GENERAL REQUIREMENTS SUMMARY & GENERAL REQUIREMENTS

PART 1: GENERAL
1.01 SUMMARY:
A. Description of Work:
Furnishing all labor, equipment, and materials necessary to complete the work specified within these specifications and as shown on the drawings. Work in-cludes:
1. Demolition and Site Preparation:
a. Existing metal roofing on pavilion.
b. Damaged fence railings and posts, including concrete.
c. Surface cleaning and preparation for resealing of pavilion and its compo-nents
d. Removal of 2 (two) damaged exhaust ventilation system attached to the vault toilets vent.
e. Removal of damaged sections of asphalt
2. Re-install metal roof and replace damage components of roof structure on Lone Pine Pavilion:
a. Replace approximately 1,200 square feet of metal roof and install 160’ of drip edge flashing. (Refer to specification #007950-Roof System for fur-ther details)
b. Replace approximately 100 square feet of roof decking.
c. Replace approximately 120 linear feet of facia board
d. Repair approximately 10 square feet of laminated rafter
3. Lone Pine Pavilion
a. Pressure wash and clean interior and exterior of pavilion including coun-ters and tables.
b. Prepare all interior and exterior surfaces including counter tops and tables for surface finishes. Preparation can include sanding, filling, wood, and repair wood surfaces.
c. Paint and stain prepared surfaces according to specifications.
4. Reinstallation of existing damage water supply and sanitary drain system:
a. Reinstall sink and drain system piping located on the counter inside the
Lone Pine Pavilion.
b. Test all water and drain system connection for proper drainage, no leaks

5. Vault Toilet repairs:
a. Replace 2 (two) solar panel exhaust fans attached to the vault toilet vent stacks.
6. Asphalt paving and striping for roadway and parking spots:
a. Clean, broom and prepare all asphalt surfaces for repaving
b. Prepare asphalt surfaces by crack sealing prior to asphalting.
c. Approximately 435 tons of asphalt shall be placed to achieve a 2-inch overlay on all existing asphalt surfaces, including areas that are dam-aged and require replacement. Refer to the drawings for additional de-tails
d. Install parking 13 (thirteen) stops for each parking spot.
e. Restripe asphalt to match existing striping, arrows, handicap and campsite numbers. Refer to drawings for the detailed striping plan.
7. Repair and Install Fencing:
a. Replace approximately 400 linear feet of 1 ¾” x 7 ¼” saw sized rough, pressure treated rails
b. Replace approximately 20 (twenty) of 7 ¼” x 7 ¼” saw sized rough, pres-sure treated post with 1” 45° chamfered top posts.
B. Location: Work under this contract is in Douglas County, Oregon. The work is located 5-mile marker along Rock Creek Access Road. 7 ½ miles outside of Idleyld, OR. Work location is shown in drawings.
C. Access: The Lone Pine Campsite requires entrance through a locked recreation gate. Entrance requires a temporary government furnished key. Keys can be checked out through the COR which may require a refundable deposit up to $50.00 dollars per key.
1.02 REFERENCES:
Referenced Standards are listed in the applicable specification section.
1.03 DEFINITIONS:
Approvals: Approval of submittals is an indication that the Contractor’s submit-tals have been reviewed and that there are no obligations, except as noted. Ap-proval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Of-ficer’s (CO) attention in writing.

1.04 SUBMITTALS
A. Scope: Submittals include roof system drawings, manufactures’ literature, as built drawings, samples, work schedules and a schedule of values.
B. Requirements: Refer to specification sections for submittals required. Allow for 7 working days for review, plus transmittal time back and forth. Submittals shall be sent or delivered to the Contracting Officer’s Representative (COR) at 777 NW Garden Valley Blvd. Roseburg, OR 97470. Submittals shall come directly from the Contractor with their stamp and signature of approval; submittals will not be accepted from subcontractors or suppliers. Do not commence work which requires review of any submittals until receipt of returned submittals with an ac-ceptable action. Do not allow submittals without an acceptable action marking to be used for the project.
C. Identification of Submittals: Completely identify each submittal by showing at least the following information:
1. Name and address of submitter (Contractor), plus name and telephone number of individual to contact for further information.
2. Name of Project as it appears in these specifications.
3. Contract number, submittal number, and specification section number to which the submittal apples.
D. Unless stated otherwise in the individual specification section, provide 3 copies of submittals for use by the Government, plus the number of submittals needed to be returned to the Contractor for use by Contractor, sub-contractors, suppliers, or others.
E. Manuals:
1. Submit one copy of each manual for each product in final form at least 15 days before final inspection. Contracting Officer will return copy with comments within 15 days after final inspection.
2. Correct or modify each manual to comply with Contracting Officer's com-ments. Submit 2 copies of each corrected manual within 15 days of receipt of Contracting Officer's comments.
1.05 CERTIFICATES OF CONFORMANCE:

