Justification for Other than Full and Open Competition US Army Corps of Engineers (USACE), Sacramento District (SPK) FAR 6.302-
1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements

1. Contracting Activity: U.S. Army Corps of Engineers (USACE), Sacramento District, Contracting Division, Construction Branch.
2. Description of Action: USACE Sacramento District is requesting approval for a brand name purchase of several items supporting construction of alterations (the es located within Reach A of the American River Watershed Project, Natomas Basin (Project). The Requirements are identified in the Natomas Reach A Levee Construction contract, and the brand name equipment that is the subject of this J&A support construction of those Requirements specifically as relates to Pumping Plant 1B (PP1B). Sacramento Reclamation District 1000 (RD 1000) owns and operates PP1B. These Requirements are included in a contract that will result in a design-bid-build, firm fixed price construction contract, issued against our Natomas Pre-Qualified Sources List (PSL) that will be funded by Construction General funds. The Government projects award in September 2021, and fiscal year 2021 civil works funds will be used.
3. Description of Supplies/Services: The two brand name items needed are: Allen-Bradley Electrical Equipment for Motors; and Cascade Stormwater Discharge Pumps and Pump Motor Assembly. The summary table below shows the required brand name equipment.

A. Existing components of Pumping Plant 1B include Cascade and Allen-Bradley operational components which must be altered in part to accommodate the performance of a feature of the authorized levee improvement Project. The Requirements identified below reflect the specifications of the utility owner, and consist of the following replacement components necessary to maintain overall system integration, compatibility, and efficacy:
(1) The existing pumping plant consists of six, 101 cubic feet per second (CFS) vertical mixed flow Cascade pumps each powered by a 400 HP electrical motor to provide a total pumping capacity of 606 CFS discharging through six welded steel pipes. As described in paragraph (C) the proposed improvements also require replacement of the existing motors from 400 horsepower (HP) to 500HP and modification of the pumps to include six 42MF pump motor assembly.
(2) The existing motor control center (MCC) contains motor starters and other associated equipment necessary to ensure operation of the pumping plant. The existing motor starters as well as the entire MCC enclosure is a specialized configuration of equipment manufactured by Rockwell Automation under the Allen-Bradley brand name. The proposed work that requires use of name-brand equipment would replace the existing motor starters within the MCC.
B. The new, upgraded 500HP motors will require new starters to be installed within the existing MCC, which is an assembly to control some or all of the electrical motors for the pumps in a central location. The existing motor starters are designed to operate the current 400 HP motors and are under-sized for the operation of the new 500HP motors. The proposed replacement Allen-Bradley components are compatible with the existing MCC.
The brand of motor starters is determined by the pump manufacturer as they are responsible for packaging the MCC and ensuring performance of the entire motor assembly. Cascade, in its role as the pump manufacturer is responsible for determining what is most appropriate and compatible for their system.
C. New and upgraded replacement Cascade brand stormwater discharge pumps and associated pump motor assembly are essential to the Government s requirement for providing a complete and usable pumping plant to RD 1000 that provides interior drainage from flooding within the Natomas Basin. These new Cascade pumps will replace existing Cascade pumps, and will have updated pump impellers and pump bells, both necessary to drive water up the pump columns and reduce the likelihood of a vortex within the system (e.g., components of the pump motor assembly). Cascade is responsible for packaging the entire motor assembly and is responsible for manufacturing the pump system for PP1B based on the stated requirements of the owner and operator, RD 1000. The pumping plant owner/operator (RD 1000) has identified Cascade as the required pump manufacturer for the replacement pumping plant system and the associated pump motor assembly.

