Section C - Descriptions and Specifications
PERFORMANCE WORK STATEMENT
Geothermal Heat Pump System for the Permafrost Tunnel Research Facility
1. General
1.1 Objective. This Performance Work Statement (PWS) describes the non-personal services required by Cold Regions Research and Engineering Laboratory (CRREL), Engineering Research and Development Center (ERDC) located in Fairbanks, Alaska.
1.2 Background. Ground source heat pumps (GSHP) successfully extract sensible heat energy from soils for the heating of structures. In colder regions where the mean annual ground temperature (MAGT) is below freezing, the heat extraction potentially can cause phase change to ice, where the remaining heat energy is more difficult and costly to extract. It is theorized that modified GSHP heat extraction loop(s) and modified foundation designs have the potential to maintain frozen founding soils at depth (permafrost), while providing interior structure climate heating. Utilizing an optimized layout with zoning and layering, which is not conventional to GSHP installation, gradational heat extraction can take place providing sufficient amounts of sensible and latent heat for the entire season. The GSHP system would heat buildings located at the Permafrost Tunnel Research facility site and would cool soils over the top of each of two tunnel entrances. The Permafrost Tunnel is a research facility dug into a large block of discontinuous permafrost. The tunnel is 800’ long and it has two entrances situated 200’ apart.
2. Scope of Work. The vendor shall design and install a geothermal heat pump system at the Permafrost Tunnel Research Facility to provide heat to the existing Visitor Center (Figure 1.) and can be expandable (section 2.4 Task
4) to provide year-round heating to a future new Operations Facility (PN: 79121, 44’x90’) (Figure 2a and b). A secondary purpose of the system is to cool the soils above each of the two tunnel portals (Figure 3) to help alleviate permafrost thawing that has occurred in recent years over the two permafrost tunnel entrances. The geothermal heat pump system shall be designed to operate three (3) separate ground loops: North Portal loop (existing), South Portal loop (section 2.2 Task 2), and Main Field loop (section 2.3 Task 3). The ground loops shall operate independently of each other. Figure 4 shows the proposed layout for the ground source heat pump system.
The proposed geothermal system is part of a research project that will test and monitor the efficiency of the GSHP system in cold climates. An array of instruments and sensors composed of energy meters, thermistor strings, fiber optic cable, and loggers will be installed alongside the geothermal system. Cold Regions Research and Engineering Laboratory personnel will be responsible for providing and installing the instruments and sensors.
Work on the project must start prior to 30 September 2021. Complete installation of the system must be completed NLT 30 September 2022. Excavation activities must be coordinated with the Contracting Officer Representative (COR) and need to start after May 15th, 2022 during unfrozen soil conditions.
2.1 Task 1. Install geothermal heat pump.
2.1.1 Acquire water-to-water or extended range water-to-air geothermal heat pumps capable of providing year-round heating to the existing Visitor Center Log Cabin (16’x20’) (Figure 1.) and can be expandable (section 2.4 Task 4) to provide year-round heating to a future new operations facility (PN: 79121, 44’x90’) (Figure 2a and b).
The estimated heating needed in the Fairbanks area is 60 BTU/sq. ft.
2.1.2 Water-to-water geothermal heat pump (system option 1): install geothermal heat pump, circulation pumps, and any other system components that are required to be inside a structure in a temporary shed. The contractor shall acquire a temporary wooden shed (8’ x 10’) to be placed on a gravel pad 15 feet behind the Log Cabin Visitor Center. Contractor shall run electric underground from electric shed approximately 20 feet behind shed location. Contractor shall hook up the geothermal heat pump with the existing loop over the North Portal.
Contractor shall provide and install hydronic baseboard heaters or hydronic fan coils in the Visitor Center log cabin and connect them to the geothermal heat pump system.
2.1.3 Water-to-air geothermal heat pump (system option 2): install a vertical unit located in a corner of the Visitor’s Center with wired thermostat. The unit is to be concealed from the space with a finished wall providing all needed maintenance access points for the heat pump unit. Unit is expected to have ducting from discharge of unit through the new concealment wall and return filter grill. If unit is not provided with a factory circulator pump, contractor would then provide and connect a separate circulator pump sized for the heat pump to the North Portal loop field.
2.2 Task 2 (South Portal Option). Install and connect a ground loop over the South Portal.
2.2.1. Install a ground loop over the South Portal using ¾” IPS DR11 HDPE pipe or equivalent. The approximate available area for the South Portal ground loop is approximately 80’ by 20’. The soil conditions for the loop area are non-frozen dredge tailings, a mix of angular to sub-angular gravel approximately 3" or less, with some silt, sand, and minor clay. The soil conditions over the tunnel entrance are a mix of frozen and unfrozen silt. The soil depth over the tunnel entrances varies from 6’ to 10’.
2.2.2 Connect the South Portal ground loop to the water-to-water or extended range water-to-air geothermal heat pump. The ground loops shall operate independent of each other.