A. Requirements: The Contracting Officer may permit use, prior to sampling and testing, of materials when accompanied by Certificates of Conformance. Materi-als used on the basis of a Certificate of Conformance may be sampled and tested.
Installation of materials on the basis of Certificates of Conformance shall not re-lieve the Contractor of responsibility for incorporating materials, which conform to the requirements of the drawings and specifications. Material not conforming to those requirements will be subject to rejection, whether in place or not.
B. Format: The form of the Certificate of Conformance provided by the supplier shall be as follows:
1. The certificate shall state that the named product conforms to the Contract re-quirements.
2. The certificate shall either be accompanied with a certified copy of the test re-sults or certify that such test results are on file with the manufacturer and will be furnished to the Contracting Officer upon request.
3. The certificate shall provide the name and address of the manufacturer, the testing agency, and the date of test.
4. The certificate shall set forth the means of identification which will permit field determination of the product delivered as being the product covered by the certification.
1.06 QUALITY ASSURANCE:
A. Codes and Standards: The work shall comply with codes and standards applica-ble to each type of work and as listed in the individual sections of these specifi-cations. This contract incorporates materials, applications, and tests by reference, with the same force and effect as if they were given in full text.
B. Conflict: When a conflict occurs between reference documents and project specifications, the project specifications shall govern. When a conflict occurs between the project drawings and project specifications, the project specifica-tions shall govern.
C. Measurements: Where approved manufacture’s diagrams give specific meas-urements or rough-in dimensions for equipment, these dimensions shall take precedence over dimensions indicated on the drawings.
D. Materials: Prior to ordering materials, verify dimensions and functions of mate-rial proposed for use. Be certain the material is compatible with the structural and architectural features of work, avoids conflicts and that it will fit the project requirements.

1.07 PROJECT/SITE CONDITIONS:
A. Background: The Lone Pine Campsite has been vacant due to damage done by the Archie Creek Fire back in 2020. Over the last few years efforts have been made to remove hazardous trees and limbs in and around the campsite. Vegeta-tion control efforts have been taking place; however, the rapid growth of under-story brush has impeded on most parts of the campground. Mobility in around the campsites could be impeded by large stumps that range from 12 to 48” in di-ameter. Over the years species like maple and elderberry shrubs have recovered well. In multiple locations maple shoots from cut stumps have produced clusters of maples in around the campsites. Preserve the maple clumps and clusters as best as possible working with the Lone Pine Campsite.
Not only has vegetation posed issues with maintenance of the campsite, but also, vandalism and theft of campsite accessories.
Utilities: There is currently no power or water service to the site; however, both utilities may be restored prior to the contract start date.
A buried cable line runs along Rock Creek Access Road. It is the contractor’s re-sponsibility to request utility locates prior to any earthwork. Additionally, the power supply to the Lone Pine Campsite pump house is provided by a power pole located on the south side of Rock Creek Access Road, adjacent to the ball field backstop.
1.08 A. All damage by Contractor’s activities shall be repaired by the Contractor at no cost to the Government.
B. Safety is paramount. Contractor is responsible for safety on the project site and shall take measures to maintain a safe area around the project site which is used by Government employees.
C. Landscape Protection: Protect all vegetation inside and outside work limits. All rutting caused by Contractor activities shall be filled and contoured to match ad-jacent areas and re-seed and mulch if applicable.
D. The contractor is responsible for locating and marking all existing buried utilities prior to the start of any work. If any buried utilities are found to conflict with the planned locations of posts or repair items, the Contractor shall notify the Con-
01000-6 tracting Officer’s Representative (COR) immediately. Appropriate relocation measures will then be determined in coordination with the COR.
E. Work Hours: Between the hours of 7:00AM and 8:00 PM.
F. Existing conditions and considerations:
Locations:
Refer to drawings for the proposed locations and existing site conditions.
1.09 DELIVERY, STORAGE, HANDLING AND HAULING
A. Delivery: Protect products incorporated into the work from damage while in transit to the site. Products must be delivered in original unopened containers with manufacturer’s name, brand designation, and contents legibly indicated.
The containers shall bear the referenced specification number, type, and class as applicable.
B. Storage: Provide temporary storage facilities for products. Storage shall comply with the manufacturer’s instructions. The storage area shall permit access for inspection and handling.
C. Handling: Load and unload products protecting them from damage.
D. Hauling: Comply with all legal and/or posted load restrictions when hauling ma-terials and equipment on public, private, and government roads to and from the projects.
E. Waste Disposal: All waste shall be disposed of in a legal and appropriate man-ner, and in the accordance with Federal, State, and local regulations.
1.10 PROJECT/SITE CONDITIONS:
A. Site Specific Requirements:
1. The contractor shall take special care to ensure that the work area, work prac-tices, and all equipment are safe and secure at all times to protect all adjacent landowners, the public and Government employees from potential hazards.
2. The Contractor shall move all government equipment and materials as neces-sary to access and perform work, and move it back when the work is com-pleted, all at the Contractor’s own expense. The Contractor shall handle all Government equipment and materials with due care to prevent damage and shall be responsible for costs of repair or replacement for damage that occurs due to the Contractor’s work or negligence.