5. Reason for Authority Cited:
A. Based on USACE analysis, if the Allen-used the entire MCC would need to be redesigned and replaced to ensure the new system is compatible and operable. Such replacement would include replacement of the entire MCC enclosure (a 42-ft long, 7.5-ft tall enclosure), the fused load-break switch (1), motor controls (6), reduced voltage auto-transformers (6), control power transformers (6), and other components. This would result in another massive design change, further delaying the contract award, and construction, and again putting the Sacramento area at an extended flood risk. It is estimated that if the entire MCC were to be replaced with a different branded equipment, the additional cost of the modifications would be in excess of $1,500,000. For these reasons, the use of alternative starters for the motors would not be acceptable to the pump manufacturer Cascade or Sacramento RD 1000.
B. The Cascade brand pumps and associated pump motor assembly are required to maintain the current connectivity and system integration. If another brand pump were to be installed, elements of the MCC would need updating, as well as other various components of the pumps, in order to achieve the same performance as the Cascade. During design of the Reach A project, several hydraulic and hydrodynamic performance analyses were performed to help determine if any improvements were required to meet the new design requirements. If another pump manufacturer were to be used for the PP1B pumps and motor assembly, additional hydraulic and hydrodynamic performance analysis would have to be performed, at additional cost and time, to ensure the system would meet the required pumping capacities and head conditions (e.g. how fast and how high the flood waters could be pushed through the pumping system). Not meeting these conditions could result in long-term issues for the end user (RD1000) and they have previously stated to the Corps the requirement to use Cascade pumps. If pump components from another pump manufacturer were to be used for pump improvements, more overall system modifications would be needed, to ensure capability and overall system performance, which would result in increased cost . The current design assumes a very specific pump and motor assembly will be used, and other components are designed only to work with that specific brand and model of pump. As noted above, Cascade packages the entire pump assembly with the components they have determined are most appropriate and compatible with Cascade pumps required to complete the improvements to PP1B. It is estimated that if other brand pumps were used, the cost would be approximately $1,000,000 for additional hydraulic and hydrodynamic modeling and additional physical modifications to the PP1B facility (e.g., the concrete deck on which the pump is set, the fittings between the pump assembly and motor, the pump housing, etc.). Further, the use of other brand name pumps and associated pump motor assembly components would not be acceptable to the pumping plant owner and operator Sacramento RD 1000. If another pump manufacturer were used the proposed improvements to PP1B would be incompatible with the remainder of the interior pumped drainage system that is owned and operated by Sacramento RD 1000 which increases risks and costs for RD 1000 to operate and maintain the interior drainage pumping plant system.
(b) Alternatives: There are no viable alternatives to the brand name equipment required by the Government for this work. The required pumps, pump motor assembly, and electrical equipment are the same brands currently installed, and the only items technically capable of working in PP1B, as no other equipment will fulfill the technical requirements. The cost to engineer an
/or electrical equipment would cost between approximately $1,000,000 up to approximately $2,520,000, and take additional time that is not available to the Government and the greater Sacramento region.
6. Efforts to Obtain Competition: The Contracting Officer will publish a redacted version of this justification and approval, as required by FAR 5.201 with the Invitation for Bids (IFB).
a. Effective Competition: Effective competition will be achieved as all vendors listed on the PSL that this IFB will be issued against will have the same access to these brand name specific parts. Any bidder will have an equal opportunity to compete through supplying these components as part of the overall contract.
b. Subcontracting Competition: This justification and approval is only for brand name specific parts; thus, there is no sub-contracting elements to this portion of the work.
7. Actions to Increase Competition: No additional actions will be taken to increase competition for this brand name specific equipment. Once these items are purchased and installed, it will become part of the completed Natomas Reach A construction project, which is a single project.
The purchase of these brand name specific equipment items will fulfill the G and these parts will not need to be purchased again for decades.
8. Market Research:
Per FAR 10.002(b)(2)(vii) we reviewed catalogs and other generally available product literature published by manufacturers, distributors, and dealers or available on-line and determined that both brands, Allen-Bradley and Cascade, are widely available from multiple distributors. The prime contractor is free to choose or compete these brand name requirements from any of the authorized vendors.
