This solicitation (140G0126Q0162) is for DNA sequencing of PCR amplicons for the U.S. Geological Survey Eastern Ecological Science Center with a one-year base period and four-year option periods. Results must be delivered within 60 days of sample receipt. The requirement is a Total Small Business Set Aside under NAICS code 541380 (Testing Laboratories and Services) with a $19 million size standard. Responses are due June 25, 2026, at 2:00 p.m. Mountain Time, with an anticipated award date of July 10, 2026. Offerors must be registered and active in SAM at time of award.

Addendum to 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services (Sep 2023)

Submission of Offers: Offers shall be submitted by the due date and time provided on the SF1449 block 8 to Mindie Dixon at mindie_dixon@ios.doi.gov

Proposal Preparation Instructions To assure timely and equitable evaluation of the offer, the Offerors must follow the instructions contained herein. The offer must be complete, self-sufficient, and respond directly to the requirements of this solicitation. Failure to provide the items listed below as Tab A, B, and C may render your offer incomplete. Incomplete offers will not be evaluated. Complete offers will be evaluated in accordance with FAR 52.212-2, Evaluation-Commercial Products and Commercial Services.

One (1) electronic copy shall be submitted as follows:

Tab A – Offer Form (Standard Form 1449) - original signature and date; Contract Administration Data; UEI; Acknowledgement of Solicitation Amendments if applicable.

Tab B – Pricing- Provide itemize quote and/or Utilize Attachment 2 to provide pricing per sample for each contract period.

Tab C – Evaluation Factor Responses:

Factor 1: Technical Capability

i. Page Limit is 3 pages.

ii. Technical documentation

a. Provide a Capabilities Statement that addresses all requirements of the Statement of Work. Include a detailed approach to satisfy this requirement.

Factor 2: Past Performance

i. Offerors shall provide up to 3 contracts/orders (Federal, State, local, or private) performed within the past 3 years that are similar in size, scope, and complexity to the requirement. Each reference shall include:

a. Contract/Order number; customer; period of performance; dollar value; contract type; and points of contact with email and phone.

b. Narrative describing the work performed