1.11 SEQUENCING AND SCHEDULING:
A. A schedule shall be submitted to the COR at the pre-work conference. When re-quested, submit an updated schedule within 3 calendar days.
B. Contractor shall comply with all local fire restriction regulations as established by Douglas County, Oregon, and any applicable state or federal agencies. This includes adherence to fire season rules, equipment use restrictions, and any tem-porary bans or permits required for on-site activities
2. PART 2: PRODUCTS
There are not applicable requirements in this specification of 001000.
3. PART 3: EXECUTION
3.01 PROJECT MEETINGS:
A. Pre-Work Conference:
1. A prework conference will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date, and place. The purpose of the meeting will be to review required work, project drawings and specifica-tions, construction schedules, payroll and payments, and administrative pro-visions of the contract.
2. The Contractor, subcontractors, and the persons responsible for coordination of the work shall be present at the meeting.
3. The Contractor shall submit a schedule of values at the prework meeting, which may be used as a basis of payment as the work progresses.
B. Progress Meetings:
To be held at the project site as required.
C. Final Inspections:
For final inspection, notify the COR in writing at least 4 working days before the completion date so the Government can schedule final inspection. The superintendent shall be present during the final inspection.
3.02 UTILITIES:
A. Water: There is currently no water service to the site; however, water service may be restored prior to the contract start date.

B. Electrical: There is currently no power to the site; however, power may be re-stored prior to the contract start date.
3.03 DISPOSAL OF DEBRIS:
A. Requirements: Items or debris not designated as salvage for the Government shall become the property of the contractor. The Contractor shall be responsible for disposal of materials in a legal manner and for payment of any fees required.
Sale of material onsite is not allowed unless authorized in writing by the Con-tracting Officer.
4. PART 4: MEASUREMENT AND PAYMENT
4.01 SCOPE OF MEASUREMENT:
Payment for contract work is provided, either directly or indirectly, under the pay items listed in the bid schedule.
A. Direct payment: Payment is provided directly under a pay item listed in the bid schedule when one of the following applies:
1. The work is measured in the Measurement Subsection of the Section ordering the work and the bid schedule contains a pay item for the work from the Sec-tion ordering the work.
2. The Measurement Subsection of the Section ordering the work, references an-other Section for measuring the work and the bid schedule contains a pay item for the work from the referenced Section.
B. Indirect payment: Work for which direct payment is not provided is a subsidiary obligation of the Contractor. Payment for such work is indirectly included under other pay items listed in the bid schedule. This includes instances when the Sec-tion ordering the work references another Section for performing the work and the work is not referenced in the Measurement Subsection of the Section order-ing the work.
Compensation provided by the pay items included in the bid schedule is full payment for performing contract work in a complete and acceptable manner.
Risk, loss, damage, or expense arising out of the nature or prosecution of the work is included in the compensation provided by the pay items.
Work measured and paid for under one pay item will not be paid for under other pay items.
The quantities listed in the bid schedule are approximate unless designated as a contract quantity. Limit pay quantities to the quantities staked, ordered, or oth-erwise authorized before performing the work. Payment will be made for the ac-tual quantities of work performed and accepted or material furnished according
01000-9 to the contract. No payment will be made for work performed in excess of that staked, ordered, or otherwise authorized.
4.02 BASIS OF PAYMENT:
Payment: No direct payment for the work described under this section will be made. The Con-tractor shall include consideration for this item in the bid price for other items of the Contract.

