About this file

This document is a Justification for Other Than Full and Open Competition (JOFOC) for a federal contract opportunity to lease radio vault and antenna tower space at the Indio Hill site in Riverside County, California. The Bureau of Land Management (BLM) requires this site to house specific radio equipment and ensure coverage for employee safety. The rationale for limiting competition is that there is only one available source that can meet the agency's required technical specifications and site requirements, which are detailed in the document. The total base year value for setting up the site is estimated at $6,859.80. The recommended sole source is the only vendor that can provide the secure, enclosed facility with a tower, power, and access that meets the BLM's needs. This JOFOC is related to Solicitation Number 140L1224Q0049 for the Indio Hill Comm Site Lease Base Plus Four Option Years.

The Technical Point of Contact (TPOC) reviewed the prior pricing and contracts, as well as discussed, the differences in pricing between use of a public entity versus a private firm.

Additionally, consideration of the past performance of incumbent(s) and the costs to relocate the equipment to an entirely different mountain were also discussed and considered to be prohibitively high.
