About this file
This Requirements Document is for a Portable, Electric Dermatome solicited by the Program Executive Office Soldier (PEO Soldier), Soldier Medical Devices (SMD). The Army requires a new dermatome for use in deployed field hospitals in austere environments, as the current device is not procurable or supportable. The government intends to award a single contract for four dermatomes with options for four additional units, with operational and environmental testing to be conducted in accordance with Military Standard 810-H(1). Following successful testing, the government plans to procure an estimated 84 dermatomes over five years in Fiscal Year 2028.
The dermatome must meet specific operational and logistical specifications, including FDA regulatory clearance, precise skin grafting capabilities, operational parameters (such as cutting width, thickness, and speed), power requirements, and packaging standards. Critical requirements include being a standalone device, providing comprehensive warranty and training, complying with Trade Agreements Act, and delivering within 120-150 days after award. The government strongly encourages the vendor to collaborate with the Defense Logistics Agency to incorporate the device into the Electronic Catalog (ECAT) to streamline procurement and ensure standardized access across military branches.

REQUIREMENTS DOCUMENT:
Critical Operational Device Specifications (CODS)/Critical Logistical Specifications/Additional Performance Parameter
(APPs)
Title: Dermatome Portable, Electric
Requiring Activity/ Agency Name: Program Executive Office Soldier (PEO Soldier), Soldier Medical Devices (SMD)
Background: The Army requires a new dermatome to be used in deployed field hospitals in austere environments (Role of Care 2 and 3). The current device is not procurable or supportable. Without a suitable replacement, the Army's ability to effectively cover open wounds through the process of skin grafting in forward-deployed settings will be compromised, impacting Warfighter readiness. The new dermatome shall meet the specifications detailed below.
Purpose: The government anticipates awarding a single contract for four (4) dermatomes to include options for four (4) additional dermatomes. These units will undergo operational testing conducted by the Medical Test Evaluation Activity and environmental testing in accordance with Military Standard (MIL-STD) 810-H(1), Department of Defense, Test Method Standard, Environmental Engineering Considerations and Laboratory Tests.
Government Intent: Following successful operational and environmental testing, in Fiscal Year (FY) 2028, the government intends to procure an estimated 84 dermatomes over a period of up to five (5) years. To streamline delivery to the warfighter, the selected vendor will be highly encouraged to collaborate with the Defense Logistics Agency (DLA) to incorporate the dermatome into the Electronic Catalog (ECAT).
ECAT is the Department of Defense's primary online procurement system, providing access to millions of items with associated National Stock Numbers (NSNs). Listing the device on ECAT will ensure efficient ordering, tracking, and standardized access for all branches of the military. Vendors can find information on working with ECAT at https://www.dla.mil/Troop-Support/Medical/ECAT/.
For specific ECAT-related questions, please contact the ECAT Help Desk at dscpecathelp@dla.mil.