DIVISION 1 SECTION 001505
GENERAL REQUIREMENTS MOBILIZATION

1. PART 1: GENERAL
1.01 SUMMARY:
A. Section Includes: Preparatory work and operations, including those necessary to the movement of personnel, equipment, supplies and incidentals to the project site. Also includes other work and operations which must be performed and/or costs incurred prior to beginning work on the components listed in the schedule of items.
2. PART 2: PRODUCTS There are no applicable requirements.
PART 3: EXECUTION There are no applicable requirements.
3. PART 4: MEASUREMENT AND PAYMENT
4.01 METHOD OF MEASUREMENT
A. Progress payments will be made as follows:
1. When 5% of the original contract amount is earned from other bid items, 50% of the amount bid for mobilization or 5% of the original contract amount, whichever is the lesser will be paid.
2. When 10% of the original contract amount is earned from other bid items, 100% of the amount bid for mobilization or 10% of the original contract amount, whichever is the lesser will be paid.
3. Upon completion of work for the project, payment of the amount bid for mobilization in excess of 10% of the original contract amount will be paid.
4. The total sum of all payments shall not exceed the original contract amount bid for mobilization regardless of the fact that the Contractor may have shut down the work on the project or moved equipment away from the project and then back again.
4.02 BASIS OF PAYMENT:
A. Payment will be full compensation for the work described in this section. Payment will be made under:

1.02 PROJECT CONDITIONS
A. Work Limits: Work limits shall be shown on the drawings and control points established by the Government.
B. Environmental Considerations: Use means necessary to prevent dust becoming a nuisance to the public, to neighbors, and to other work being performed on or near the site. Water for dust control shall be at no additional cost to the Government.
C. Noise Levels: Noise levels above 90 db or impact levels above 2700 J (2000 ft-lbs) must be approved by the Contracting Officer.
PART 2: PRODUCTS
(There are no applicable requirements)
PART 3: EXECUTION
3.01 EXAMINATION:
Verification of Conditions: Visit the site and verify the extent and location of the demolition work required.
3.02 PREPARATION:
A. Landscape Preservation: Protect vegetation that is outside the work limits from injury.
B. Protection: Protect existing buildings, facilities or utilities outside the work limits from damage. Damage shall be repaired or replaced at the Contractor’s expense. Repair work shall not begin until authorized in writing by the Contracting Officer.

3.03 DEMOLITION:
A. Roofing: Items not indicated as salvage for the Government shall be the property of the
Contractor. Roofing components shall be removed as indicated on the drawings and notes.

b. Damaged roof decking, facia boards, portions of rafters, portions of trusses.
B. Removal of vault toilets 2 (two) damaged ventilation solar exhaust fans
C. Removal of Asphalt Pavement: Portions of asphalt pavement adjacent to existing gray water drains have been damaged and will need cut and repaved. Cut and damaged asphalt will need to be removed and disposed off Government lands.
D. Removal of fencing:
a. Removal of approximately 400 linear feet of 1 ¾” x 7 ¼” saw sized rough, pressure treated rails
b. Removal approximately 20 (twenty) of 7 ¼” x 7 ¼” saw sized rough, pressure treated post with 1” 45° chamfered top posts.
3.04 EXPLOSIVES
Requirements: Use of explosives will not be approved.
3.05 BURNING:
The use of burning at the project site will not be permitted.
3.06 DISPOSAL OF DEBRIS
Requirements: Items or debris not designated as salvage for the Government shall become the property of the Contractor. Remove dispose of such materials in a legal manner off Government lands. Sale of material onsite is not allowed unless authorized in writing by the Contracting Officer. Replace or reimburse the Government for items designated as salvage for the Government that are lost or destroyed during demolition work.
PART 4: MEASUREMENT AND PAYMENT

1.03 SUBMITTALS:
The Contractor shall submit the required test reports as required in Section 001000 to the Contracting Officer prior to placing of aggregate.
1.04 PROJECT/SITE CONDITIONS:
A. Crushed aggregate shall be supplied by the Contractor from a Contracting Officer approved commercial source at the Contractor’s expense. Crushed aggregate shall not be quarried from Bureau of Land Management (BLM) property.
PART 2: PRODUCTS:
2.01 MATERIALS:
A. Crushed 1½” Minus aggregate shall conform to the following:
a. The portion of the material retained on a No.4 sieve shall be known as coarse aggregate and that portion passing a No.4 sieve shall be known as fine aggregate.

