STATEMENT OF WORK
Havasupai Elementary School
School Psychologist/Educational Diagnostician
1.0 BACKGROUND
The Bureau of Indian Education (BIE) is seeking a School Psychologist/Educational Diagnostician to support the Havasupai Elementary School (HES) in Supai, Arizona, primarily in completing psycho-educational assessments. HES is a K-8th grade school, serving approximately 70 students. It is operated by the Bureau of Indian Education, under the direction of the Associate Deputy Director, Bureau Operated Schools, and the Education Program Administrator, Albuquerque Education Resource Resource Center.
The Havasupai Tribe For over 1,000 years the remote village of Supai, Arizona, which is located eight miles below the rim of the Grand Canyon, has been home to the Havasu Baaja, People of the Blue Green Waters, or as they are known today, the Havasupai Tribe (The Tribe). Just above the village, a hidden limestone aquifer gushes forth the life sustaining blue green waters that have nourished the fields of corn, squash and beans which have allowed the Havasu Baaja to thrive living in the harsh desert landscape deep in the Grand Canyon for centuries. This remoteness creates many obstacles for residents and visitors alike. The United States Postal Service office in Supai transports all mail in and out of the canyon by mule train. Everything must make the 8-mile trek in and out of the village either by foot, or on horseback or by helicopter.
The Tribe’s reservation is at the end of Route 18 off historic Route 66. It consists of 188,077 acres of canyon land and broken plateaus abutting the western edge of the Grand Canyons South Rim. The reservation was established in 1880 and substantially enlarged in 1975. The Tribe is known for its location, traditional cultural life and beautiful arts and crafts.
The Havasupai language, Upland Yuman, also continues to thrive in the canyon with sources stating that 100% of residents know it. Language preservation and students’ status as English-language-learners is an important element of the uniqueness of the Tribe and the Tribal community.
1.1 PURPOSE OF THE CONTRACT
The purpose of this contract is to procure the services of a School Psychologist - Educational Diagnostician at the HES to meet the requirements the Individuals with Disabilities Education Act (IDEA). The contractor shall provide services under an all-inclusive rate and shall furnish all personnel, materials, food, equipment and services necessary to fulfill the requirements of this contract. The contract shall also provide for the travel costs in fulfillment of the contract. Labor Costs and Travel Costs will be established as two separate CLINS on the contract given the unique location of HES in the Grand Canyon. The all-inclusive rate for Labor will not include travel.
2.0 SCOPE OF WORK
The contractor’s primary responsibility will be to provide school psychology as a related service provider and/or educational diagnostician in a school-setting, performing student Psycho-Educational Assessment Services. Students receiving this service are those requiring triennial (3 years re-evaluations) or newly referred students who may qualify for services under the Individuals with Disabilities Education Act. This position will be performing psycho-educational assessments and preparing the individualized written psycho-educational reports for each assigned case, including a summary report in the Native American Student Information System (NASIS) used by the BIE and will participate in the eligibility determination meetings when results indicate eligibility. This position will be responsible to building positive working relationships and interfacing directly with the HES students, HES staff and Supai families/guardians.
2.1 TASKS AND RESPONSIBILITIES
The contractor will be responsible for the following tasks:
A. School psychology as a related service provider and/or educational diagnostics in a school-setting.
B. Meet weekly with the school-level team to discuss student caseload, and upcoming scheduled evaluations. A project schedule will be developed and reviewed monthly to drive work activities for the quarter – four months out. This will include a list of upcoming triennial evaluations and initial evaluations and proposed travel dates; and all required documentation needed to proceed, including the school’s assessment plan and consent to evaluate from the parent/guardian. An action plan will be developed between the School Psychologist and School team from these discussions to drive next steps and follow-up action items needed to proceed with the evaluation.
C. Perform student Psycho-Educational Assessment Services within 45 days of the signed assessment plan and consent by guardian(s). The 45-day timeframe will help ensure the school special education team has the evaluation and reports to meet the IDEA 60-day referral timeline and has the psychoeducational evaluation report and NASIS Summary Reports for eligibility determination for referred children.
