About this file

This is a Request for Quote (RFQ) for a Foreign Military Sales (FMS) procurement supporting the Republic of Tunisia through the Department of the Army. The RFQ solicits various equipment items, with vendors required to complete all green cells in RFQ Attachment 1 according to specified instructions. Vendors must provide technical documentation demonstrating how proposed products meet the specifications identified by part number in Column B, including side-by-side comparisons for alternative materials. All submissions must clearly highlight where products meet stated specifications. Pricing will be evaluated using price analysis methodologies under FAR 15.404-1, with the Contracting Officer determining fair and reasonable pricing based on competition and other relevant factors.

Award will be made to the Lowest Price Technically Acceptable (LPTA) offeror(s), with the government reserving the right to make multiple awards to different vendors for portions of the FMS case if no single vendor proposes all items or provides fair and reasonable pricing on all items. Vendors may submit only one quote with no multiple options permitted. The government intends to award based on initial submissions without follow-up questions, though it reserves the right to request clarifications if necessary. Questions must be submitted by August 12, 2026, and proposals are due by 1:00 PM EST on August 20, 2026, via Unison Marketplace. The country will accept partial shipments from a single domestic U.S. shipping address with no drop shipments permitted. Award is subject to fund availability, and the government reserves cancellation rights without incurring proposal fees.