2.3 Task 3. (Main Field Area Option). Install and connect a ground loop in the main field area.
2.3.1 Install a ground loop in the main field area using ¾” IPS DR11 HDPE pipe or equivalent. The approximate available area for the main field loop is 200’x70’. The soil conditions for the loop area are non-frozen dredge tailings, a mix of angular to sub-angular gravel approximately 3" or less, with some silt, sand, and minor clay. The water table is approximately 20' down, and the soil temperature is approximately 34⁰F to 35⁰F year-round at 12’ depth.
2.3.2 Connect the main field area ground loop to the water-to-water or extended range water-to-air geothermal heat pump. The ground loops shall operate independent of each other.
2.4 Task 4. (Operations Facility Option). Connect the water-to-water or extended range water-to-air geothermal heat pump to the planned Operations Facility hydronic system.
The Contractor shall provide a copy of licenses and certifications (i.e., HVAC, electrical, etc.) of each employee (who works on site) to the Contracting Officer’s Representative (COR) prior to beginning work.
Electrical work must be performed by Alaska (or reciprocal) licensed electricians. Licensure must be provided to the COR prior to any electrical work on site.
All required training and installations must be completed in accordance with manufacturer specifications in order to maintain manufacturer warranties.
3. Place of Performance. US Army Corps of Engineers, Cold Region Research Engineering and Laboratory Permafrost Tunnel Research Facility, located at 2100 Steese Hwy, Fairbanks, AK 99712 (climate zone 8).
4. Performance Requirements Summary Task 1. Install geothermal heat pump.
Task 1.1 Acquire an appropriately sized geothermal heat pump. Design, build and test a geothermal ground source heat pump system for the parameters described above (Section 2, Scope of Work).
Performance Standard
a) STD: The GSHP system needs to be complete and operational.
AQL: Completes tasks on or before the required date which are free of negligent errors and/or omissions 100% of the time.
Task 1.2. Provide a structure to house the water-to-water geothermal heat pump, circulation pumps, and any other system components that are required to be inside a structure.
Performance Standard
a) STD: A complete structure for the GSHP to the specifications outline above.
AQL: Completes tasks on or before the required date which are free of negligent errors and/or omissions 100% of the time.
Task 1.3. Provide and install hydronic baseboard heaters or hydronic fan coils in the Visitor Center log cabin and connect them to the water-to-water geothermal heat pump system.

6. Security Requirements
6.1 Access and General Protection Policy and Procedures.
Contractor personnel who will work at the Permafrost Tunnel Research Facility must be U. S. citizens. All Contractor personnel are required to check in with tunnel staff. A picture ID is required. Contractor personnel shall follow all access requirements as directed by the Contracting Officers Representative (COR).
6.2 iWATCH and/or CorpsWatch Training.
The contractor and all associated subcontractors shall brief all employees on the USACE iWATCH program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 45 calendar days of contract award and within 45 days of new employees commencing performance on the contract. The contractor shall provide certification of completion to the COR within 10 days of training completion. Training documents will be provided by the Security Office.
6.3 Subcontractor Access/Deliveries.
The Contractor shall notify the COR the day before or as soon as possible when subcontractors are to arrive or deliveries of equipment and supplies are to occur. This will facilitate access on to the site.
6.4 Personnel Security Screening.
The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/everify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award.

(a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:
(1) Document type. The Contractor shall submit payment requests using the following document type(s):
(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.
(ii) For fixed price line items—
(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1)in a subcontract for commercial items. The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services-- Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications- Commercial Items. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services" in paragraph (c)(2) of the provision at 52.204-26, or in paragraph (v)(2)(ii) of the provision at 52.212-3.
(a) Definitions. As used in this provision-
Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to--
(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.
115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to--
(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services."
(d) Representations. The Offeror represents that--
(1) It [] will, [] will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation. The Offeror shall provide the additional disclosure information required at paragraph (e)(1) of this section if the Offeror responds "will" in paragraph (d)(1) of this section; and
(2) After conducting a reasonable inquiry, for purposes of this representation, the Offeror represents that--
It [] does, [] does not use covered telecommunications equipment or services, or use any equipment, system, or service that uses covered telecommunications equipment or services. The Offeror shall provide the additional disclosure information required at paragraph (e)(2) of this section if the Offeror responds "does" in paragraph (d)(2) of this section.
(e) Disclosures.
(1) Disclosure for the representation in paragraph (d)(1) of this provision. If the Offeror has responded "will" in the representation in paragraph (d)(1) of this provision, the Offeror shall provide the following information as part of the offer:
(i) For covered equipment--
(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the original equipment manufacturer (OEM) or a distributor, if known);
(B) A description of all covered telecommunications equipment offered (include brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); and
(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.
(ii) For covered services--
(A) If the service is related to item maintenance: A description of all covered telecommunications services offered (include on the item being maintained: Brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); or
(B) If not associated with maintenance, the Product Service Code (PSC) of the service being provided; and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.
(2) Disclosure for the representation in paragraph (d)(2) of this provision. If the Offeror has responded "does" in the representation in paragraph (d)(2) of this provision, the Offeror shall provide the following information as part of the offer:
(i) For covered equipment--
(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the OEM or a distributor, if known);
(B) A description of all covered telecommunications equipment offered (include brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item…