D. Psycho-educational assessment services will include the following:
i. Scheduling and confirming the date of the on-site psycho-educational assessments and testing within 5-business day of receiving the referral from HES.
ii. Assessing students who require triennial evaluation or an initial evaluation for newly referred students who may qualify for services under the Individuals with Disabilities Education Act.
iii. Conducting the individual psycho-educational assessment service using the administration of a battery of tests chosen in collaboration with the special education department after parental consent and notification by school staff. The psycho-educational assessment may include but is not limited to: Assessment of cognitive functioning, assessment of processing, adaptive behavior assessments, assessment of academic functioning, and assessment of social/emotional functioning.
a. The selection of the psycho-educational assessments and tools will be provided within 30-days of contract award to the special education department.
b. Assessments and tools, including reporting software and protocols will be provided by the contractor.
iv. Provide the written evaluation reports (psychoeducation evaluation report and the NASIS Summary Report) for the psycho-educational assessments rendered within 45-days should be parent-friendly and which includes minimally:
a. Summary of tests administered.
b. The scoring of all tests administered.
c. The interpretation of the test results.
d. An Evaluation Summary Report, in parent friendly terms (formatted to fit
NASIS)
e. Professional/formal report to be part of the student’s hard-copy special education file.
v. Documentation that parents and principal/special education coordinator and/or case manager receive a copy of the individualized report.
vi. Availability of the psychologist to participate in MDET/MDT/IEP meetings, virtually, if necessary, where the results of the testing are interpreted to parents/guardians within 60 days of the consent of the evaluation.
vii. Follow the state evaluation requirement format.
E. Prepare the individualized written psycho-educational report to include:
i. Basic student data as furnished by the referral packet at the school
ii. Reason for referral; and background information and developmental history.
iii. Background information: educational status and history, health assessment and prior evaluation history, collaborating with school staff and guardians to gather background information (This must be included in the referral packet, so it is available for the evaluator prior to deciding on the assessment tools)
iv. Assessments as requested on assessment plan and consent to evaluate with may include:
a. Intelligence (Assessment of Cognitive Ability), Academic achievement
(Assessment of academic functioning), social behavior (Social/emotional functioning), Perceptual abilities (Assessment of processing), Social Emotional/behavior, and Assessment of adaptive functional behavior.
b. Other assessments relevant to the performance of the individual child
v. Behavioral observations.
vi. Diagnostic statement categories listed in 34 CFR (Recommendation on Eligibility for Special Education; or for a triennial evaluation make a recommendation if the student continues to qualify for special education).
vii. Summary Report
viii. Recommendations for placement, instruction, social, medical, etc. (Recommendations on appropriate goals, services, supports, accommodations, and modifications).
F. Collaborate with educational staff to create coordinated plans for impacted categories.
G. Set learning goals based on each student’s emotional, cognitive, and social strengths.
H. Work collaboratively and professionally with the Individual Education Plan team for each case, ensuring all data is collected to inform results, this includes working with students at HES, including their families and guardians, and HES staff. Key activities will include:
i. Attending eligibility determination IEP meeting, where indicated in assessment results
ii. Answering questions and concerns of parents/guardians, families regarding assessment and evaluation report.
iii. Meeting in-person or virtually with families/guardians and IEP team to talk through the results of the assessment and next recommended steps.
iv. Schedule and maintain appointments with assigned caseload.
v. Sign in and out when arriving on campus – this will be used to document time spent on the HES campus in support of the SOW.
I. Travel on-site and as needed, to Supai, AZ to fulfill all requirements of the SOW. Minimally the
School Psychologist should plan to travel at least once a month to Supai to be on-site and can work with the SPED Team to develop a schedule to meet the requirements of the SOW. This may require the contractor staying overnight at the lodge, if needed. This will require the contractor to:
i. Arrange all travel in performance of this SOW.
ii. Procure and contract helicopter flights into Supai, AZ.
iii. Drive to and from their home to the helipad.
