About this file
This is a Questions and Answers document for GSA contract opportunity 140FS326Q0066, addressing clarifications for an audio-visual services solicitation for the U.S. Fish and Wildlife Service (USFWS).
The AV Contractor will be responsible for developing and owning the scoring software platform and system integration. YouTube is the mandatory streaming platform due to USFWS Terms of Service agreement and compliance with closed captioning and Section 508 accessibility requirements. The contractor must use strict SDI (not NDI) due to remote National Wildlife Refuge locations with poor bandwidth reliability. Setup occurs Wednesday, September 23rd from 10:00 AM to 5:00 PM, with full system installation required by 4:00 PM Wednesday, calibration/testing completion by 9:00 AM Thursday, and removal by 5:00 PM Friday. The event anticipates 8-10 hour workdays. Expected attendance is 175-215 people in-room and 2,000-5,000 online viewers. Two cameras were used in the previous year. Power and internet specifications, staging dimensions, and venue details will be provided post-award. USFWS will provide all pre-produced content; staging will be handled separately. The in-room PA system will be handled by Ducks Unlimited for the first contest but may be included in future contracts. Rigging is not anticipated but will be confirmed during an August site inspection. Future years are expected to maintain similar production scale, with pricing for option years typically using 3-5% annual increases. Proposals must be submitted through GSA eBuy only, broken into separate Technical, Past Performance, and Price documents with no specific page limitations or pricing format required. The response deadline was extended to 10:00 AM Eastern time on Wednesday, May 20th.

Questions and Answers
Q: What scoring software/platform is being used for the judging?
A: The AV Contractor will develop the software/platform for judging.
Q: Are APIs/documentation available?
A: No.
Q: Who owns the scoring system integration?
A: The AV Contractor will own the scoring system integration.
Q: Is a particular streaming platform(s) required?
A: The US Fish and Wildlife Service has a Terms of Service agreement with YouTube, which is the only platform we are allowed to stream live event through because of the CC and 508 compliance.
Q: What is the internet responsibility split?
A: The first year with the Contest at the Ducks Unlimited Headquarters will be responsible for providing internet, but the AV Contractor may need to provide that in future years.
Q: Is NDI allowed anywhere, or strict SDI only?
A: Many of our Contest locations are at remote sites on National Wildlife Refuges, and an NDI system using local networks is not feasible. It is too dependent on a good network- Poor bandwidth would cause too much of a lag and is just not reliable.
Q: Are there existing signal flow diagrams from prior years?
A: No
Q: How many cameras were used for the previous year's event?
A: 2.
Q: What time can the venue be accessed on the setup day?
A: Setup is on the Wednesday before the Contest – this year that is Wednesday Sept 23rd – at 10:00am. Setup needs to be completed by 5:00pm.
Q: Can you provide power and internet specs for the Ducks Unlimited venue?
A: This will be provided to the AV Contractor once the contract is awarded.
Q: Can you provide any specifications or dimensions for the staging/production area at the Ducks Unlimited venue?
A: We will provide this to the AV Contractor once the contract is awarded.
Q: Is rigging permitted?
A: The infrastructure of the Contest locations would not require rigging as we speculate now, but we could determine that further upon the site inspection visit in August.
Q: Is staging being handled by a separate contractor?
A: Yes, the stage with tables and chairs and judge will be provided by the USFWS and our partners.
Q: Is the in-room PA systems (microphones and speakers) being handled by the venue or does that need to be included under this contract?
A: The In-Room PA system will be handled by Ducks Unlimited at the first Contest, but may need to be included with this contract for future Contests.
Q: What are the start and stop times (or arrival and departure times) for the live event on Day 1 and Day 2? Do you anticipate a 10 hour, 12 hour or longer day will be required?
A: As stated in the Statement of Work, The entire audio/visual system shall be fully installed by 4:00 PM on Wednesday of contest week. All system calibration, testing, and validation shall be completed by 9:00 AM on Thursday. System removal shall be completed by Friday at 5:00 PM. We anticipate the days to be 8-10 hour days but do not anticipate longer than that.
Q: Is U.S. Fish and Wildlife providing the pre-produced content, ready for playback, or is the contractor producing the playback content?
A: The USFWS will provide all the pre-produced content.
Q: What is the expected audience size in-room and online?
A: In-Room audience is usually around 175-215 people and online fluctuates from 2000-5000 people.
Q: Is the venue for the Memphis event as well as venues for the option years non-union, or should vendors expect to have to address union regulations at each venue?
A: We will have to look into this at we are not familiar with this requirement.
Q: Are future years expected to remain on a similar scale in terms of production scope?
A: Future years would be very similar in scale to the first year.
Q: Given the event is going to be held in varying cities during the option periods, and therefore items such as travel and some production and ODC costs will vary from city to city, year to year, how would you like vendors to pricing after the base year given the anticipated FFP contract? Without knowing the dates and locations of future events, a FFP approach would almost certainly require future change orders once those details are confirmed.
A: Typical pricing for FFP in Option Years usually identified in the offeror’s response with a standard annual increase of 3% to 5%. If there is a need for increases, that can be addressed at the exercising of the option year(s).
Q: What is the budget from the past 2-3 years event?
A: This is considered Confidential Information to the Government and is not available to the public.
Q: If no previous event budgets are available, has an IGCE been done for this project? If so, what budget (range) was established as the target?
Q: If no IGCE, what is the budget range or ceiling you’re working with?
Q: Should vendors include all three sections of their response (Technical, Past Performance, Price) in one document, or should any of the sections be provided as separate volumes/documents?
A: Please breakout each section into a separate document.
Q: Is there a form or format you would like vendors to provide pricing in?
A: There is no specific pricing format required, and standard industry practices should be used.
Q: Is there any page limitation for overall response or any sections?
A: No.
Q: Should vendors send proposals via e-mail as well as upload to eBuy or submit through eBuy only?
A: Per FAR Part 8, this should be submitted through GSA eBuy only.
Q: Given time needed for the government to receive questions and post answers as well as time needed for vendors to incorporate updated information into their responses, can you extend the response deadline to 10am (eastern) on Wednesday May 20th to provide time for a comprehensive and responsive quote based on the details outlined?
A: Yes.
