About this file

This performance work statement outlines a three-year contract for biological surveys of desert bird species in California and Nevada. The contractor will perform field surveys at a minimum of 18 locations to document observations of desert thrashers and other bird species. Data collected must be provided electronically and incorporated into the Integrated Monitoring in Bird Conservation Regions database. The contractor must deliver interim reports annually by December 31st and a final consolidated report at the end of the contract period in 2026. The contractor is responsible for furnishing all personnel, equipment, transportation and other resources to complete the field surveys and reporting tasks. The Bureau of Land Management is seeking these services to improve management of desert habitats for bird conservation on lands it administers.

PWS 1.0 Background on the Government’s Requirement Bureau of Land Management (BLM) has the responsibility to manage wildlife habitat on BLM administered lands. The purpose of this project is to establish an inventory/monitoring platform that allows BLM to manage for native desert bird species in such a manner as to prevent the need for them to be listed under the Endangered Species Act. In order to achieve this goal, BLM must understand bird populations related to habitat type and quality and the multiple uses in those landscapes. This project should assist BLM in that goal by providing bird population and density data at biologically relevant scales.

PWS 2.0 General Scope of Work The contractor shall perform all activities necessary for the completion of a desert bird study, focused on desert thrashers. Services include all labor, equipment, supplies, services, permits, and licenses necessary to collect filed data and report on habitat characteristics, numbers and types of birds, and density of bird species. The contractor shall accomplish the collection, curation and appropriate dissemination of a body of useable data regarding the occupancy of target species of birds in the project area.

Place of Performance:

All of the work associated with this contract is on BLM-administered public lands in the California Desert District, including the Ridgecrest, Barstow, Needles, Palm Springs, and El Centro Field Offices and in the Southern Nevada District, including the Las Vegas, Pahrump, and Red Rock/Sloan Field Offices.

Period of Performance:

The period of performance shall be for one (1) Base Year of 12 months and two (2) 12-month option years. The Period of Performance reads as follows:

• Base Year January 1, 2024 – December 31, 2025

• Option Year 1 January 1, 2025 – December 31, 2025

• Option Year 2 January 1, 2026 – December 31, 2026

PWS 3.0 Overall Objective(s) The objective of this work is to utilize the information gathered by this project to:

• More effectively evaluate BLM options in management of desert habitats for multiple avian species.

• Improve our basic understanding of desert avian species-- habitat use, population status, range.

• Improve BLM’s ability to improve conditions for desert bird species.

PWS 4.0 Specific Tasks Task 1: Biological Surveys

Based on the projects above, field surveys (inventory/monitoring) of desert bird species of conservation concern on a minimum of 18 locations (example in Figure 1) and documentation of observations (data sheets, photos graphs, field notes, maps) will be provided for each day in the field. Field data must be provided in electronic formats.

See attached example. Work (e.g. point counts or area searches) will be conducted in a manner such that the data can be incorporated the IMBRC (https://rmbo.org/v3/avian/DataProtocolsDatasheets.aspx).

Task 2: Documentation Compile and organize survey data by type, date, and theme. Maintain files, GIS, and Access databases. Prepare summaries, narratives and draft and final reports. Final reports should be of sufficient standard to meet industry standard peer-reviewed published journal articles (standards vary by publication).

PWS 5.0 Delivery / Performance Schedule Contractor must deliver data and an interim report by December 31 of each year of the study and a final consolidated report at the end of the contract POP.

PWS 6.0 Government-Furnished Property, Materials, Services General:

The Contractor shall furnish all personnel, materials, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the work tasks defined in this Performance Work Statement, except for those items specified as government-furnished.