2.2 QUALIFICATIONS, EDUCATION AND SKILLS
The candidate for School Psychologist shall meet the minimum requirements outlined below and shall produce all the documentation, A-D, at time of proposal. The candidate shall have a:
A. Master’s degree in psychology from an accredited program and provide a copy of the candidate’s diploma as proof of documentation.
B. An active license as a school psychologist issued by a state licensing authority/board (the provider will have one year to obtain a license in the state where services are to be provided, if needed) or certified as a National Certified School Psychologist (NCSP) from the National School Psychology Certification Board (NSPCB). This documentation shall be provided as proof of documentation.
C. Resume that demonstrates a minimum of five years providing school-based psychology services and a resume to demonstrate direct experience with the types of tasks and responsibilities outlined in this scope of work. A resume must be presented as proof of documentation.
D. Sign a letter of commitment that states the identified candidate is in fact committed to working as the School Psychologist at HES, if the Vendor is selected and will proceed through the period of performance, contingent upon a favorable security background check by the BIE. The letter of commitment shall be provided as proof of documentation.
2.3 CONDITIONS OF EMPLOYMENT
A. Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
B. Must be able to obtain and maintain a background clearance.
C. Must obtain and maintain valid state driver's license.
D. Must provide the key personnel’s resume with demonstrated experience as outlined above, certifications and licensures, and a letter of commitment.
2.4 SPECIAL CONSIDERATIONS
The remote location of the HES within the Grand Canyon, makes this contract unique, and special consideration for the Contractor is noted to meet the requirements and tasks.
Key Considerations: Contract Personnel may need to either hike out of the canyon or sleep on a cot/air mattress in the school if the helicopter is not able to fly out of Supai, AZ on due to unforeseen weather conditions. When local lodging is not available, the BIE HES will provide a cot, sheets, pillows, and blankets for Contractor Personnel use during their visit and stay. Contract Personnel are recommended to bring in snacks to the Canyon, if possible. Travel by Helicopter is dependent upon local travel conditions and weather permitting.
3.0 GENERAL REQUIREMENTS
3.1 PERIOD OF PERFORMANCE
The period of performance for School Psychology Service is a Base Year + Four Option Years.
Base Period: 9/1/2025 through 8/31/2026 Option Year 1: 9/1/2026 through 8/31/2027 Option Year 2: 9/1/2027 through 8/31/2028 Option Year 3: 9/1/2028 through 8/31/2029 Option Year 4: 9/1/2029 through 8/31/2030
3.2 PLACE OF EMPLOYMENT
Hybrid Position where the place of employment will be both the contractor’s home or office, and the Havasupai Elementary School, located at 40 Main Street, Supai, Arizona 86435
3.3 HOURS OF OPERATION AND ESTIMATED WORK HOURS
The contractor will determine how best to schedule his/her time in support of the tasks and responsibilities of this contract and meet all required timeframes of the contract. The contractor can expect to allocate minimally 60hrs per month in support of this contract, for approximately 10 months out of the year with June and July being summer months/ school break. The BIE reserves the right to increase services hours based on student need. The contractor will be required to schedule and make themselves available to meet in-person on-site at HES, with HES students, guardians/parents and staff at least once a month, to coordinate visits, services, and evaluations for Special Education. Hours may vary each month depending on the need. The government does not guarantee that all hours will be requested or worked.
Ongoing need will be identified by the SPED Team and School Leadership Team. A project schedule will be developed between the contractor and school team each month, planning out the School Psychologist work schedule with dates, times, and projected workdays on-site and any necessary paperwork or documentation needed in advance.
BIE will inform the Tribal Council in writing of the School Psychologist/Educational Diagnostician attendance in Supai, AZ. Physical attendance in Supai is subject to any relevant Tribal orders regarding travel to Supai or other restrictions or occurrences that would impede their physical attendance, including but not limited to any related public health orders.