b. The material shall be free from vegetative matter and clay balls.
c. Crushed rock material retained on the No. 4 sieve shall have a percentage of loss of not more than 40 at 500 revolutions, as determined by AASHTO T96.
d. Crushed rock material shall show a durability value of not less than 40 as determined by AASHTO T210.
e. When crushed rock material is produced from gravel, not less than 75%, by weight, of particles retained on the No. 4 sieve shall have 3 manufactured faces. If necessary to meet this requirement or to eliminate an excess of filler, the gravel shall be screened before crushing.
f. Crushed river rock is not acceptable.
B. Crushed ¼ Minus aggregate shall conform to the following:

D. Sand: Shall be clean filtered 40# sand.
a. Place and process approximately 10 cubic yards of sand at locations specified for the tent site within each campsite as well as the horseshoe pit.
COR to determine final location of placement.
D. Testing:
1. Test results shall be furnished to the Contracting Officer on testing laboratory forms meeting the approval of the Contracting Officer.
2. The following aggregate tests shall be performed on aggregate produced or to be furnished for this contract.
a. AASHTO T11
b. AASHTO T27
c. AASHTO T96
d. AASHTO T210
E. Acceptance of materials
1. Aggregate will not be accepted without certified testing results.
2. The Contracting Officer may obtain samples for testing by the Government to verify the Contractor's test reports. If the Government's verification tests do not substantiate the validity of the Contractor's Certification, the Contracting Officer may order the Contractor to perform additional testing or retesting as deemed necessary or may rely exclusively on the Government's tests to determine contract compliance.
3. No direct payment will be made for performing the additional sampling and testing or retesting ordered by the Contracting Officer, but such work will be considered as a subsidiary obligation of the Contractor covered under the contract.
4. Should it become necessary for the Government to test materials due to the Contractor's Certification being declared invalid, the total cost of performing such tests for the applicable item will be charged the Contractor and deducted from progress payments.
5. When material being produced from the approved source meets the specifications, Contractor shall begin delivery.
PART 3: EXECUTION:
3.01 CONSTRUCTION REQUIREMENTS:

A. Preparation:
1. Subgrade shall be approved at least 1 day prior to placing crushed rock material.
2. Subgrade approval remains effective so long as the condition of the subgrade remains unchanged.
B. Aggregate Placement:
1. Place and shape the crushed aggregate surfacing on the prepared subgrade around the water spigots and in areas where the asphalt is damaged and must be replaced to properly execute a 2-inch asphalt overlay.
C. Processing:
1. Crushed aggregate surfacing shall be watered, graded, windrowed and spread in a uniform layer, with no segregation of size, and to a loose depth that shall produce the required thickness when compacted.
D. Grading:
1. The aggregate shall be graded uniformly over the surface in layers.
Compacted layers shall not exceed 6 inches. When more than 1 layer is required, each shall be shaped, processed, and compacted before the succeeding layer is placed.
2. Slope Grading: Slope grades to direct water away from buildings and to prevent ponding. Slope finished grade away from building ½” per 10 (ten) linear feet as shown on drawings.
E. Compaction:
1. Compaction equipment: Compact the backfill materials with a vibratory roller which meets the following minimum specifications or its equivalent:
Vibratory Roller - The drum diameter shall be not less than 48 inches, the drum width not less than 58 inches, and have a turning radius of 15 feet or less.
Vibration frequency shall be regulated in steps to 1400, 1500, and 1600 vibrations per minute (VPM), corresponding to engine speeds of 1575, 1690, and 1800 RPM.
The centrifugal force developed shall be 7 tons at 1600 RPM. It shall be activated by a power unit of not less than 25 horsepower. The vibratory roller shall be self-propelled or drawn by a vehicle of sufficient horsepower to enable the unit to travel through a loose layer of material at a speed ranging from 0.09 to 1.8 miles per hour, as directed by the contracting officer. Backfill material shall be compacted by equipment operated over the full width of each layer until visual displacement ceases, but not fewer than three complete passes. Mechanical hand

F. Watering:
1. The Contractor shall provide water and watering equipment to control dust and obtain required compaction. This work shall be done at no additional cost to the Government.
2. The Contractor shall secure any necessary water permits.
4.01 BASIS OF PAYMENT:
Payment: No direct payment for the work described under this section will be made. The Contractor shall include consideration for this item in the bid price for other items of the Contract.

