PERFORMANCE WORK STATEMENT (PWS)
Boreal Plain Soil Shear Strength Sampling in Alberta
1. INTRODUCTION: The Engineer Research and Development Center – Construction Engineering Research
Laboratory (ERDC-CERL) has been tasked by the Cold Regions Research and Engineering Laboratory’s Defense Resiliency Against Extreme Cold Weather CPI to expand a model developed for Alaska to other boreal forest regions of North America. This model was developed using direct Army 6.2 funds in FY21-23 and was exclusive to interior Alaska boreal forests. FY24 plus-up funds were used to expand data collection activities in Alaska and Ontario. Expansion of this effort into Canadian boreal forest ecozones is necessary, particularly the boreal plain ecozone in northern Alberta.
2. OBJECTIVE: The objective of this effort is to identify multiple study sites across the boreal plain of Alberta that encompass a variety of forest sub-groups, soil types, and environmental conditions, and the collection of location, vegetation, and soil data.
3. MAJOR REQUIREMENTS: In order to accomplish the above objective, the Contractor shall complete the following tasks:
a. Task 1. Identify sampling locations across the boreal plain in Alberta. In collaboration with ERDC-
CERL, Contractors will identify suitable sampling locations. These locations will be selected within an hour drive of four or so “bases of operation” that are selected by the Contractor, and consist of forested areas that are accessible and access for sampling is permitted. Plots within these locations will be at the discretion of the sample collection team but will be such that forests and soils will be varied to encompass as much variation as possible, particularly with respect to forest types (spruce, pine, and hardwood-dominated). Approximately 96 plots will be sampled from an unknown number of locations surrounding the basses of operation, giving an estimated final total of 24 plots from around each of 4 bases of operation.
b. Task 2. Collect environmental data from identified sampling locations. At each sample plot, mark a random center point in a vegetated area and obtain an accurate GPS coordinate for the center point. From the center, measure 7.3 m (US FIA plot size) in each cardinal direction using a compass and tape measure and place a flag in the soil or tie forestry tape to the nearest branch if thick cover. The 4 flags mark off plot quadrants. If dimensions of the plot areas must be altered, the following data will require alteration to ensure a proportional number of replicate samples are collected to maintain consistent sample number per unit area.
In each quadrant, collect 35 random shear vane samples to 10 cm depth using an H-4227 Field Shear Vane (Humboldt Manufacturing, Elgin, IL). This specific brand of equipment is required for use by the contractor, as the data must complement data previously collected using that equipment. The 25.4 x 50.8 mm tip works best in deep organic soil layers and the standard 20 x 40 or smaller tip will likely be required in mineral soils. To ensure proper tip selection, test a selected tip size first over several random locations.
The shear vane values should change with different locations but not be close to the maximum. Record the selected tip size in each plot to ensure proper correction factor application during data analysis.
Record the number of deciduous and evergreen trees with DBH > /= 10 cm in each quadrant (and identify species if possible or at least deciduous or evergreen) and measure DBH for each tree. Using a 0.25 m2 quadrat, measure grass/graminoid (sedges, rushes, etc.), forb, shrub, lichen, and moss percent aerial cover to the nearest 5% across 5 random locations per quadrant. Measure depth to mineral soil at a single location in each quadrant using a trowel and measure soil moisture at a random location in each quadrant using a soil moisture probe. If soil texture can be determined, that would be desired, either from an official soil description or from soil textural analysis.
a. Task 3. Deliver data to ERDC-CERL. All data shall be provided to ERDC-CERL. Ideally, data will be input into Excel, but PDFs of field notes are acceptable so long as all data is legible. Final data shall be delivered within 30 days following the completion of the field data collection.
4. GOVERNMENT-FURNISHED SUPPORT/INFORMATION/PROPERTY: The government will provide location selection guidance and assistance as requested. ERDC-CERL shall provide on-site training to the data collection team immediately prior to data collection initiation.
5. CONTRACTING OFFICER’S REPRESENTATIVE (COR): The ERDC CERL COR for this task order will be appointed in accordance with DFARS 252.201-7000, and a copy of the designation letter will be provided to the Contractor. Although other Government personnel may clarify technical points or supply relevant information to the Contractor regarding this task order, only a Contracting Officer has the authority to revise any requirements in these specifications, including those resulting from verbal clarification. Only a warranted Contracting Officer (either a Procuring Contracting Officer (PCO), or an Administrative Contracting Officer (ACO)), acting within their delegated limits, has the authority to issue modifications or otherwise change the terms and conditions of this contract. If an individual other than the Contracting Officer attempts to make changes to the terms and conditions of this contract, you shall not proceed with the change and shall immediately notify the Contracting Officer.
The Government and the Contractor understand and agree that the services to be delivered under this contract by the Contractor to the Government are non-personal services and the parties recognize and agree that no employer-employee or master-servant relationship exists or will exist under the contract between the Government and the Contractor’s employees.
6. MEETINGS AND REVIEWS: The Contractor shall attend the following:
a. A kick off meeting, via telephone, shall be held no later than 30 working days after award.
b. Speak remotely with the Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) Contracting Officer’s Representative (COR) monthly, as a minimum requirement, at mutually agreeable times and dates, to discuss progress to date and anticipated problems, and to ensure that the Contractor's work is compatible with ERDC- CERL work on other aspects of the project. Periodic ad hoc progress meetings throughout the contract performance period.
7. TRAVEL REQUIREMENTS: The contractor shall travel as follows:
a. One trip to each base of operation for a period of up to 10 days for sample collection. Bases of operation will number up to four and be located within Alberta.
8. REPORTS/DELIVERABLES: The Contractor shall submit the following reports/deliverables to the ERDC-
CERL COR, or to the required reporting system specified, within the time specified:
a. Sampling Strategy. Draft soil sampling locations shall be provided to ERDC-CERL no later than 30 days following award and a Final Sampling Strategy no later than 15 days after receiving feedback from COR.
b. Summary Data –Data shall be submitted as a draft final report to the COR via email no later than 30 days following completion of data collection activities. Data shall be in a format that is mutually agreed upon between the Contractor and COR. The final version will be due to the COR no later than 30 days after receiving feedback for the draft version from the COR.
An invoice for partial payment can be submitted at the time the sampling strategy is complete, and a copy shall be included as an attachment in WAWF (see Section G). No partial payment will be approved unless the government has received all deliverables due at the time of submission.
c. DD Form 882: The Contractor shall submit DD Form 882(s) in accordance with Section I, Clause No.
252.227-7039, “Patents – Reporting of Subject Inventions” of the basic contract. If the period of service of this task order is not in excess of eighteen (18) months, an interim DD Form 882 is not required.