3.4 TRAVEL
The contractor shall be required to arrange, procure and finalize all travel plans to support performance of this contract including booking and paying for flights in and out of Supai on a contracted helicopter, lodging, if needed, and any other transportation. Travel Costs will be managed on a separate CLIN from Labor Costs. The School Psychologist’s travel will include but is not limited to:
a. Driving to and from his/her home to the helipad and back. Mileage for Privately Owned Vehicle (POV) will be reimbursed at the GSA rate. Mileage for Rental Cars is not a reimbursable cost.
b. Flying on a contracted helicopter carrier arranged by the contractor into Supai, AZ to be available on-site to meet and work with identified students and their family/guardians.
c. Arranging for all travel costs in fulfillment of the SOW, including lodging, if needed.
d. Preparing invoices based on actual costs incurred and based on the GSA rates and FAR Travel
Regulations. This includes uploading and providing copies of all receipts to the invoice.
e. Being responsible for his/her own food and personal expenses. These costs will not be reimbursable under the contract.
f. Travel will be reimbursed at a rate applicable with the General Services Administration’s (GSA)
Federal Travel Regulation (FTR) prescribed per diem rate for the area. Applicable per diem rate can be identified on the GSA Per Diem Rate website available here:

g. Exception to the GSA FTR is lodging in Supai, AZ. There is one lodging option available in Supai, AZ at the Tribe’s Lodge. The lodging rate is established by the Tribe and the contractor will be reimbursed for lodging based on the established Tribal Rate, if the School Psychologist
3.5 CONTRACTOR ONBOARDING TIMEFRAME
a. The Contractor shall meet the educational, experience and qualifications outlined in the SOW and must provide his/her resume.
b. The Government will review the candidates resume and provide approval to the Contractor within two business days of receiving the resume and all required documentation (i.e. licensure, certifications, etc.). Approval will be granted by the government to proceed with the candidate, if the potential candidate meets all the basic minimum requirements of the position
c. The Contractor must submit the BIE Personnel Security Intake Package (PERSEC Intake) within 3-business days after the government gives the approval to proceed with the potential candidate.
d. The background check process may take up to 4 to 6 weeks.
e. Work will begin within one week of the BIE Personnel Security Office providing a preemployment determination and/or favorable background check.
3.6 WORK ENVIRONMENT
This contract is hybrid. The contractor will be working at times, on the HES campus providing direct services to students as outlined in the Tasks and Responsibilities Section of the SOW. The School Psychologist will also be eligible to work from home (remotely) in fulfillment of key administrative tasks of this contract, including preparing reports, writing evaluations and assessment results, etc. The bulk https://ww.gsa.gov/portal/content/104877 time will be spent directly on the HES campus providing school-base Psychology services to meet the IDEA requirements.
3.7 PERSONAL CONTACTS
Personal contacts are with students, co-workers, Area/Agency employees, Federal and non-Federal agencies, parents, other professional educators, social services agencies, law enforcement agencies, and community members, who work at or in partnership with HES.
3.8 SUPERVISORY CONTROL ON-SITE
General supervision will be provided by the School Principal. The school principal or his/her designee will serve as the Point of Contact to work with the contractor to coordinate and outline workload requirements, travel logistics, and on-site meeting, etc.
4.0 ADMINISTRATIVE REQUIREMENTS
4.1 SECURITY
Background Investigations are required for the position. All contract positions with duties and responsibilities involving regular contact with or control over Indian children are subject to a background investigation and determination of suitability for employment. Accordingly, all such positions require a favorable background screening by the Bureau of Indian Education (BIE), Personnel Security and Suitability Program and a favorable background investigation by the Defense Counterintelligence Service Agency (DCSA). There are additional clearance requirements for Contractors working in school locations. Contractor personnel under this contract, are required to submit to suitability clearance procedures, and shall not commence work under the contract until the COR and/or Government Contract Officer have cleared them to be on site. The contractor must be a United States citizen. The information collected during this effort is considered unclassified, sensitive; therefore, Moderate Risk Public Trust, is the sensitivity level. The Contractor will be provided access to BIE computers and information. The Contractor shall report suspected computer security breaches as soon as the breach is received, heard of, or found to the Indian Affairs Information Technology (IAIT) help desk. The Contractor shall adhere to government requirements on IT usage and access to service IA users, equipment, and software; under no circumstance is the Contractor permitted to make use of Government computer systems, information, equipment, software, supplies, or accounts for purposes other than the performance of this contract.
