About this file
This is a Statement of Work (SOW) for exclusive use helicopter flight services at Yellowstone National Park, issued by the Department of the Interior's Interior Business Center under solicitation number 140D0426Q0413. The contractor will provide dedicated helicopter services to support National Park Service operations, including administrative flights, emergency response, search and rescue operations, and park management activities. The services require a fully equipped helicopter with crew (pilot and mechanic/crew member) available on an exclusive-use basis, meaning the aircraft and personnel are dedicated solely to NPS operations during the contract period.
The SOW specifies that the helicopter must meet Federal Aviation Administration standards and maintain certain operational capabilities including high-altitude flight performance suitable for Yellowstone's terrain and elevation. The contractor is responsible for all maintenance, inspections, fuel, insurance, and crew training necessary to maintain continuous service availability. The work involves responding to mission requests with minimal notice and operating under various weather and terrain conditions characteristic of the Greater Yellowstone Ecosystem. Specific performance metrics include response time requirements, maintenance availability standards, and safety compliance documentation. The contract structure appears to be fixed-price based on monthly retainer fees for exclusive availability, with potential additional charges for flight hours beyond baseline allocations, though specific pricing, contract duration, and proposal deadline information would be contained in the associated solicitation document.

A2.2 Minimum Guarantee. The Minimum Guarantee under the contract, as required by contract clause FAR 52.216-22, is 120 days of Daily Availability, from the Rate Schedule, for the first year (base year) of the contract. Immediately after contract award, the Contracting Officer will issue a task order obligating the guaranteed minimum amount. However, the guaranteed quantity for daily availability is subject to reductions due to unavailability.
A2.3 Maximum Quantity. The maximum quantity of services the Government may order under the contract (ceiling amount) is $8,000,000. This amount is not historical or planned expenditure but set in accordance with FAR 16.504(a)(4).
A2.4 Obligation of Funding. Funding will not be obligated under the Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. The Contracting Officer may issue a separate task order prior to the exclusive use period for each ordering period covered under the contract. Each task order will obligate funding for the payment of aircraft services.
A2.5 In the Lower-48 states all fuel shall be provided by the contractor and should be included in the flight rate (wet rate).
A2.6 In Alaska, fuel will be furnished by the Government. All fuel not otherwise furnished by the Government must be purchased by or charged to the Contractor. The purchase must be approved by the Contracting Officer. Fuel related costs shall be recorded as a line entry (i.e., date, fuel charge, dollar amount, and Pay Item Code Fuel Charge [FC]), shall be used and shall be supported by paid legible, itemized invoices from the supplier. Certified true copies may be submitted in lieu of the original invoice.
A2.7 For flights in Alaska, flight time will be paid at a dry rate. The dry rate will be calculated by reducing the current (wet) flight rate by the base price of fuel multiplied by the hourly fuel consumption rate for the type aircraft as shown in the Helicopter Fuel Consumption and Weight Reduction Chart.
A2.8 Rates for flight hours shall be in whole dollars. If the unit prices are adjusted during the life of the contract, they will be adjusted to a whole dollar as follows: amounts of 50 cents or less will be rounded down and amounts of 51 cents or more will be rounded up.

A3.2 Aviation Fuel Information
The contract's hourly flight rates are subject to economic price adjustments (EPA) for changes in the price of the Jet Fuel contiguous United States (CONUS) fuel base price (see C13, Economic Price Adjustment-Fuel).
IMPORTANT NOTICE: The hourly flight rates proposed are subject to adjustment, up or down, due to the fluctuation in jet fuel price from the reference below. It is important for the contractor to understand the ramifications of the contract's Economic Price Adjustment clause (see C13). The referenced price below (in this section) should be considered when developing the hourly flight rates offered in your quotation. If the referenced price per gallon for jet fuel changes in accordance with section C13, the Government or contractor is entitled to an adjustment to the hourly flight rates based upon the change in fuel price per gallon and the economic cruise speed and fuel consumption of the contract aircraft. The Contractor agrees to accept price adjustments, up or down, based upon its aircraft fuel consumption information and the current reference price of jet fuel at the time of the adjustment. The adjustments will be made via issuance of a bilateral modification, which must be agreed to by both parties prior to being fully executed.
