About this file

This document is an addendum to the evaluation instructions for a commercial item solicitation. It details the basis of award for the Colorado Plateau Seed Production contract opportunity (Solicitation # 140L0624Q0037) issued by the Department of the Interior's Bureau of Land Management National Office.

The government will evaluate each line item separately and anticipates making multiple contract awards to the responsible offerors whose quotes conform to the solicitation and are most advantageous, considering both price and non-price factors. Non-price factors, such as technical approach and past performance, are significantly more important than price. The government will assess performance risk based on an offeror's past performance record. Small business participation will also be evaluated, with self-certified small businesses receiving the maximum credit. Offerors should provide their best pricing, as the government intends to evaluate quotes and make awards without further communications.

Addendum to FAR 52.212-2 – Evaluation-Commercial Products and Commercial Services

Instructions to Offerors – Commercial items.

Basis of Award. Pursuant to FAR 52.212-1(h), the Government may accept any item or group of quoted items. The Government will evaluate each line item separately and anticipates awarding multiple contracts resulting from this solicitation to the responsible quoter or quoters whose quote conforms to the solicitation and will be most advantageous to the Government, price and other factors considered.

Awards will be made based on evaluation of price and non-price factors. Non-price factors when combined, are significantly more important than price. The Government reserves the right to make award to a higher priced quote that offers less risk based on quote specifications and past performance.

Technical Evaluation

The Government will evaluate each line item’s proposed amount of Government-Furnished seed required, and number of acres proposed to determine if the amounts are acceptable and reasonable to meet the Government’s requirements.

Past Performance Evaluation

A past performance evaluation will be conducted for quoted line items that receive an acceptable technical rating.

An evaluation of past performance will consider successful execution of contracts similar in include scope.

The past performance evaluation may be based on information provided by quoters and other relevant past performance information available.

The Government will assess the relative performance risks associated with an offeror’s record of past performance. Performance risks are those related to the likelihood of successful contract execution. The assessment of performance risk is not intended to be the product of a mechanical or mathematical analysis but rather a judgment by the Government after it considers all available and relevant information.

The Government will consider the recency and relevance of past performance information, source of the information, context of the data, and general trends in the offeror’s performance.

The lack of a relevant performance record will result in a neutral performance risk assessment, which will be used neither positively nor negatively.

Price Evaluation

Quoted prices will be evaluated to determine if a quoted price is fair and reasonable in accordance with FAR 13.106-3. This evaluation will consider quoted unit prices and total line-item price.

If the Contracting Officer determines there is not adequate price competition, then additional data (other than certified cost data) may be required.

Small Business Participation Evaluation

Small business offerors self-certified in SAM.gov will receive the maximum credit for this evaluation factor and do not need to submit any documentation supporting this evaluation factor.

For all other offerors the Government will evaluate the following in no order of importance:

1. The extent of identification and participation of small socio-economic business, and

Indian Small Business Economic Enterprise subcontractors in terms of the value of the total acquisition (total contract value)

2. The extent to which offerors met or exceed DOI subcontracting goals for small and socio-economically disadvantaged businesses. Offerors that propose small or socio-economic subcontractors that meet or exceed DOI’s goals will be evaluated favorably.
