Section C - Descriptions and Specifications

PURCHASE DESCRIPTION

Purchase Description

Geospatial Temporal Incident Data for Installation Situational Awareness

1. Overview: In order to provide an improved installation common operating picture (COP), the U.S. Army requires data for situational awareness and to support planning processes. This request for proposals seeks publicly available data that presents issues of concern in the vicinity of Army installations for reporting purposes as well as for fusing, analyzing, and visualizing spatio-temporal trends. Broadly, this request seeks proposed solutions that offer publicly reported security incidents and other events that may merit alert/notification to emergency and force protection services on U.S. military installations worldwide. To support this objective, solutions must offer: (1) real-world sample data for limited locations and timeframes for preparing a proof-of-concept dashboard, assessment, and planning for data integration and fusion with related analytics and tools; (2) access to an interface with on-demand historical and streaming near-real time events for prototyping, research, development, test and evaluation; and (3) options for future access to the interface for a fielded production dashboard and integrated analytic capability.

2. Data Scope: The nature of the requested data can be categorized in different ways. Generally, it can be described as any piece of information that would merit the attention of installation personnel such as the directorate of emergency services (DES), Garrison Commander, staff and personnel, event organizers, tenant units, or families and other persons on the installation.

As such, the requested data shall include: (1) human-caused events and (2) natural hazard events. These categories of data may include, but do not need to be limited to, crime, population disturbances, transportation incidents, anomalous behavior towards people and infrastructure, riots or demonstrations, notable public social media interactions, cybersecurity developments, hazardous weather, biological and chemical hazards, risks to installation infrastructure, water supplies and energy lines, and terrain disturbances. Categories may overlap and other developments that could be construed as dangerous, malicious, or noteworthy should also be considered if they may warrant attention or immediate response. Sources may span freely available or commercially acquired publicly available social media, government agency data, news reporting, public services, crime or court records, other commercial and open databases, amongst others. Aside from any data produced by or available through federal government sources, other data should be publicly available information (PAI), as defined in DoD Directive 3115.18.

3. Data Parameters and Functional Aspects: Minimally acceptable standards include the following:

3.1. Data records shall include violent and property crime reports, fires, and severe weather events.

3.2. Event records shall be available in the dataset within 90 minutes of first reports of the incident(s) in publicly available news sources.

3.3. Datasets shall cover Fort Carson and Fort Benning areas; each area shall be considered the areas of the installations (and their satellite sites) along with the counties that are immediately around the installations.

3.4. Data must be delivered in a format suitable for storing, analyzing, and visualizing near-real-time data, and conformant to identified relevant government or industry data standards. The data and format should support the following:

3.4.1. Component layering, which dictates that all records be annotated with longitude/latitude corresponding to the event that the records describe. Location names should also be included; to include details (e.g., street intersections), and aggregations (e.g., administrative divisions such as city, county, state, country, etc.).

3.4.2. Temporal evolution, which requires timestamp for every event.

3.4.3. Textual description related to the nature of the events.

3.4.4. Categorization of event types according to a pre-determined taxonomy/list/ontology which would permit clustering.

3.4.5. Querying based on a combination of location/event type/timeframe/category.

3.4.6. Metadata components that provide, where available, non-obvious information such as source, additional location information, published or last-updated date, related records, confidence in event location, timing or categories, etc.

The scope of the requested data varies according to the products described in the overview and listed below:

4. Dataset Types:

4.1. Historical: This data is intended to support a proof-of-principle effort, be comprehensive for select geographic areas for the full extent of data available. Data made available shall be able to depict the full breadth of topical scope of the data available; the data shall be comprehensive for all topics and all records for the Fort Carson area and the Fort Benning area, as well as include all events in the dataset that have significance regionally or nationally. The data format for this historical data shall be consistent with the data available in the Streaming, and Fielded dataset types. The historical dataset shall be provided within one week of contract award. The government shall retain this data indefinitely for prototyping, research, development, demonstration, test, and evaluation purposes.

