PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT

Refrigeration Maintenance for Permafrost Tunnel Research Facility Alaska Research Office

Cold Regions Research and Engineering Laboratory

1. General

1.1 Objective. This Performance Work Statement (PWS) describes needed refrigeration maintenance and repair work required by the Cold Regions Research and Engineering Laboratory (CRREL) Permafrost Tunnel Research Facility located at 2100 Steese Highway, Fairbanks, AK 99712 near Fox, Alaska. To optimize maintenance and upkeep of the Permafrost Tunnel Research Facility, CRREL requires a variety of recurring refrigeration maintenance and on-demand repair services. Research has demonstrated that 26F is the maximum temperature necessary to keep the permafrost walls, ceiling and floors from deforming and is the primary factor for long term tunnel stability and safety. The Permafrost Tunnel refrigeration system is necessary to maintain a maximum temperature of 26F inside the tunnel complex. When outside temperatures drop below 26F (approximately November 15 – April 15), the refrigeration system is turned off and winterized and the ventilation system is used to circulate outside air into the tunnel. When the outside temperatures rise above 26F, the refrigeration system is de-winterized and turned on and the ventilation system is used to circulate cool air from the refrigeration system.

1.2 Background. The Permafrost Tunnel Research Facility, initially constructed in the mid-1960s and expanded over the past decade, is a 500 meter tunnel complex dug into a large block of discontinuous, ice rich permafrost. The permafrost tunnel serves as a safe and efficient 3-dimensional test bed for quantifying ground ice content and associated geotechnical attributes which intersects a wide range of permafrost features including ice wedges, segregated ice, thermokarst cave ice, frozen silts, gravels, and organic material. The permafrost tunnel has been used for more than 50 years to study permafrost, geology, cryospheric science, microbial life in extreme environments, permafrost biogeochemistry, and mining and construction techniques specific to permafrost environments and provides an unprecedented continuous 300 hundred-meter exposure of permafrost extending in time from the present to about 50,000 years in the past, with unusually complete sequences of paleo-environments (including mega fauna bones) preserved intact.

South Portal Permafrost Tunnel Research Facility

The Permafrost Tunnel Research Facility has undergone a significant upgrade. Since 2011, CRREL has added five hundred additional feet of tunnel, added a second portal, and connected new excavations to the existing tunnel.

Tunnel expansion is essential to support vital research limited by existing tunnel configuration. Expansion has resulted in a 3-D test bed for use in advancing capabilities in geophysical and remote sensing standoff detection, predictions of thaw degradation and improved engineering to account for the changing future state of permafrost.

Expansion has provided access to more ice features, bones, vegetation, and soils and allow for a more holistic view of the formation history and potential future state of permafrost in Alaska.

1.3 Permafrost Tunnel Refrigeration System. The refrigeration system consists of a refrigeration compressor (outside) paired with an evaporator (inside) at each of the two entrances (portals) of the tunnel complex. The complimentary ventilation system (consisting of fans and ductwork) circulates the refrigerated air inside the tunnels when temperatures rise above 26F and blows in cold air from outside when temperatures drop below 26F.

2. Scope of Work.

The work required will address several recurring maintenance services to the air cooling and filtration systems of the Permafrost Tunnel complex and on demand trouble calls. These services will include over a 12 month period:

4.2 Task 2. Trouble Calls. The Government shall monitor the tunnel temperatures. The Government shall ensure that the tunnel interiors are maintained at temperatures not exceeding -5°C/+23° F. If a problem is perceived, the TPOC or COR shall contact the Contractor to request they report to the tunnel facility to troubleshoot and provide a written detailed estimate for repair. The service includes troubleshooting any equipment malfunction.

The contractor shall report to the Fox Tunnel complex within twenty-four (24) hours of a requested trouble call to assess the problem. If repairs are needed, the contractor shall provide the written detailed estimate to the TPOC within six (6) hours of determining the issues and work needed.
