About this file

This is a Limited-Sources Justification document for solicitation 140D0425Q0131 from the Department of Interior's Interior Business Center (IBC) for continued maintenance support of one multifunctional copy/print/scanning machine located at the Office of Aviation Services (OAS) in Anchorage, AK.

The justification supports awarding a logical follow-on contract to JTF Business Systems Corporation, the incumbent contractor who has been providing satisfactory maintenance services since January 2020 under order 140D8020F0254 (GSA contract GS03F0182V). The new contract will include a base period plus four option years of maintenance services, with contractor response required within 24-48 hours during normal business hours Monday through Friday. The justification cites cost savings from avoiding transition costs and administrative expenses of a new competitive procurement as key factors in the decision to limit competition. No market research was conducted among other GSA schedule holders since this is being processed as a logical follow-on acquisition under FAR 8.405-6(a)(1)(c).

United States Department of the Interior

INTERIOR BUSINESS CENTER

Washington, DC 20240

LIMITED-SOURCES JUSTIFICATION

OVER THE MICRO-PURCHASE THRESHOLD AND

UNDER THE SIMPLIFIED ACQUISITION THRESHOLD

AUTHORITY: FAR 8.405-6 and 40 U.S.C 501

Solicitation: 140D0425Q0131

This acquisition is conducted under the authority of the Multiple Award Schedule Program.

1. Contracting activity/agency. Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), the Office of Aviation Services (OAS).

2. Description of supplies or services required to meet agency needs. OAS requires continued support on one multifunctional copy/print/scanning machine, as well as maintenance service for the base plus four-year options. The copier is onsite, and therefore does not need installation. The contractor shall be required to provide year-round maintenance/service on the machine. Maintenance/Service will be performed per the manufacturers schedule and on an "as needed basis" as requested by OAS. Requests will be submitted to the contractor by the program office contact (POC). The copier is located at 4405 Lear Court Anchorage, AK 99502.

At a minimum, during normal working hours, Monday through Friday (excluding holidays observed by the Government), the contractor shall respond to verbal and/or written requests for service calls. The contractor shall be able to respond on site within 24 hours, but no later than 48 hours, as specified by the POC in the service requests.

The estimated total value of the order, including all options, is $

3. Identification of the limited source(s) to be solicited. The order is a logical follow-on to order 140D8020F0254, which was competitively awarded to JTF Business Systems Corporation on January 23, 2020 under its GSA contract GS03F0182V and provides for continuation of maintaining the one copier machine at the OAS Admin building. To support the logical follow-on effort, the contractor will continue the same maintenance.

4. Reason for authority cited. The contracting officer has determined the circumstances of the action deem it necessary to limit the source.

FAR 8.405-6(a)(1)(c) – In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.

5. Rationale.

The authority relied on for limiting sources to the vendor that is performing the existing order is FAR 8.405-6(a)(l)(c) (“In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.”).

All conditions for the use of this authority are met. The original order, 140D8020F0254, was competitively awarded to JTF in 2020 in accordance with FAR 8.405-1 ordering procedures, and no sole-source or limited-sources procedures have been employed to extend the original order. The contractor has continued its satisfactory performance, and there have been no issues. Moreover, the work to be performed under the new order is a direct and logical follow-on to the original order.

A logical follow-on order to JTF will avoid the reduced efficiency (and additional costs for new copiers provided by a new contractor) associated with a transition to a new contractor, and the subsequent learning curve for that contractor, and these cost savings are likely to outweigh any savings from potentially lower maintenance rates that could result from a competitive procurement. A logical follow-on order would also avoid the administrative costs associated with conducting a competitive procurement, which would likely take at least several months and involve numerous staff in the requiring activity.

6. Market Research.

Since the work is a continuation of the work being performed under order 140D8020F0254, a logical follow-on will be awarded to JTF, the current services provider.

No market research was conducted among GSA schedule holders because this order is logical follow-on to the existing order with JTF.

Under the authority of FAR 8.405-6, the undersigned hereby determines the circumstances of this action deem only one source is reasonably available as supported herein.
