STATEMENT OF WORK

PROFESSIONAL STAFFING SERVICES

HAVASUPAI ELEMENTARY SCHOOL

1.0 BACKGROUND

The Bureau of Indian Education serves as a branch of the State Education Agency (SEA) responsible for providing educational services for several elementary and secondary schools and dormitories serving students across 23 states. BIE is seeking a staffing contract for four positions: one School Counselor, up to two (2) Special Education Teachers, and one Elementary/Middle School Teacher to support the Havasupai Elementary School (HES) located in Supai, Arizona, for the 2025-2026 school year and potentially four additional school years (option years).

The HES is operated by the BIE under the direction of the Associate Deputy Director, Bureau Operated Schools (ADD-BOS) and an Education Program Administrator (EPA). The mission of the BIE is to provide quality education opportunities from early childhood through life in accordance with a tribe’s needs for cultural and economic well-being, in keeping with the wide diversity of Indian tribes and Alaska Native villages as distinct cultural and governmental entities. Further, the BIE is to manifest consideration of the whole person by considering the spiritual, mental, physical, and cultural aspects of the individual within his or her family and tribal or village context.

The Havasupai Tribe

For over 1,000 years the remote village of Supai, Arizona, which is located eight miles below the rim of the Grand Canyon, has been home to the Havasu Baaja, People of the Blue Green Waters, or as they are known today, the Havasupai Tribe (The Tribe). Just above the village, a hidden limestone aquifer gushes forth the life sustaining blue green waters that have nourished the fields of corn, squash and beans which have allowed the Havasu Baaja to thrive living in the harsh desert landscape deep in the Grand Canyon for centuries. This remoteness creates many obstacles for residents and visitors alike. The United States Postal Service office in Supai transports all mail in and out of the canyon by mule train. Everything must make the 8-mile trek in and out of the village either by foot, or on horseback or by helicopter.

The Tribe’s reservation is at the end of Route 18 off historic Route 66. It consists of 188,077 acres of canyon land and broken plateaus abutting the western edge of the Grand Canyons South Rim. The reservation was established in 1880 and substantially enlarged in 1975. The Tribe is known for its location, traditional cultural life and beautiful arts and crafts.

The Havasupai language, Upland Yuman, also continues to thrive in the canyon with sources stating that 100% of residents know it. Language preservation and students’ status as English-language-learners is an important element of the uniqueness of the Tribe and the Tribal community.

The Havasupai Elementary School

Within the canyon, is the HES (See Appendix B). It is a K-8th grade school, serving approximately 70 students.

Data on the HES student population indicates a significant number of students experience difficulties in self-regulation and the ability to display and maintain positive behaviors conducive to academic learning.

The COVID-19 pandemic has further exacerbated the situation – with disruptions to instruction, students struggling to connect while in hybrid and remote status, and the HES has seen a significant drop in school

2 | HES Staffing Solutions attendance when the school returned to in-person learning status. Currently, the teachers at HES report a significant amount of time is allocated to behavior management in the classrooms, in the cafeteria and on school grounds. HES personnel retention is complicated due to its unique, and isolated location in the Grand Canyon. There has been significant staff turnover year after year, making implementation of academic and behavioral programs and curriculums complicated. To promote student achievement and development, the contracted personnel will play a critical role in the HES’ Functional Behavioral Initiative to maintain strength-based relationships with students and promote positive behavioral interventions and supports. This work will help re-engineer and training personnel so their approach to teaching is based in restorative practices aimed at building relationships with the students and moving away from the use of punishment.

2.0 OBJECTIVE

The HES seeks four contracted positions:

• One (1) School Counselor

• Two (2) Special Education Teachers (1-Optional)

Each position will help create effective behavior change focused on positive, healthy behaviors. The positions will provide services and supports to both general education and special education students. For students who qualify for special education and/or related services, services shall be provided in accordance with P.L. 108-446, the Individuals with Disabilities Education Act of 2004 and/or Pub. 6.0 SPECIAL CONSIDERATIONS AND REQUIREMENTS

6.1 LODGING OPTIONS

The remote location of the HES within the Grand Canyon, makes this contract unique, and special considerations for the Contractor is noted to meet the requirements and tasks. There are limited housing options within the Grand Canyon in Supai, Arizona. To fulfill the requirements of the contract, there are three potential lodging options that the government has the right to exercise, dependent upon availability of lodging. The option will be finalized with the contractor after award and may be different for each contracted teaching position.

Option 1: The government will provide lodging for one to four contract teaching personnel by authorized use of government quarters by the contractor, subject to availability and government approval. The Contract Teaching Personnel will be required to enter into a rental agreement directly with the BIE to secure lodging quarters. This will be paid directly from the individual contracting teaching personnel to BIE. The Contractor will then reimburse the Contract Teaching Personnel for rental costs. The BIE will fly the contract personnel in on the BIE contracted helicopter services for the initial trip into Supai, to move the individual(s) into government quarters. The BIE will fly the Contract Teaching Personnel out on the BIE contracted helicopter services for the final trip out of Supai, after the end of the school year or the end of the period of performance, to move the individual(s) out of Supai. The contractor shall be responsible for all other food, travel and personal expenses including the costs for contract personnel to fly in and out of Supai on personal travel on the weekends during the school year.

It is not realistic for Contract Teaching Personnel to travel in and out of the canyon every day.

Travel by helicopter is dependent upon local travel conditions and weather permitting. All travel and travel costs shall be the responsibility of the Contractor and Contract Teaching Personnel.

Option 2: If there is no availability of government lodging or the Government does not approve it, it is the responsibility of the contractor for lodging of their personnel at the Tribal Lodge or other housing in Supai. The Contractor will need to work with the Havasupai Tribe or Tribal members to reserve rooms at the Lodge or to rent a home within the Canyon to accommodate Contract Teaching Personnel or other lodging accommodations. The Contractor may need to sign a Tribal Lodging Agreement to secure rooms at the Tribal Lodge. This will be a reimbursable actual cost under the contract.

a. Under Option 2, the BIE will fly the contract personnel in on the BIE contracted helicopter services for the initial trip into Supai, to move the individual(s) in for the start of the school year.

The BIE will fly the contract personnel out on the BIE contracted helicopter services for the final trip out of Supai, after the end of the school year or the end of the period of performance, to move

Loding/housing will be outside the canyon, at a location that is within driving distance to the BIE’s contracted helicopter services in one of four locations: Tusuyan, AZ, Bar-Four, AZ, Williams, AZ or Hilltop, AZ. The contract personnel will be responsible for driving and travelling to and from his/her home to the BIE’s contract helicopter carrier each day to travel to Supai to be available on-site at the school. The contractor will be responsible for all travel expenses associated with this option, except for the cost of the flight in and out of Supai.

a. Under Option 3, contract personnel may need to either hike out of the canyon or sleep on a cot in the school if the individual is unable to fly out Supai, AZ on the BIE’s contracted helicopter due to unforeseen weather conditions. When local lodging is not available, the BIE HES will provide a cot, sheets, pillows, and blankets for Contractor Personnel to use during their visit and stay.
