PERFORMANCE WORK STATEMENT

GENERAL INFORMATION

A. Introduction The USGS Eastern Ecological Science Center (EESC) at Patuxent Research Refuge (PRR) requires waste disposal services at the Gabrielson Lab (Bldg 135) at 12100 Beech Forest Road Laurel, MD 20708, at Gate 7, and at the facilities maintenance shop.

B. Background The United States Geological Survey (USGS), in conjunction with the United States Fish and Wildlife Service (FWS) occupy the Patuxent Research Refuge (PRR). The main entrance gate of the PRR is located at the intersection of Powder Mill Road, Route 197 and American Holly Drive (on PRR itself) in Laurel, MD. The EESC is located on the Central Tract of the Patuxent Wildlife Refuge, U.S. Fish and Wildlife Service. The EESC PRR Central Tract and Bee Lab area are comprised of several buildings, animal pens, and service roads. These are housed on approximately 12,000 acres of land. The front main gate at American Holly Drive is open from 7:00AM to 5:00 PM., Monday through Friday, except holidays. All visitors are issued identification cards during business hours.

C. Definitions/Applicable Documents N/A D. Scope Contractor shall provide refuse containers in (3) designated areas at PWRC and they are as follows; (I) 8 yard container at the Bee Lab area, located inside of Gate 7 which is the entrance for this area and (1) 8 yard container at Gabrielson Lab located at 12100 Beech Forest Road to be set on concrete dumpster pad. Contractor will also provide (1) 40 yard roll-off dumpster which will be located at the facilities maintenance shop (accessed through gate 7), and emptied up to 3 times per year.

2 WORK REQUIREMENTS

A. The dumpster locations will be kept clean, and the contractor is responsible for cleaning up around the containers in the event of a spill, to maintain a clean and professional appearance. There will be no smoking in government buildings at any time, and if contractor does smoke on EESC PRR property, they are expected to dispose of butts in proper receptacles and not on PWRC grounds. The installation of any additional containers will be coordinated with the USGS Facility Manager.

1. Criteria for acceptance of Product or Service: Contractor will adhere to regulations set forth in this statement of work and will pick up the containers at least once a week at the times designated between opening and closing of PWRC. The contractor will keep refuse container areas clean.

B. Deliverables

1. The Contractor will supply all labor and equipment necessary to perform this work. The contractor will ensure all containers are in good working order and if deteriorated will replace accordingly.

2. The contractor shall provide and maintain all management, supervision, manpower, training, equipment, supplies, permits, licenses, certificates, insurance, pre-employment screenings, reports, and files necessary to accomplish services as described and required in this SOW. the contractor will perform to the standards required in the contract and will be expected to work closely with U.S. Geological Survey (USGS) representatives throughout the duration of services.

3. SUPPORTING INFORMATION

A. Places of Performance are USGS PWRC 12100 Beech Forest Road, Laurel, MD 20708 Gabrielson Lab building 135, at Gate 7 near the Bee Lab, and the Facilities Maintenance Shop.

B. Period of Performance is 365 days from day of award of this contract to include base year and four option years 06/01/2022 to 5/31/2027 C. Government furnished property (GFP)> list property and its value N/A.

D Special Consideration

l. Technical government liaison for this contract is the USGS Facilities Manager.

2. Safety/Environmental: Contractor will wear proper personal protective equipment (PPE) when necessary and work safely within state and Federal OSHA mandated regulations

3. Security/Privacy issues (ingress to federal buildings and personnel clearances of contractors) Contractor will be trained on procedures on entering and exiting the buildings and gated areas on PWRC.

4. All personnel working for the contractor must wear visible identification at all times, while on site (contractor provided), and the contractor will provide and keep updated a list of workers to the COTR for access/egress into the Center. Anyone not on this list may be refused entry into the Center.

5. Normal working hours are from 7:00am (Center Gates open) until 5 pm (Center gates close), Monday through Friday, except Government Holidays and during special events.
