has provided support for the past 5 years would be the best choice to provide uninterrupted and cost-efficient support to the OIG user base and continued maintenance of the eCase workflow tool. Since the technology and code is proprietary, it is also the only source. Substantial duplication of cost to the Government would be expected and not recovered through competition. In addition, unacceptable delays in fulfilling DOI OIG requirements would be expected.

Therefore, it has been determined that the eCase brand name source requirement for the AMP Support Services represents the best value for the Government and the end-user. AINS, LLC dba OPEXUS is the only vendor that can fulfill the requirement for the OIG.
