PERFORMANCE WORK STATEMENT
Performance Work Statement Lock Operations Management Application (LOMA) Automatic Identification System (AIS) System
Performance Monitoring
1.0 PURPOSE: To develop and provide capabilities to enhance the monitoring and management of the LOMA AIS network to monitor and improve system reliability and availability, to measure and monitor AIS receive and transmit coverage and performance, and to ensure efficient use of the AIS VHF data link (VDL).
2.0 BACKGROUND: USACE has operated the LOMA system for over 10 years. During that time the AIS network that is the foundational capability of LOMA has operated with little insight into its efficiency and effectiveness. As a result, there have been periods of reduced availability, transceiver sites that have operated at reduced effectiveness, system latency and lost data that have only been detected when their impact was great enough to negatively affect USACE waterway operations.
This is a new effort to develop a more detailed and high-resolution picture of the performance of the LOMA AIS network. There have been several previous studies of portions of the LOMA AIS network performance, including “snapshot” coverage analysis, and investigations into discrete performance issues. The purpose of this contract action would be to procure and develop tools and methods to provide continuous system performance monitoring and identify potential problems in advance (e.g., reduced coverage or data communication from a specific site) and identify areas for improvement (e.g., identify coverage gaps).
3.0 MAJOR REQUIREMENTS: In order to accomplish the work in this contract it shall be necessary for the contractor to complete the following 4 tasks.
3.1. Provide the ability to monitor and manage various performance aspects of individual AIS transceivers.
3.2. Provide the ability to monitor and manage individual and collective AIS receive and transmit coverage, including changes to coverage over time.
3.3. Provide the ability to monitor the AIS VDL, including individual site slot maps, slot allocation, VDL loading, and other factors affecting VDL performance.
3.4 Other AIS data analytics in support of the overall monitoring of the LOMA system performance.
4.0 DELIVERABLES:
4.1. Access to analytical tools for 5 USACE users
4.2. Training for 5 users, and training documentation
4.3. System reference mapping and documentation for back up and future maintenance
4.4. Technical research support services for 12 months post development
4.5. Tool to monitor health of LOMA AIS network, such as connectivity to AIS transceivers, network message transfer rate, latency, message errors, alarm (ALR sentence) status. Logging and display of this information as a time series, as well as determination of availability of individual transceivers. In order to provide this monitoring, the toll must be able to ingest and process the highest anticipated AIS live data feed of approximately 10,000 messages/second, and to differentiate and analyze the data received from individual transceivers via TAG block applied by the LOMA system.
4.6. Tool to monitor the transmission of information from LOMA AIS stations, including AIS AtoNs, application-specific messages (ASMs), and other transmissions. The tool will provide information on the number of failed transmissions, and where overlapping coverage is provided, information on the reception of messages by other stations.
4.7. Tool to dynamically determine and display individual and collective AIS transceiver coverage, including identification of “dead spots.”
4.8. Tool to monitor the VHF Data Link (VDL) for individual transceiver sites to determine how crowded the VDL is and to estimate likelihood of transmitted messages getting through.
4.9. Tool to create metadata for use by those using historical AIS data for analysis. The metadata should include information on the pedigree of the data, the period of coverage, any gaps in the data, any issues noted with coverage, or other criteria that may affect the usability of the data for historical analysis.
5.0 MEETINGS/REVIEWS:
During the course of this contract, the contractor shall conduct once monthly conference calls/web meeting to discuss progress of the work. The exact date and time of these meetings shall be scheduled to be mutually agreeable.
An estimated timeline of the project is listed below:
Kickoff meeting - Within 14 days of award Coordinate access to analysis tools and best means of USACE access to the tools and LOMA AIS data to the tools. - Within 60 days of award Training of USACE users on use of the tools, analytics and monitoring capabilities. – Within 90 days of award Requirements gathering and development of key products as detailed in section 6 in the PMP within
180 days of award Delivery of key products. – Within 360 days of award.
6.0 TRAVEL: No travel is required. Contract work will be performed at the contractor’s facility. Meetings and training will be conducted virtually or at a non-Government facility.
7.0 GOVERNMENT FURNISHED INFORMATION/EQUIPMENT/MATERIALS: None
8.0 SECURITY: No AT/OPSEC requirements are needed.
9.0 PERIOD OF SERVICE:
All work to be accomplished under this contract shall be completed with 12 months. The Period of Performance is 12 months from date of award

11.0 Performance Rating Definitions
The performance ratings below reflect definitions at FAR 42.1503 Table 42-1. The COR will use these rating to evaluate the quality of contractor’s performance.
Performance Rating
Definition
Exceptional Performance meets contractual requirements and exceeds many to the government’s benefit. The contractual performance of the element or sub-element being evaluated was accomplished with few minor problems for which corrective actions taken by the contractor were highly effective.
Very Good Performance meets contractual requirements and exceeds some to the Government’s benefit. The contractual performance of the element or sub-element being evaluated was accomplished with some minor problems for which corrective actions taken by the contractor were effective.
Satisfactory Performance meets contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.
Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being evaluated reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor’s proposed actions appear only marginally effective or were not fully implemented.
Unsatisfactory Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains a serious problem(s) for which the contractor’s corrective actions appear or were ineffective.
12.0 PERFORMANCE REQUIREMENTS SUMMARY: The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.
