Pre-Solicitation Number: PANAPG-25-P-0000 028783

1.0. INSTRUCTIONS

I. The submission instructions are designed to provide general guidance for preparing quotes, as well as, providing specific instructions on quote organization, format, and content. Quotes shall include all documents and information requested and shall be submitted in accordance with (IAW) the instructions being provided. The Offeror is cautioned to follow the instructions carefully, as the Government reserves the right to make an award based on the initial quote received without interchanges.

II. Offerors shall submit a quote that is self-sufficient and responds directly to the requirements of the RFQ. The quote shall be clear, concise, and include adequate details for effective evaluation. The quote shall not simply rephrase or restate the Government's requirements, but rather provide convincing rationale to address how the Offeror intends to meet the requirements of the RFQ. The quote shall contain sufficient information to enable the Government to fully evaluate and determine the Offeror’s capability to comply with the requirements identified in the RFQ. The quote shall identify the cost for the items being purchased as well as the cost and details for shipping.

III. A quote that is overly verbose or includes marketing material may distract from the evaluators ability to ascertain compliance with the RFQ.

IV. Failure to follow the instructions completely as stated may deem the Offeror non-responsive and therefore, cannot be considered for award. If the Government is unable to determine the Offeror’s capability because of insufficient detail, the offer will be considered non-responsive and will not be considered for award.

2.0 EVALUATION CRITERIA:

I. Contract will be awarded in accordance with the following FAR Clause:

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Award will be made on a lowest-priced technically acceptable basis (Considering the following two factors: technical, and price.) All offerors shall be considered in terms of price, lowest to highest, and then the apparent lowest-priced offeror will be evaluated for acceptability under the technical and price factors. If the lowest-price offeror is evaluated as unacceptable, the acceptability of the next lowest-price offeror will be evaluated, continuing this process as necessary.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of provision)

II. The quote shall include all shipping costs as FOB Destination and the delivery lead-time.

III. The Government intends to evaluate and award without interchanges; however, if deemed necessary; notifications will be provided electronically.

3.0 OFFEROR REPRESENTATION:

Offerors shall completely fill in the attached representations and return the document as a part of their quote. Failure to fill in the information will result in the offeror being determined unacceptable and will make them ineligible for award.

II. Per DFARS 252.232-7003 Electronic Submission of Payment Requests, the vendor shall submit combination payment requests (invoice and receiving report) using Wide Area Work Flow (WAWF).