Personal or Contractor-owned computers are not permitted on any of the government networks. The Contractor shall abide by United States Federal policies and procedures, the DOI policies and procedures, IA policies and procedures, and court orders.
4.2 DATA RIGHTS & DOCUMENT OWNERSHIP
The Government requires unlimited rights in any material first produced in the performance of this SOW, in accordance with the FAR clause at 52.217-14. The BIE shall have unlimited rights to, and ownership of all deliverables provided under this SOW. The Contractor, agrees, that any HES student, staff, or parent data, collected in support of this agreement, will not be used, or shared. The implementation and outcome data collected, analyzed, and used in support of the Contract Requirements, Tasks and Deliverables are explicitly for the benefit of the BIE, HES. Upon the expiry or termination of the service contract, the Service Provider will return to BIE any property, documentation, records, or confidential information which is the property of BIE.
4.3 CONFIDENTIALITY & PRIVACY ACT
The BIE recognizes that contractors, may have access to confidential information concerning BIE, HES, HES student and former students, their families, and other community members in the fulfillment of their job duties. The contractor agrees to maintain the confidentiality of all such Confidential Information.
In particular, and without limiting the foregoing, the BIE acknowledges and understands the confidential information to which the contractor will gain access is the confidential and proprietary information of the BIE and HES. Thus, the contractor agrees:
• Not to disclose any confidential information to anyone other than an employee of the BIE, HES who has a need to know such information.
• Prevent any unauthorized use or disclosure of the confidential HES student or former student, family, or employee information.
• Promptly notify the BIE, HES of any unauthorized use of which the contractor learns of.
• To use such confidential information for the sole purpose of fulfilling the performance under the
SOW.
Further, work on this contract will require the contractor to have access to Privacy Information. Thus, the contractor shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency privacy rules and regulations and remain compliant with HIPAA.

Schedule Initial/Triennial Student Psychological Evaluation
Project Schedule: Schedule and confirm a date for an onsite visit to HES to conduct student evaluation(s). A forecasted project schedule will be submitted within two-days after the monthly meeting with the school. In the Project Schedule the contractor will include the anticipated travel dates and caseload information for the upcoming quarter (next four months).

Conduct Initial Student Psychological Evaluation
Within 30-days of receiving the notice from HES for a student psychological evaluation, the contractor must conduct the initial student psychological evaluation.
Summary of Assessments given, dates, and overall student level of participation.

Prepare & submit the individualized written psycho-educational report to HES
Within 15-days of conducting the initial student psychological evaluation, submit the formal Report to HES. This includes the Summary of Report and Evaluation Report from Diagnostician and Summary

Monthly Case Activity Report A written monthly report outlining key activities and tasks accomplished for the month mapped to key activities, i.e., conducting initial/triennial evaluations, participating in eligibility IEP Meeting with Families and SPED Coordinator to interpret results, case load information and pending evaluations, and any open or pending requests for paperwork or school/parent input.

Upcoming deadlines to meet key deliverables. This Monthly Case Activity report should not contain PII or student information; and shall be uploaded into IPP with the Monthly Invoice as proof of performance.
Timesheets Monthly Invoice No later than the 5th Day of Each Month. Invoice shall be accompanied with the Monthly Case Activity Report and Timesheet signed off by the School POC or Principal confirming onsite visits and performance of contract tasks and activities.

5.1 DELIVERABLES DESCRIPTION
Resume, Licensure and Certifications. The position of School Psychologist is considered key personnel. The contractor shall provide the BIE with the documentation to demonstrate the candidate minimally meets the qualification, education and certification requirements. A copy of the person’s resume, educational diploma’s, certifications, licensures and a letter of commitment must be provided to the COR and CO within 3-business days from the date of contract award.
