PERFORMANCE WORK STATEMENT
Outfitter Services for River Guiding on the
Canning River or Shaviovik Rivker, Brooks Range, Alaska
1.0 INTRODUCTION
The Cold Regions Research and Engineering Laboratory (CRREL) has a requirement for the services of a backcountry guide outfitter working in the eastern Brooks Range of Alaska to float (using rafts with guides) sections of either the Canning River or Shaviovik River starting in a mountainous region through to the coast of Alaska in late July 2024 or August 2024, map of approximate desired locations shown below (more precise locations will be estimated in Task 1).
The work described in this Performance Work Statement (PWS) may not be subcontracted. The Government shall only contract directly with the outfitter and the outfitter shall not subcontract this work.
2.0 SCOPE OVERVIEW
River Selection: The specific river shall be selected before start of the expedition largely with consult of the guide service considering safety and accessibility conditions just before the expedition launch. CRREL plans to develop sampling strategies for both rivers recognizing that environmental conditions may require one river over the other.
Total People: CRREL requires the outfitter to provide services for six (6) scientists with scientific gear.
Gear Load: CRREL estimates a total of 500-750 pounds of gear (science gear and personal gear) where most of that the gear will be stored in dry bags or waterproof hard-sided travel cases with dimensions 2x3 feet or 1x2 feet.
CRREL will also bring 2 to 3 shovels (4 feet long) and 2 to 4 one(1)-meter-long skinny metal probes.
Scientific Sampling: CRREL scientists must conduct scientific experiments along the river to measure streamflow discharge and collect sediment, bedrock, tundra, and coastal soil/water signatures water samples along various locations. Specific locations to sample will be selected on the river as scientists identify ideal locations. The guide service shall allow scientists to select locations to stop the rafts to sample bedrock, tundra, coastal soil/water signatures, etc. so long as the guides deem the locations to be safe.
Streamflow Measurements from Rafts: While measuring streamflow from a raft is a routine process executed by scientists, it is logically more dangerous in very remote areas. Given the technical complexity and potential safety risks associated with this task, CRREL requires that the vendor confirm in their quote that they have prior experience assisting scientists to collect streamflow (river discharge) from a raft and collecting water samples and include references that CRREL can contact to verify.
Duration: CRREL estimates the trip shall take approximately 5-10 days (pending guidance from the vendor in their quote indicating normal float times) including normal float trip times plus extra time for enroute sampling events.
For scientific stops, CRREL broadly estimates stopping approximately 5-10 times to collect water/sediment samples (approximately 4 hours per site) and at all of those chosen locations CRREL will also measure stream flow discharge from the raft (included in the 4 hours estimated for each stop). Taken together, CRREL estimates the scientific sampling may add an extra 1-2 days to the overall standard float trip duration.
Logistics and Outfitting: The outfitter shall provide all logistical solutions needed for the trip starting in Fairbanks Alaska to the Canning River or Shaviovik River, and then returning to Fairbanks Alaska. CRREL also requires that the outfitter provide all the equipment (such as tents, boats, paddles, safety gear, etc.) and supplies required to shelter, transport, keep safe, and sustain the lives of the CRREL scientists in the this very remote area of Alaska.
Permitting and Mobilization Planning: The outfitter shall also be responsible for obtaining all necessary permits to enable this trip. CRREL recognizes that filing for permits is required in advance of the trip to reserve float time on the rivers. CRREL also recognizes that the outfitter will need to coordinate with CRREL in advance to plan details regarding the trip logistics, and also specifics regarding tailoring a routine float trip to include sampling. For example, within the scope of this PWS, after award, the guide service shall work with CRREL scientists select start and end locations on the river that are expected to be most ideal to allow sampling of bedrock, tundra, coastal soil/water signatures, etc. This pre-trip work is outlined in Task 1. CRREL also requires that the outfitter leverage inhouse professional training in Botany or Environmental Science (or related science), combined with extensive experience guiding on the Canning River or Shaviovik River to recommend locations where CRREL is likely to find iron deposits, orange-flowing rivers, and vegetation that thrive in iron-rich environments and/or capable of leaching or uptaking iron, such as sphagnum moss and dwarf shrubs. The vendors quote shall include names of botanists or environmental scientists on staff, citing their college degree and college attended.
