The U.S. Fish and Wildlife Service has a need for supplies or services as described in the attached scope of work (SOW) under RFQ# 140F1S26Q0046. The procedures of FAR Part 12 and the Lowest Price Technically Acceptable (LPTA) evaluation methodology will be used for this acquisition.

I. Type of Contract:

The Government contemplates award of a firm-fixed price contract resulting from this solicitation.

II. Quote Instructions:

1) Submission of questions

a) Interested vendors must submit any questions concerning the solicitation by Tuesday 05/26/2026 at 12:00PM EST. Questions may be submitted via email to melissa_niemi@ios.doi.gov.

2) Submission of quotes

a) Quotes are to be submitted via email to melissa_niemi@ios.doi.gov by Friday 05/29/2026 at 5:00 PM EST.

3) Period for acceptance of quote

a) The vendor agrees quotes will remain valid for at least 60 calendar days from the RFQ closing date.

4) Late submissions, modifications, revisions, and withdrawals of quotes.

a) Vendors are responsible for submitting quotes, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. Any quote, modification, revision, or withdrawal of a quote received at the Government office designated in the solicitation after the exact time specified for receipt of quotes is "late" and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition.

However, a late modification of an otherwise successful quote, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

III. Specific Quote Instructions

1) The vendor shall submit a complete price quote for all products and services identified in the requirements document. Quote should include:

• A total firm-fixed price covering the full requirement.

• Descriptive literature (including pictures when applicable) that clearly identifies the proposed product or service and provides sufficient detail to enable the Government to determine compliance with all requirements specified in the RFQ.

• Pricing shall be for a 1-year period.

IV. Evaluation Factors (LPTA) This acquisition uses the Lowest Price Technically Acceptable (LPTA) source selection process. Technical and past performance factors will be evaluated on an acceptable/unacceptable basis. No tradeoffs will be made.

1) Factor 1 – Technical Acceptability (Pass/Fail)

The Government will evaluate the offeror’s quote to verify compliance with all requirements in the RFQ and requirements document.

• Pass: Quote meets all mandatory requirements.

• Fail: Quote does not meet one or more mandatory requirements.

2) Factor 2 – Past Performance (Pass/Fail)

Past performance will be evaluated to determine acceptability only. The Government will review past performance information from CPARS, agency records, or other sources.

• Acceptability: Offeror demonstrates satisfactory performance on similar contracts and has no terminations for cause or default within the past three (3) years.

• Unacceptability: Offeror has a record of unsatisfactory performance or one or more terminations for cause or default within the past three (3) years.

• Neutral: If no past performance information is available, the offeror will receive a “neutral” rating, which will be treated as acceptable.

3) Factor 3 – Price Price will be evaluated for reasonableness and completeness. Award will be made to the lowest-priced offeror whose quote is technically acceptable and whose past performance is acceptable.

V. Bais of Award Award will be made to the responsible offeror submitting the lowest-priced, technically acceptable quote. The Government intends to award without discussions; however, the Contracting Officer reserves the right to conduct discussions if necessary.

Statement of Work Assistant for the Maintenance program at the Cabo Rojo NWR

December 3, 2025

The person will support the maintenance program on the Caribbean Islands NWR Complex by assisting in moderate to very heavy physical effort on many projects on Refuge lands.

This person will be located at Cabo Rojo NWR.

The following projects have been identified:

1. Perform grounds maintenance on grades or slopes. Such maintenance involves the use of common hand tools and simple power equipment such as hatchets, hand saws, clippers, buffers, grinders, screwdrivers, weed trimmers, low-pressure sprayers, powered push lawn mowers, riding mowers, powered pavement vacuums, and wet vacuums or steam cleaners. The person will cut trees, using axes or chainsaws. They may conduct disking, chopping, mowing, digging, loading, and leveling to a rough grade for ditch cleaning, creating and maintaining trails, firebreaks, roads, parking lots, and other facilities.

2. Assist in general facility maintenance. The person will assist the refuge in construction, rehabilitation, and preventive maintenance projects. They may stack, sort, or arrange supplies and materials onto pallets as directed; and load, unload, and move heavy boxes, bulky supplies, and materials to and from trucks, loading platforms, packing lines, etc., by hand or with the use of hand trucks and dollies. Other work situations may require the washing of buildings using a high-pressure sprayer. Other work may include basic carpentry, plumbing, and garbage pickup at public areas. The person will conduct routine inspections and upkeep of refuge buildings and facilities (e.g., office, maintenance building, quarter, parking, pavilion, signage, fences).

3. Maintenance operations. The person will also be operating the USFWS tractors, vehicles, other small machinery, tools, and power equipment. Work will include servicing equipment by checking fluids, lubricating, and performing safety checks; performing minor repairs;

servicing, checking, and fueling equipment and attachments before operation and performing daily preventative maintenance. Keeps written maintenance records for all equipment operated.

4. Safety and Compliance. The person will conduct regular safety checks to ensure compliance with health, safety, and environmental regulations. Maintain proper storage and handling of maintenance supplies, tools, and chemicals. Respond promptly to emergency maintenance requests and incidents within the facilities and on the refuge.

5. Support Services Mission. The person will assist with event setup and take-down within the office and refuge areas. Provide support for special projects assigned by supervisors, including support at other Caribbean refuge facilities if requested.

6. Maintenance of refuge facilities. Assist maintenance worker on mowing the trails, installing directional and information signs, and keeping observation platforms, towers, bird observation blinds, and boardwalks in good and safe conditions during the year.

Support, as needed, in maintenance projects within the Caribbean Islands NWR Complex.

Required qualifications/experience:

Person must have experience operating a variety of gasoline or diesel-powered tractors, trucks, and trailers. Will be required to obtain the USFWS Defensive Driving and other required Service’s certifications to operate and manage equipment. Person must possess a commercial driver’s license (CDL) before being accepted for this contract.

Basic knowledge and skills in electrical, plumbing, carpentry, HVAC, auto mechanics, and groundskeeping systems.

Required to provide a copy of the completed background investigation.

Must be able to frequently lift and carry parts and equipment weighing up to 50 pounds and occasionally over 50 pounds with assistance.

The ability to work is performed in all types of weather. The person needs to be willing to respond to emergencies as requested by the Refuge Manager.

The person should wear a uniform (not a USFWS uniform) and all required safety gear while conducting maintenance work.

Willing to travel to other refuges in the Caribbean, which will include overnight trips.

The company/contractor needs to be in the vicinity of the Refuge to be able to meet and respond to any immediate issue or emergency.