1.02 SUBMITTALS

B. The Contractor shall submit 2 copies of each type of product used for the painted striping.

3.01 ASPHALT CONCRETE DELIVERY AND PLACEMENT:
A. Asphalt Preparation:
a. Clean, broom, and prepare all existing asphalt surfaces in advance of repaving. Preparation includes applying approximately 1500 linear feet of crack seal along roadways, parking lots and around water spigots.
B. Approximately 435 tons of asphalt shall be placed to achieve a 2-inch overlay on all existing asphalt surfaces, including areas that are damaged and require replacement. Refer to the drawings for additional details.
a. Place asphalt around the water spigots and in areas where the existing asphalt is damaged and requires replacement.
C. Transportation of AC Mixtures: Trucks used for hauling AC mixtures shall have tight, clean, smooth metal beds that have been thinly coated with a material to prevent the mixture from adhering to the beds. Truck beds shall be drained prior to loading. Each truck shall have a cover to protect the mixture from weather.
When necessary to ensure that the AC mixture will be delivered at the specified temperature, truck beds shall be insulated, and covers shall be securely fastened.
D. AC pavers shall have an adjustable vibrating screed or strike-off assembly, heated if necessary, an auger ahead of the screed to distribute the mixture, and shall be capable of spreading and finishing a course of AC mix material in lane widths and thicknesses shown on the drawings. Unless otherwise shown on the drawings, towed type pavers, or Layton type pavers may be used to place and spread the AC mix material.
E. Three to five ton rollers maybe used where it is impractical to operate larger rollers.
F. The AC mixture shall not be placed when weather conditions prevent proper handling or finishing. Such conditions include but are not limited to the following: when the base course has pools of water, is frozen, or when the average temperature (over the last 24 hours) of the underlying surface upon which the AC mixture is to be placed is less than 45 degrees F.
G. Immediately before placing the AC mixture, the existing contact surface shall be cleaned of loose or deleterious materials.
H. The edge of existing asphalt which is directly adjacent to new paving shall be saw cut to form a straight, smooth, vertical line. All contacted surfaces of saw cuts, curbing, manhole, and other structures will be cleaned of loose material and coated with a thin, uniform layer of asphalt tackifier prior to placing AC.

I. The COR may reject any batch, load, or section of roadway that appears defective in gradation, asphalt cement content or moisture content. Material rejected before placement shall not be incorporated into the pavement. Any rejected section of roadway shall be removed. No payment will be made for the rejected materials or the removal of the materials.
J. The AC mixture shall be spread and struck off to the grade and elevation established. Maximum compacted lift thickness shall be four (4) inches unless otherwise shown on the drawings.
K. The longitudinal joint in one layer shall offset that in the layer immediately below by approximately six inches. The joint in the top layer shall be at the centerline of two-lane traveled way. Traverse joints in seceding layers and in adjacent lanes shall be offset at least ten feet.
L. On areas where irregularities or unavoidable obstacles make the use of mechanical spreading and finishing equipment impracticable, the AC mixture may be placed and finished by hand tools.
M. Initial breakdown rolling shall be accomplished while the AC mix temperature exceeds 250°F. Rolling shall be completed while AC mix temperature exceeds 175°F.
3.02 COMPACTING:
A. Compaction equipment shall be capable of obtaining compaction requirements without detrimentally affecting the compacted material. The compacting units may be of any type, provided they are capable of compacting each lift of material as specified and requirements for rollers are as follows:
1. In areas too small for the roller, a vibrating plate compactor shall be used.
2. Steel-wheeled rollers, other than vibratory, shall be capable of exerting a force of not less than 250 pounds per inch of width of the compression roll or rolls.
3. Vibratory steel-wheeled rollers shall have a minimum weight of 6 tons.
The compactor shall be equipped with amplitude and frequency controls and specifically designed to compact material on which it is used.
4. Pneumatic-type rollers shall have smooth tread tires of equal size that will provide a uniform compacting pressure for the full width of the roller and capable of exerting a ground pressure of at least 80 psi.

3.03 CLEANING:
A. Requirements: The contractor shall be responsible for cleanup of all waste, spilled, and excess material as a result of this work.
3.04 PROTECTION:
A. Requirements: The Contractor shall provide for controls to prevent unauthorized traffic in or on work areas until those areas are suitably prepared for traffic.
3.05 SHOULDER BACKFILL:
A. Backfill against asphalt surfaces as shown on the drawings.
3.06 PAVEMENT MARKING
A. Do not apply pavement-marking paint until layout, colors, and placement have been verified with the COR.
B. Ensure pavement surface preparation meets manufacturer's recommendations before starting pavement marking operations.
C. Sweep and clean surface to eliminate loose material and dust prior to painting
D. Apply paint with mechanical equipment to produce pavement markings, of dimensions indicated, with uniform, straight edges. Apply at manufacturer’s recommended rates to provide a minimum wet film thickness of 15 mils.
1. Apply graphic symbols and lettering with paint-resistant, die-cut stencils.
Apply paint so that it cannot run under the stencil.
2. Broadcast glass beads uniformly into wet markings at a rate of 6lb./gal.

