PWS 1.0 Background on the Government’s Requirement

The Bishop Field Office requires deployment and servicing of portable toilets in the Alabama Hills, near Lone Pine in Inyo County, California.

PWS 2.0 General Scope of Work

Contractor shall deploy, maintain, and provide weekly service for 6 portable toilets (1 of which must be an ADA Handicap Accessible Porta Potty) to ensure adequate and clean sanitation in the Alabama Hills. Optional additional capacity for up to three months of increased visitation could include deployment of additional toilets or twice weekly pumping.

Maintenance includes ensuring the components of the toilet are in working order and that the toilets are not blown over in windstorms. Toilets will be staked down in a manner that the wind will not blow them over. If the wind does blow them over, contractor return them to upright within 48 hours of being notified. Contractor will clean and remove any material (human waste, toilet liquid) that has come out of the toilet from blow over, in a manner that it is safe for visitors to use the area.

Weekly service includes pumping of human waste, cleaning the inside and high touch areas of the outside of the toilet and stocking with sufficient toilet paper to ensure supply through the week, and hand sanitizer. Cleaning will be done by utilizing a combination of trigger spraying and misting application of EPA approved disinfectant. Followed by utilization of wiping with clothes to high touch areas.

Place of Performance:

Toilets will be placed in the Alabama Hills, just outside of Lone Pine, in Inyo County California. Three toilets will be placed near the Shark Fin and three toilets will be placed at the Mobius Arch Trail (See maps PWS Section 8). All bathrooms are accessed on dirt County roads maintained to passenger car standards.

Period of Performance:

The period of performance shall be for one (1) Base Year of 12 months and four 12-month option years. The Period of Performance reads as follows:
