US Fish and Wildlife Service

National Wildlife Refuge System Law Enforcement

Law Enforcement Vehicle Performance Work Statement

BACKGROUND

The U.S. Fish and Wildlife Service (Service), National Wildlife Refuge System Law Enforcement (NWRSLE) replaces emergency vehicles at regular intervals, approximately 50 units per year. Once acquired, these vehicles will need to be fitted with emergency lighting, audible warning, control console, and other miscellaneous mission specific equipment. The vehicles will be Sport Utility Vehicles (SUV) or pickup trucks, of various makes and models defined by NWRSLE, and will be outfitted as a fully marked (Class A), or un-marked (Class B) vehicle. Internally and externally installed equipment on the Class A and Class B vehicles are upfitted identically to maintain standardization and meet policy guidelines.

K9 specific equipment will be communicated on an as needed basis by the National K9 coordinator and/or representative handler.

OBJECTIVES

The Service acquires emergency response vehicles to ensure the safety of our Federal Wildlife Officers (FWO’s) in the performance of their duties. The upfitting of the components required to perform daily patrol work and investigations are of utmost importance to the mission. The ability to safely respond with adequate emergency lighting, equipment, and prisoner transport is achieved through the quality upfitting of vehicles by a vendor which meets or exceeds public safety levels.

The NWRSLE retains the right to conduct on-site inspections of the upfitted vehicles at the vendor location any time prior to delivery. No vehicle will be delivered without consent of the NWRSLE Contracting Officer’s Technical Representative (COTR), or designee.

Offeror must be an Authorized Manufacturer's Distributor and Authorized Warranty Center for the specified Blanket Purchase Agreement (BPA) equipment and shall provide letters with their proposal to substantiate such status.

TRANSPORT

The contractor shall be responsible to ship, via professional, licensed/bonded transport carrier, outfitted vehicles to Division/District offices in all 50 states as well as Guam, and Puerto Rico.

Vendor will have an electronic vehicle shipment status/arrival notification system to alert personnel to vehicle arrival at the final destination.

WARRANTY

The contractor will provide a minimum twelve (12) month warranty on all work. Major components and sub-assemblies shall be warrantied through their respective manufacturers. In the event a defect in installation workmanship is discovered following delivery of a vehicle at its final destination, the contractor shall itself, or sub-contract with a company in that geographic area, to make repairs and shall assume financial responsibility for all costs related to the repair.

SERVICE LOCATIONS

Must have service locations within 1200 miles of any major city within the Continental US for timely service repair capability. Outfitting locations must be secured with a combination of fencing and video surveillance.

SCOPE OF WORK

UP- FITTING

The awarded vendor will be subject to BPA work oversight conducted by the US Fish and Wildlife Service, National Wildlife Refuge System Law Enforcement program located at 5275 Leesburg Pike, Falls Church, VA 22041; work will be performed to pre-established standards and may be conducted at the awarded vendors facilities during the up-fitting of equipment to be installed in the vehicles identified in the BPA Calls. The vehicles requiring upfitting and delivery based on the GSA SIN are as follows:

55 – Ford F-150 size 4X4 Pickup, Full Size Crew Cab, Min 6700 lbs GVWR (caged, and uncaged)

56R – Ford F-250 Tremor, 4X4 Pickup, Full Size, Crew Cab, Min 8501 lbs GVWR, Extreme Duty (caged, and uncaged)

57 – Ford F-250 size 4X4 Pickup, Full Size Crew Cab, Min 9201 lbs GVWR (caged, and uncaged)

105C – Ford Expedition / Chevy Tahoe size 4X4 SUV, 4DR, Special Service Package Vehicle (caged, and uncaged)

The requirement of the vendor is the receiving, proper installation of Government identified law enforcement equipment, and delivery of government owned vehicles.

The installation is to be in compliance and consistent with equipment manufacturers’ instructions for the item to include all non-original equipment manufacturer (OEM) after-market items which are purchased in order to make the vehicle ready for Federal Wildlife Officer (FWO) work. The vendor agrees to complete the upfit and deliver the patrol-ready vehicle within 60 days from the date the vehicle arrives at the vendor’s up-fitting facility.

• The vendor will install all the emergency vehicle equipment in a consistent standardized manner. The vendor will ensure that every vehicle is identical in that each component included in the upfitting is the same throughout all vehicles, to include the routes in which the wiring is laid throughout the interior of the vehicle. The wiring must include weatherproof, protective sheathing in areas which may subject the wiring to outside elements, crimping and/or wear that may cause failure of the equipment to which it is connected, and potentially damage to the vehicle. The standard for FWS vehicles includes that all connections utilize butt connectors, solder and shrink wrap at connection points.