1.04 QUALITY ASSURANCE
A. Failure Criteria: Not limited to the following:
1. Post and rails: Posts not plumb and level within 1/16” vertically. Rails not parallel with each other within 1/8” measured at any point along fence line.
2. Splitting of wood members due to improper installation.
3. Separation of wood members due to improper fastener installation or being applied in such a manner as to cause failure of the members connected.
4. Lettering, band marks, grade markings, etc., on finished exposed faces of posts and rails.
5. Damage to ditch line, roadways, vegetation and landscape.
B. Furnish material complying with the following:
1. Lumber: Graded in accordance with the latest edition of “Grading Rules, standards No. 17”, WCLIB, or “Western Grading Rules 98”, WWPA. Furnish lumber bearing a recognized grading bureau mark or a “Certificate of Grade” may be substituted.
2. Pressure Treat: Shall be according to AWPA with ACQ C2 or CBA-A C2.
Wood shall be incised prior to treatment. Incising shall be such as to produce a uniform appearance and penetration of .40 pcf.
1.05 PROJECT/SITE CONDITIONS
A. Environmental Conditions:
1. Areas that have become saturated during construction with oil, gasoline, or bituminous products shall be excavated to a depth of 12 inches beyond the contaminated material and disposed in accordance with Oregon Department of Environmental Quality (DEQ) requirements. Backfill with soil containing an organic material and no rocks over 6 inches in size.
2. Landscape protection: Protect all vegetation within project area. Do not remove any trees or vegetative material without approval of the Contracting Officer.
3. Access: Vehicular traffic will only be permitted within the project area and on existing roadways. All rutting shall be filled and graded to existing contours.
Equipment access to fencing along Rock Creek Access Road may be permitted with prior approval from the Contracting Officer Representative.
1.06 DELIVERY, STORAGE, AND HANDLING:
A. Storage: Store off the ground in a weather protected area or off the ground cover with tarpaulins or polyethylene sheets to prevent moisture exposure. Allow air to circulate between members.
2.01 MATERIALS
A. Post: Douglas-fir, green, Grade No. 1 and better, free of heart, no wane, saw sized rough. Pressure treat after fabrication according to 1.04.B.2.
B. Railing: Douglas-fir Grade No. 1 and better, free of heart, no wane, saw sized rough. Pressure treat according to 1.04.B.2.
2.02 INSTALLATION MATERIALS
A. Requirements: Furnish all items required or shown on the drawings for joining members to each other and to their supports.
B. Lag bolts, and Washers: Shall be commercial grade steel (60,000 PSI tensile) hot dip galvanized, ½ inch diameter.
C. Concrete: Shall be Type IIA Portland cement having a minimum compressive strength of 3000 psi at 28 days, conforming to ASTM C150. Aggregate shall be ¾ inch maximum size conforming to ASTM C94. An onsite mix not leaner than one part cement, 2 ½ parts sand, and 3 ½ parts gravel, with a slump of 2 to 4 inches in accordance with ASTM C 143, may be substituted.
PART 3: EXECUTION
3.01 REMOVAL AND INSTALLATION
A. Removal of existing fence: Remove fence as shown on the drawings; dispose of debris offsite, or as approved by the Contracting Officer.
B. Installation of new fence components: Fence shall be installed and located as shown on the drawings. The contractor shall conform to the industry standards when installing fencing, gates, and all appurtenances.
C. All work shall be installed level, plumb, and continuing edges and surfaces shall align.
D. Field Cuts: Field treat cuts and holes in pressure treated members with wood pressure preservative. Manufactured by Burkes Paint Co., Washougal, WA or equivalent. (Salient Characteristic: IAW Section 002825 Fencing Specification).
E. Lag Bolts: Drill lead holes in conformance with the drawings.
F. Rails: Drill holes larger than bolt diameter, see drawings.
G. Alignment: Care shall be taken to assure that all members to be connected are properly lined up with respect to each other and the remainder of the structure.
H. Grading: Excess excavation shall be graded back into existing grades and contours.
PART 4: MEASUREMENT AND PAYMENT

A. This section includes the Contractor furnishing and applying Government-furnished seed, Contractor-furnished fertilizer and mulch of Certified “weed free” straw, to all disturbed soil areas.