4.2. Streaming: This data is intended to be accessible on-demand, and shall be consistent with the Historical dataset type, except that this data shall be query capable on-demand and available as a streaming service. Streaming shall be available within one week following award, and available for at least 1-year following award. The scope of coverage shall include the Fort Carson area and the Fort Benning area, along with major events of regional or national significance, and new events shall be available through the data service.

4.2.1. Beyond the specified scope, line items for data options are requested to manage expense; for example, provide line items for (a) additional Army installation areas,

(b) partial random samples (e.g., 10%, 50%, etc.) for worldwide coverage, (c) specific event categories, (d) a certain number of days of full streaming data access, (e) and/or other logical alternative approaches.

4.2.2. Updated data for this dataset type shall be available to the government in near real-time, data-as-a-service, and collected data should be able to be retained by the government indefinitely for prototyping, research, development, demonstration, test, and evaluation purposes. The government shall have the right to use the data to support demonstration of data extraction, transformation, loading, processing, and visual presentation of the data as part of proof-of-principle efforts. The purpose of this data is to enable the government to prototype a common operating picture that spans multiple installation management domains (at one installation, and across all Army installations), enhance and fuse the data with other information, and enable more comprehensive consideration of the incidents in these records, and plan for a fielded solution.

4.3. Fielded: This data is to be utilized in an established production system and shall conform in format and operation to the Streaming dataset type, but include worldwide coverage.

Users will be U.S. Army installation enterprise personnel. The data will be presented in a comprehensive common operating picture, fused with other data, potentially enhanced with advanced processing and data fusion techniques, and support live and future planning and analysis. Both near-real time and historical data shall be included without respect to timeframe limitations, but must be considered and described as part of a pricing strategy.

5. Delivery Schedule: This contract shall include a 1-year base award with four (4) additional unfunded 1-year options covering for future access to the interface for a fielded production dashboard and integrated analytic capability.

o Historical, shall be provided within one week of contract award.

o Streaming, the data source is required to be available within one week following award and available for at least 1-year following award.

6. Delivery Method: The desired datasets shall be made available through industry standard interfaces. The historical dataset may be provided separately. Data records should conform to standard formats, such as JSON or CSV; proposals shall describe the data formats. For any delivery format, data should be accompanied by a complete data dictionary, including field names, sizes, types, descriptions, and any other pertinent information. Fielded data must be able to be cached for integrated modeling, analysis, and visualization with other data, however, rights for general users to export raw data in bulk is not a requirement.

7. Price Proposal Structure: Pricing proposed must be ‘fixed price,’ though may include tiered pricing. Separate line items are requested for each type of dataset described as follows:

CLIN 0001 - Historical: Data provided should include all event records and all of their attributes and metadata for the Fort Carson and Fort Benning areas, at least three (3) years, along with a one (1) month set of event records worldwide (i.e., the most recent month as of date of delivery) with all of their attributes and metadata. The Government shall have the right to store the event data indefinitely on Government systems and conduct further processing of and integration with the data for any legitimate Government purpose.

CLIN 0002 - Streaming: The data source is required to be available within one (1) week following award and available for at least one (1) year following award, with scope to minimally include at least the Fort Carson and Fort Benning areas. The source should minimally include new event records and all attributes and metadata for events reports of incidents in publicly available news sources. The Government shall have the right to store the event data indefinitely on Government Systems and conduct further processing of and integration with the data for any legitimate Government purpose.

CLIN 0003 - Fielded: Alternative line-item structures may include different pricing methods, for example, number of authorized users with access to the data; number of simultaneous system users. Recommended pricing tiers involving numbers of users could include up to 200, 500, 2000, 10,000, 25,000, 50,000, 100,000; or, alternately, up to 200, 500, 2000, and then blocks of 20,000 users; or other tiers offered by proposers.

o CLIN 1001 (Option Year 1): Annual cost for the “Fielded Solution”.