When installing equipment and wiring the vehicles, the vendor shall ensure that performance and workmanship will minimize risk of electrical failure, mechanical failure, and/or fire due to changes made by the vendor.

• Hardware (e.g. nuts, bolts, switches, wiring, etc.) – All wiring shall be loomed and concealed to the greatest extent possible on the exterior and interior and comply with all OEM safety standards. All screws, nuts and bolts will be securely fastened and not exposed to cause a safety risk for injury to personnel and K9s.

• The installed equipment must be able to sustain extremes in vibration, climate and conditions, from extreme cold, snow-covered highways, to extreme hot, dusty wash-boarded gravel roads, to off-road use.

• Vendor will provide a full vehicle wiring diagram and equipment placement schematic for every vehicle. Also, an itemized emergency equipment product list with cost breakdown for each vehicle build based on make, model and year in addition to the completed requirements spreadsheet.

• Vendor will create a PDF instruction file for end users on the proper use of the emergency equipment; handheld controllers, vault/safe (combo code) and power switches. Along with proper use of the circuit breakers, timers and fuses that have been installed.

Explanation of the labelling system for the Motorola wiring harness.

• NWRSLE vehicle classification consists of Class A and Class B vehicles. Class A are standard marked patrol vehicles. This is a vehicle (truck or SUV) that is fully marked using the approved standards and equipment to promote a safe and effective working environment. Class B are unmarked patrol vehicles (truck or SUV). Both classes of vehicles are fully equipped patrol vehicles and may be either “caged or uncaged” as stated below.

• In the event there are discrepancies prior to shipment, they will be corrected/repaired. If there are any discrepancies when the vehicles are delivered, they will be through National Vehicle Outfitting Report Notice of Non-Conforming Service (NNSC) and the contractor will be notified.

FWO PACKAGE EQUIPMENT AND UPFITTING STANDARDS

The vendor shall adhere to the NWRSLE vehicle up-fitting standards for equipment. The NWRSLE equipment standards identified for both classes of vehicle are as follows, subject to change:

1. Electrical System

One main disconnect, resettable circuit breaker that will cut power to all aftermarket equipment mounted to the rear of the stock fuse panel. The stock fuse panel shall be located in the engine compartment on the driver’s side.

One main disconnect in-line fuse (30 amp) that protects the emergency radio mounted to the stock fuse panel. The fuse panel shall be located in the engine compartment on the driver side.

One mini-fuse-tap mounted in the engine compartment stock fuse panel in order to obtain an ignition signal. This is done in such a way as to not put any draw or strain on the stock electrical system.

All light groups shall be fused individually in the power distribution. This power distribution shall also house the siren amplifier and timer delay component. If the vehicle is going to be left sitting and not run for more than three (3) days, the operator should be able to disable the emergency equipment by activating/deactivating a button or switch on the main circuit breaker.

Programmable battery saver

The vehicle shall be protected using a timer delay set to 2 hrs. as not to interfere with radio code programming. This device/programming shall allow the operator to utilize the lighting and siren functions even after the vehicle has stopped running for two hours, after which the timer will shut down all aftermarket equipment.

2. Exterior Equipment

Roof Antennae Special Instruction Antennae installed on the roof of vehicle shall be mounted in such a way as to allow the FWO to be able to remove and re-install the antennae when needed without the aid of hand tools.

Graphics for Class A vehicles To maintain consistency with current fleet, graphics packages for Class A vehicles with specific placement instructions will be supplied to the vendor.

3. Window Tinting The window tinting material will be 40% (All windows EXCLUDING front windshield). The units require window tinting for UV protection of the interior from fading, security of equipment from theft, and safety in the case of an accident. The tinting prevents glass from splintering in the case of breakage. The vendor will not use materials that are classified as a non-reflective/dyed material. The finish edge of the tinting will be to the edge of the window and no gap of window will be exposed, and the rear window will be done with one piece and heat shrunk for the best fit and 100% free from defects.

4. Exterior Lights The lights shall provide warning to 360° of the vehicle and be flush or nearly flush mounted on the side or interior of the vehicle so as not to catch on objects during off-road use. The lights shall be mounted high to lessen the chance of being obstructed by such things as brush or snowbanks when entering intersections. These are essential to providing safety to the officer while responding and/or while on scene in high-traffic areas.

Drilling holes in the body of the vehicle should be avoided whenever possible to retain resale value, reduce likelihood of rust or water infiltration, and simplify the decommissioning process.

If any lights are mounted on a grille guard, they shall have completely sealed electronics and be impact resistant. The housing for these lights shall be sealed from condensation and dust intrusion. All lights mounted on a grille guard/push bumper shall be done so in a manner so as to not obstruct the future installation of a standard-sized winch.

To ensure 360-degree lighting, two lighting packages will be offered. Altering these packages by removing equipment will not be allowed. Additional lighting may be added.