Additional Requisite Capabilities: The vendor shall include material in their bid packages demonstrating prior experience and competency in the nature of the additional requisite items listed below and within Section 2.0 (above). CRREL will evaluate this material as part of the selection process to ensure full confidence in the vendor’s bid, and CRREL may ask clarifying questions during the quote selection process based on material provided. Bids failing to confidently demonstrate this experience shall be excluded from consideration.
The quote shall demonstrate 20+ years of experience working on rivers in the Brooks Range.
The quote shall include a copy of an active Alaska business license with the number visible.
CRREL requires that the outfitter must have prior experience using rafts to collect streamflow data in remote Alaskan rivers. For this, quote shall include descriptions of prior experience using rafts for collection of river discharge such as which rivers and contact information for the prior client for whom the service was provided so CRREL may verify. Additional consideration will be given for quotes showing prior experience working with scientists on river float expeditions in remote areas and supporting data collection such as soil, rock, vegetation, etc.
The outfitter shall include in their quote names of botanists or environmental scientists on staff, citing their college degree and college attended, with experience on the Canning River or Shaviovik River.
The vendor shall demonstrate that they have existing permits with Arctic National Wildlife Refuge, State of Alaska, and the North Slope Borough for operation in the Eastern Brooks Range and confirm they will have all the requisite permits needed for July 2024 – August 2024.
The quote shall proof of an active general liability insurance policy. The contractor shall maintain that insurance throughout the full window of time this contract is active.
The outfitter shall supply a minimum of two guides with wilderness first responder training (certification available upon request).
The outfitter shall provide all transportation to and from Fairbanks to include all CRREL’s personal and scientific gear (not weighing more than 750 pounds) to and from Fairbanks and during the course of the expedition.
The outfitter shall provide rafts and all rafting equipment required for the trip, to include all rafting safety equipment for personnel (life vests, helmets, wet suits, throw ropes and water rescue equipment, etc.) The guides shall be fully trained in the use of safety equipment.
The outfitter shall provide emergency communication via satellite phones and mechanisms in the field to keep the phone charged / recharged.
The quote shall explain how the guides will be able to communicate with search and rescue teams and local pilots in the case of an emergency.
The outfitter shall provide first aid kits (one for each raft).
The outfitter shall include in their planned expedition supplies an emergency shelter or medical tent. This is something that can be deployed in an emergency to protect all humans on the expedition in case of a storm or medial emergency to protect human life until rescue is available.
The outfitter guides shall be familiar with bear safety and act as bear guards at all times. The quote must explain how the outfitter guides are trained to deal with bear encounters (what approaches and tools are used.)
The outfitter guides shall deliver a safety briefing prior to the expedition for all participants.
Specific task descriptions and requirements associated with this scope are discussed in Section 4.
3.0 GENERAL REQUIREMENTS
3.1 Non-Personal Services
The Government shall neither supervise the Contractor employees nor control the means or methods by which the Contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual Contractor employees. It shall be the responsibility of the Contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the Contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the Contractor's responsibility to notify the Contracting Officer (KO) immediately.
3.2 Business Relations
The Contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The Contractor shall manage the timeliness, completeness, and quality of the deliverables.
3.3 Contract Administration and Management
The following subsections specify requirements for contract, management, and personnel administration:
3.3.1 Contract Management. The Contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement.
3.3.2 Contract Administration. The Contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The Contractor shall have the responsibility for supervising the support required and provide a POC for the Government to notify in case of emergency, proposed additions to the scope of work, and Government complaints about the performance of the work. Furthermore, the Contractor will keep the COR up to date regarding all Contractor personnel requiring access to CRREL; the COR will coordinate with Security to ensure the appropriate names are on the Visitor’s Request list.
