RFQ 140D0423Q1124 – IHS Demographic Data and Analysis
Attachment 1 – Addendum to 52.212-1 Instruction to Offerors – Commercial Items
1. General Instructions. This combined synopsis/solicitation is a request for quotation solicited under FAR 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services. It is important that offerors submit their absolute best offer prior to the submission deadline. The technical submission shall describe the capability of the Offeror to perform the requirements of the Statement of Work focusing on the areas identified under the technical category in 52.212-2 Evaluation – Commercial Items. The technical submission should be specific and complete in every detail; and should be prepared simply and economically, providing a straightforward and concise description of capabilities to satisfactorily perform the requirements.
The technical submission should be practical, legible, clear, and coherent.
To effectively and equitably evaluate all offers, the Contracting Officer must receive information containing sufficient detail to allow review and evaluation by the Government. Offer clarity, organization, and cross-referencing are important. Failure to submit and organize technical submissions as requested may adversely affects an Offeror's evaluation.
2. Requests for Information / Offeror Inquiries. Questions regarding this solicitation must be submitted in writing no later than October 24, 2023, at 4:00pm ET. Please identify the RFQ number in the email subject line. Questions shall be submitted to the Contracting Officer, Joe Daniels at joseph_daniels@ibc.doi.gov.
3. Submission Deadline. The Government requests that you respond with your quote no later than November 13, 2023, at 4:00pm ET to the Contracting Officer, Joe Daniels at joseph_daniels@ibc.doi.gov. The Offeror shall follow the instructions contained in this RFQ and supply all information and signatures/certifications as required. Failure to furnish all information requested may disqualify the offer.
4. Additional Considerations.
a. Service Contract Labor Standards. To ensure compliance with Federal Acquisition Regulation (FAR) 52.222-41, “Service Contract Labor Standards,” the offeror shall complete the verification form (Attachment 4) of this solicitation and submit the completed and signed form with its price technical submission Volume 2. This form includes a statement that indicates the proposed labor category is or is not exempt from the Service Contract Labor Standards Act. Note, if Offeror indicates it is proposing labor categories covered by the Service Contract Labor Standards Act, the labor categories MUST be CLEARLY indicated in the price technical submission. The U.S. Department of Labor Service Contract Act (SCA) Directory of Occupations can be located at https://sam.gov/content/wage-determinations. The site includes descriptions of the SCA categories.
b. Entity Registration. Offerors must be registered in the System for Award Management
(SAM) at https://www.sam.gov, to be considered for award.

c. Representations and Certifications. Offerors must validate representations and certifications on SAM or submit representations and certifications in accordance with the provision at FAR 52.212-3 Offeror Representations and Certifications—Commercial Item
5. Submissions Format. Offerors shall use only 8.5-inch by 11-inch paper with single-spaced pages and shall number each page consecutively. Offerors must use Times New Roman font in 11 or similar size typeset. The total number of pages for Volume 1 shall not exceed 25 pages.
Resumes and cover pages, are excluded from the page count.
Offerors shall submit quotations in accordance with the following format:
Volume I - Technical
a. Cover Page
b. Technical Approach
c. Qualifications of Proposed Staff (Resumes)
d. Critical assumption noted by the contractor (if applicable)
Volume II - Price
a. solicitation amendments if applicable.
b. Representations and Certifications as required
c. Attachment 2 - Price Schedule (also submit as a separate .xlsx file)
d. Attachment 4 - SCA Certification
