Section C - Descriptions and Specifications
PERFORMANCE WORK STATEMENT
FUNGAL AND COLIFORM SWAB ANALYSIS
1. INTRODUCTION: The Engineer Research and Development Center – Construction Engineering Research
Laboratory (ERDC-CERL) and The National Park Service (NPS) have partnered to determine the resilience and durability of traditional construction materials that are common to historic buildings located in flood-prone areas.
This research will directly inform guidance currently being prepared by NPS in the form of a new Preservation Brief on the topic of flooding and historic buildings.
ERDC-CERL will construct and test samples according to the specifications provided by NPS. Simulated flood tests will be performed in accordance with ASTM E3075. Results of tests should be comparable to those for modern replacement materials that are marketed or listed as flood damage-resistant materials. Tests should also evaluate the ability of the materials to dry and be cleaned for continued use after a flood. As such, ERDC-CERL will contract with an external lab to analyze swabs, collected from each specimen in accordance with ASTM E7789, in order to determine the levels of surviving sewage and mold surrogates after cleaning and drying.
2. OBJECTIVE: The objective of this requirement is to analyze swab samples collected in accordance with ASTM
D7789 from ASTM E3075 test specimens for the Most Probable Number (MPN) of surviving Escherichia coli and the colony forming units (cfu) of surviving Penicillium brevicompactum, Aureobasidium pullulans, and Eurotium herbariorum.
3. MAJOR REQUIREMENTS: In order to accomplish the work, it shall be necessary for the Contractor to complete the following tasks:
a. Task 1: Perform Enumeration Most Probable Number (MPN) tests using methods similar or equivalent to
Standard Method 9221 to assess the quantity of E. coli on swabs. Tests shall be performed within 3 days of receipt of the swabs. Swabs shall be appropriately stored and handled between receipt and testing. A total of no greater than 200 swabs (175 base + 25 option) will be provided throughout the contract period of performance.
b. Task 2: Perform Enumeration Colony Forming Unit (cfu) tests using standard methods similar or equivalent to Food and Drug Administration Bacteriological Analytical Manual Chapter 18 to assess the quantity of surviving fungi on swabs. Tests shall be performed within 3 days of receipt of the swabs. Swabs shall be appropriately stored and handled between receipt and testing. A total of no greater than 200 swabs
(175 base + 25 option) will be provided throughout the contract period of performance.
c. Task 3: Ensure proper specimen labelling and proper handling of Chain of Custody forms. Samples are to be preserved for a period up to 30 days for reanalysis if necessary. After this period the samples are to be destroyed and disposed of by the contractor.
d. Task 4: Prepare reports detailing MPN and cfu test results. Reports shall be furnished to the COR within 1 week of receipt of each swab.
4. GOVERNMENT FURNISHED INFORMATION/MATERIALS: The government will provide one swab for
E. coli MPN analysis and one swab for fungal cfu analysis from each location on test specimens, prepared in accordance with ASTM E7789 and shipped overnight, on ice, in Butterfield’s solution, with appropriate Chain of
Custody forms.
5. CONTRACTING OFFICER’S REPRESENTATIVE (COR): A COR will be appointed upon award in accordance with DFARS 252.201-7000. No Government personnel, other than the Contracting Officer, shall have the authority to do other than clarify technical points or supply relevant information to the Contractor regarding this contract. Specifically, no requirement in these specifications may be altered through verbal clarification. Only a warranted Contracting Officer (either a Procuring Contracting Officer (PCO), or an Administrative Contracting
Officer (ACO)), acting within their delegated limits, has the authority to issue modifications or otherwise change the terms and conditions of this contract. If an individual other than the Contracting Officer attempts to make changes to the terms and conditions of this contract you shall not proceed with the change and shall immediately notify the
Contracting Officer.
6. NON-PERSONAL SERVICES: The Government and the Contractor hereby understand and agree that the services to be delivered under this contract by the Contractor to the Government are non-personal services, and the parties recognize and agree that no employer-employee or master-servant relationships exist or will exist under this contract between the Government and the contractor's employees.
7. MEETINGS/REVIEWS: The contractor shall attend the following:
a. A kick off meeting, via telephone, shall be held no later than 10 working days after award.
b. A monthly telephone call between the contractor project manager and Contracting Officer’s
Representative (COR) to briefly update the status of the contract and related tasks.
7. TRAVEL: The Government anticipates the following travel to be needed during the performance of this requirement:
a. No travel required.
8. REPORTS/DELIVERABLES: The Contractor shall submit the following to the ERDC-CERL COR:
a. One (1) electronic copy, submitted by email, in PDF format, of MPN and cfu test results for each test performed, due within 1 week of receipt of each swab.
b. Upon request of the COR for surveillance purposes, one (1) electronic copy, submitted by email, in PDF format, of the Chain of Custody form associated with a specified test sample.
c. Upon request of the COR for surveillance purposes, documentation of specimen storage and handling conditions, submitted by email in PDF and/or JPG format.
d. Monthly Progress Reports - One (1) typed letter report describing progress on the contract. The report shall be as of the last day of the month and shall be transmitted via electronic mail no later than the 10th calendar day following the end of the reporting period. The first and last report may cover more than a month with prior concurrence of the government. Invoices for partial payment shall be submitted via WAWF to coincide with submission of the monthly progress reports to the COR. No partial payment will be approved unless the government has received all progress reports that are due. Each monthly report shall state in boldface type the date on which the period of services ends and on which the draft and final reports are due.
These reports shall document the progress of the work and any actual or anticipated problems or delays. In order to comply with manpower reporting requirements, the reports shall identify the quantity and names of employees working on the project. It shall not be sufficient to simply mention in one or two sentences that work is progressing on the project. A hard copy of the most recent monthly report shall also accompany all invoices.
