About this file
This document provides information on an upcoming federal solicitation for construction services. The National Park Service is seeking proposals for the construction of a new Marjory Stoneman Douglas Visitors Center at Everglades National Park in Florida. The project scope includes building a new two-story visitor center building and remote concessions building, along with extensive site work such as utilities installation, grading, landscaping, dredging, and replacing docks and fuel systems. The pre-solicitation notice provides an estimated $10 million price range and April 2023 to April 2025 period of performance. Interested parties should monitor the SAM.gov website for the full solicitation expected to be issued on or around January 15, 2023, subject to available funding. The solicitation will use full and open competition set aside procedures and consider technical capability and price in the award determination.

SITE SCOPE REVIEW
This project includes the planning of the site to mitigate flooding from storm events and King Tides, planned replacement of all utilities to City connections including significant improvements to water distribution system to support fire suppression systems throughout the site. Sitework associated with the new visitor’s center includes parking, grading and ensuring the roads are elevated above the King Tide levels. The construction of the new visitor center building will provide retail and storage space for the concessioner, as well as the cooperating association, a small visitor contact area and space for Law Enforcement and Interpretive ranger operations. The building will be approximately 4,800 sf. The building will be designed to meet LEED silver requirements, Florida building code for coastal high hazard zones, and will be elevated above the flood zone to meet Director’s Order 77-2. In addition, site work will include replacement of the bulkhead at the marina, dredging, floating docks, fuel system, and a kayak launch ramp.
