About this file
This document is a Justification for Other than Full and Open Competition (JOFOC) for the Bureau of Land Management (BLM) in California. It describes the requirement for a single-source purchase of Catalyst Eventide's NexLog DX-Series IP-based communications recording solution.
The key details are:
- The BLM requires the Catalyst Eventide recording solution, which has been previously purchased and installed at the Federal Interagency Communications Center (FICC). Switching to another system would result in increased maintenance, software, and training costs.
- The Catalyst Eventide solution is specifically designed for mission-critical, 24/7 operations in dispatch, emergency call-taking, and other communications environments used by BLM field personnel. It is compatible with the BLM's current network, dispatch consoles, and radios.
- The vendor must preconfigure the Eventide equipment to properly communicate with the BLM's existing Catalyst-branded server equipment using the proprietary ADRI format, and ensure no impairment to system functionality or warranty of the existing infrastructure.
- The requirement is for a one-time, firm-fixed-price supply Purchase Order for the Catalyst Eventide recording solution and installation.

Justification for Other than Full and Open Competition Bureau of Land Management FAR 13.106-1(b)(1)
Catalyst – Eventide – Porterville and Bishop
1. Identification of the agency and the contracting activity.
Bureau of Land Management (BLM), California State Office, Division of Support Services, Telecommunications Branch, Sacramento, California.
2. The nature and/or description of the action being approved.
This is a single source justification requirement for the brand Catalyst Dispatch Consoles, and Eventide channel recorder. This will be a one-time delivery of firm fixed priced supply Purchase Order.
The requirement is for the Catalyst Eventide’s NexLog DX-Series IP-based communications recording solutions and installation. This recorder is specifically designed for Mission Critical 24/7 operation in dispatch, air traffic management, emergency call-taking and other important communications environments which BLM uses for its field going employees.
Catalyst has an Advanced Digital Recording Interface, specific for the Eventide platform. Upon having another vendor configure and install the system would void the existing Catalyst warranty. Although there may be alternative paths/vendors within the Eventide distribution channel, no other Eventide Channel Partner would have the capability to fully and seamlessly implement the solution into the Catalyst Software platform without voiding the warranty.
Also, the Catalyst Eventide’s NexLog DX Series IP Based Recording solution has been previously purchased, installed and used for the Federal Interagency Communications Center (FICC). This provides compatibility with your current network; dispatch consoles radios and further integration needs with other BLM Ca Locations.
3. A description of the supplies or services required to meet the agency’s needs.
Catalyst Eventide’s NexLog DX-Series IP-based communications recording solution has been previously purchased for the Federal Interagency Communications Center (FICC). Switching to another recording system would cost more in maintenance, software, and training to BLM CA. Supplier shall preconfigure eventide for proper communication with govt provided Catalyst branded server equipment using the proprietary ADRI format. Vendor shall complete all appropriate configuration of all said Catalyst proprietary equipment for digital recording to requested eventide equipment in this solicitation. Vendor shall ensure no system changes in execution of this procurement shall impair in any way system functionality or warranty of existing infrastructure hardware and software.