BIE Personnel Security Intake Package for the BIE Background Check. The contractor shall provide the COR a completed BIE Personnel Security Intake Package to initiate the BIE Background Check. A BIE intake package typically includes the following required forms listed below with an *, however, the final intake package, will depend on where the individual has lived, as outlined on their Places Applicant Lived (PAL) form. Each state has different requirements. This list of forms may change once the COR receives the PAL Form. The COR will advise the contractor of any additional forms needed. A Completed Intake Package will include all intake forms including any relevant state check forms, fingerprint cards, and driver’s license (if applicable).

Timesheet: The hourly price rate identified is an all-inclusive rate. All-inclusive is defined as all costs/expenses to include but is not limited to labor, service, supplies, materials, Federal/Local/State tax, and all other fees necessary to complete the work. Travel will be managed on a separate line item on the Invoice, from Labor costs. In preparing timesheets, the timesheets shall be submitted to the school POC using the Template provided by the BIE, titled “Timesheet for Contract Services.” The timesheet shall outline two workweeks and include the weekday, the date, the time in, lunch taken, time out, total hours, a description outlining key activities performed by the School Psychologist in relation to the tasks and activities of the SOW. The Contractor will submit the timesheet to the School POC or Principal for review. The timesheet is a proof of service and performance in accordance with the SOW. The School POC and Principal must sign off on the Timesheet. The signed timesheets shall be uploaded with the Contractor’s invoice in IPP as supporting documentation and proof of performance.
Monthly Case Activity Report: A written monthly report outlining key activities and tasks accomplished for the month mapped to key activities of the SOW will be uploaded with the invoice. This includes information regarding the number of initial/triennial evaluations conducted, participation in eligibility IEP Meeting with Families and SPED Coordinator to interpret results, case load information and pending evaluations, and any open or pending requests for paperwork or school/parent input that is needed from the school or parent/guardian to support key activities and tasks of the contract. Any issues or concerns should be documented in this monthly case activity report. Upcoming deadlines to meet key deliverables. This Monthly Case Activity report should not contain PII or student information; and be coded as such. Key timelines and due dates will be included in the monthly case activity report to ensure the contractor is meeting all key deadlines established under the SOW and to communicate this information to the school leadership and SPED Team.
Monthly Invoice The contractor will invoice the BIE for Contractor Services monthly.
Invoices shall be accompanied by a timesheet outlining the hours worked each day and each week.
The Invoice amount will reflect the contract type of firm fixed price, and the agreed upon pricing schedule. The pricing schedule will be established at the onset of the contract with the COR.
It will be important for the Contract to provide a detailed informative, monthly case activity report outlining all efforts under the Contract that will contribute to the successful fulfilment of this SOW including key dates for meeting deliverables and timeframes established in the SOW.
See Monthly Case Activity Report and the required information. The Contractor will invoice by the 5th day of each month through IPP.
Supporting Documentation submitted with the Monthly Invoice shall minimally include:
o Monthly Timesheet o Monthly Case Activity Report
Final Report Requirement:
The contractor shall provide a final report to the Contracting Officer Representative at the conclusion of the period of performance. This report shall summarize objectives achieved, significant issues, problems, and recommendations to improve the process in the future. In addition, the following information must be included in the Final Report:
• A narrative on work performed and progress made on all tasks levied under the resulting contract.
Including any key accomplishments.
• Recommendations on next steps and ways to improve staffing services at HES based on the Contract Teaching Staff’s personal experience.
• Final Costs Breakdown over the lifetime of the contract including outlining the position, total number of days worked, total costs, and billing rate.
6.0 HES RESPONSIBILITIES (GOVERNMENT FURNISHED ITEMS)
HES will provide the contractor with the following:
Office Space & Furniture, when on-site Internet access, when on-site Laptop (If applicable to access BIE systems like NASIS and BIE email)
7.0 CONTRACTOR.
The contractor will provide a thirty (30) day written notice when the contractor plans to leave or vacate the contract. Contractor will be required to stay and continue providing services, until a replacement is identified and is cleared to start working on the contract.