3.3.3 Personnel Administration. The Contractor shall provide the following management and support as required.
The Contractor shall provide for employees during designated Government non-workdays or other periods where Government offices are closed due to weather or security conditions. The Contractor shall provide administrative support to its employees in a timely fashion (time keeping, leave processing, pay, emergency needs).
3.4 Subcontract Management
This work shall not be subcontracted. The government shall only contract directly with the outfitter and the outfitter shall not subcontract this work. These services involve the safety and security of government employees working with the outfitter in remote Alaskan wilderness and thus no intermediary shall exist between the government and the outfitter.
3.5 Contractor Personnel, Disciplines, and Specialties
The Contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience. All applicable work will conform to applicable federal, state, and local rules and regulations, such as proper operator licensing and certifications. The Contractor shall match personnel skills to the work or task with a minimum of under/over employment of resources. The Contractor shall ensure the labor categories, labor rates, and man-hours utilized in the performance of this PWS will be the minimum necessary to accomplish the required outcome. The Contractor shall provide the necessary resources and infrastructure to manage, perform, and administer the contract.
3.6 Period and Place of Performance.
Schedule: Upon award, the vendor will start working with CRREL on Task 1, and then Task 2 is planned for July or August of 2024.
Location: This work shall start in Fairbanks AK, continue in the Brooks Range of AK on the Canning River or Shaviovik River, and then conclude in Fairbanks AK.
3.7 Travel / Temporary Duty (TDY)
Travel is anticipated to the locations described in the PWS for the execution of this work. Travel costs and logistics are the full responsibility of the Contractor.
4.0 SUMMARY OF TASKS AND REQUIREMENTS
The following section specifies the Tasks, Performance Requirements, and Deliverables for this contract.
4.1 Tasks and Performance Requirement Summary (PRS). The Contractor shall perform the following tasks according to the standards provided.
Task 1: Permitting and Mobilization Planning. Performance Standard. Contractor shall conduct the necessary work to obtain permits for this mission, plan with CRREL the details for the trip, and conduct other necessary logistical planning.
[A001] The deliverable for Task 1 shall be proof that permits have been requested for this trip and a primary trip plan developed with CRREL. This shall be sufficient to submit an invoice for this task.
Surveillance & Inspection:
How: 100% inspection Who: The COR will determine the final assessment of performance, with input from the others to include the TPOC(s) and other stakeholders as appropriate.
Incentive: The work will be re-performed, at no cost to the Government, until the final product fulfills the standard outlined in this PRS.
Inspection: Inspection applies to all standards.
Task 2: Deliver Float Trip Services. Performance Standard. Contractor shall deliver float trip services in accordance with the scope described in this PWS in the Brooks Range of AK on the Canning River or Shaviovik River.
[A002] The deliverable for Task 2 shall be considered fulfilled when the requirements in the PWS are met, all CRREL staff are returned safely to Fairbanks Alaska, and at least 90% of the desired sample and measurement stops listed in the PWS were accomplished.

4.3 Performance Monitoring by the Government. The Contractor’s performance and adherence to the standards of Section 3.1 shall be monitored by a Contracting Officer’s Representative and a Technical Point of Contact.
Contracting Officer’s Representative (COR). The identification of duties and limitations of the COR are specified in the COR appointment letter, which will be provided to the contractor at or shortly after the time of award. No Government personnel, other than the Contracting Officer, shall have the authority to do other than clarify technical points or supply relevant information to the Contractor regarding this contract. Specifically, no requirement in these specifications may be altered through verbal clarification. Only a warranted Contracting Officer, acting within their delegated limits, has the authority to issue modifications or otherwise change the terms and conditions of this contract. If an individual other than the Contracting Officer attempts to make changes to the terms and conditions of this contract you shall not proceed with the change and shall immediately notify the Contracting Officer.

Technical Point of Contact (TPOC). TPOCs offer technical backgrounds as subject matter experts (SMEs) in areas relevant to the contract. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