A. Submittals shall be according to Section 01009, General Information & Requirements.
B. Contractor shall supply a guaranteed analysis of the physical properties and chemical content of the Tackifier to be used, from an independent testing laboratory which is licensed to do business in the state in which the product is manufactured along with a materials safety data sheet for the product.
C. Contractor shall submit 1 Certificate of Conformance from the supplier of the fertilizer and mulch of Certified “weed free” straw to be used on this project. It shall state that the products conform to the requirements of this specification section.
2.01 MATERIALS
A. Seed:
1. Seed mixture will be supplied by BLM. Point of pickup is at the Roseburg Field office at 777 N W Garden Valley Blvd., Roseburg, OR 97471.
2. The Contractor will be responsible for the transport, safe and dry storage and use of the seed. All unused seed shall be returned to BLM.
3. BLM furnished seed shall be applied at the rate of 30 lbs/acre.
B. Fertilizer:

1. Deliver Contractor supplied fertilizer in original, unopened containers with analysis, type and trade name attached.
2. Fertilizer shall provide the minimum percentages of available nutrients specified below:

C. Mulch:
1. Dry Method Mulch shall be clean straw, free from noxious weed seed that has been identified by the state of Oregon, mold or other objectionable material.
2. Hydraulic Method
a. Mulch shall be 100% virgin wood fibers, or straw, colored with non-toxic green dye. Paper mulch is not acceptable.
b. Mulch shall be a commercially produced and marketed product appropriate for mixing in homogeneous slurry suitable for application with a power sprayer.
c. Fibers shall have an equilibrium air-dried moisture content of 12% plus or minus 3% at the time of manufacture.
d. Mulch shall be delivered to the slurry mix site in new, dry, clean, equal net weight, and sealed containers. Containers shall be clearly labeled with the name and weight of the contents.
e. No field adjustments will be made for fiber which does not meet the moisture content limits, packaging requirements or any other specified requirements.
f. Mulch shall be free from noxious weed seed, mold or other objectionable material.
D. Tackifier:
1. Tackifier will only be required if the hydraulic method is used.
2. Tackifier shall be a co-polymer of methacrylates and acrylates/acetates.
3. Tackifier shall be a spray on type, water soluble liquid with at least 52% active solids by weight. The solids shall be composed of the following ingredients by percent of weight:

4. The Contractor is responsible of all permits and fees associated with obtaining water for the project.
F. Equipment:
1. Hydraulic method equipment used on this project shall have the following:
2. The slurry tank shall be mounted on a rubber tire travel unit with the tank and nozzles in sufficient proximity to the areas to be treated for uniform distribution without waste. Lug or track type units will not be allowed.
3. A slurry tank with a minimum working capacity of 2500 gallons.
4. An agitation system installed within the slurry tank as part of the overall system.
5. Slurry delivery lines of a sufficient size to prevent blockage.
6. Hydraulic spray nozzles on the discharge line capable of delivering an even distribution of slurry on the different slopes to be treated. Nozzles mounted on a stand capable of traversing 360 degrees on the horizontal and 70 degrees on the vertical plane.
7. The slurry delivery system shall be capable of spraying slurry at lest 100 feet horizontally.
2.02 MIXES
1. Seed: BLM furnished seed shall be applied at the rate of 30 lbs/acre.
3.01 PREPARATION:
A. The surface area to be seeded, fertilized and mulched shall be in an uncompacted workable condition for application.

1. Seed shall be applied in the frost free period between the spring and fall unless otherwise approved in writing by the Contracting Officer.
2. Seed shall be applied to all areas of soil disturbed by the Contractor’s operations.

4. Seed shall not be broadcast when the weather is windy or wet and the ground is frozen.
5. Other methods of seeding must have prior written approval by the Contacting
Officer.
6. The Contractor shall protect seeded areas from damage.
7. Damaged areas shall be repaired by the Contractor at his expense.
B. Fertilizer:
1. Fertilizer shall be applied to the same areas as the seed and mulch.
2. Fertilizer shall be applied at the rate of 165 lbs/acre.
3. Fertilizer shall not be allowed to enter streams or waterways.
C. Mulch:
1. Dry Method
a. Mulch shall be applied to the same areas as seed and fertilizer are applied to.
b. Immediately after applying seed and fertilizer, apply mulch in a 2-inch thick layer free of voids over all disturbed areas.
2. Hydraulic Method
a. Mulch, seed, fertilizer and tackifier shall be mixed with water to produce a slurry and then applied under pressure to all areas of disturbed soil.
b. Mulch fiber shall be applied at the rate of 2000 pounds per acre.
D. Twine, rope, and other debris resulting from the seeding, fertilizing, and mulching operation shall be removed from the contract area and disposed of in a legal manner.
