IV. BASIS FOR AWARD

Informal source selection procedures will be used for this requirement in accordance with FAR 13.106-2 “Evaluation of quotations or offers.”

All proposals received in response to the Request for Proposal (RFP) will be comparatively evaluated in accordance with the solicitation. The objective of the evaluation process is to award a contract to the responsible offeror whose proposal is determined to represent the “Best Value” to the Government using price, and other non-price factors considered by the Contracting Officer.

The Government intends to make awards without discussions; however, the Government may determine that discussions are necessary. For this reason, the offeror’s proposals must be complete and contain their most favorable terms. The proposal shall address and contain the information listed below.

Evaluation Factors Offerors shall submit proposals that address each of the evaluation factors listed below. The Government will evaluate proposals based on the degree to which they demonstrate a clear understanding of the requirements and ability to successfully perform the work. Each factor will be assessed using the specified rating scale defined and evaluated independently to support a comprehensive best value determination.

To be eligible for award, offerors must receive ratings of no less than “Acceptable” for the Technical Factors and no less than “Neutral Confidence” for the Past Performance Factor and must submit a fair and reasonable price.

The order of importance of the factors is as follows: Factors 1 through 3 are of equal importance.

All evaluation factors other than price, when combined, are significantly more important than price.

Factor 1: Technical Understanding and Approach The proposal will be evaluated on the offeror’s technical understanding of the content development and website maintenance objectives, and the clarity and practicality of its technical approach. The proposed approach must demonstrate feasibility, alignment with Government goals, and responsiveness to potential operational challenges. Additionally, the proposal must reflect the offeror’s knowledge of the USACE Civil Works Mission, familiarity with all major business lines and concepts of economics (including National Economic Development Benefits), and ideally, IWR work processes and the Value to the Nation Program and its products. Offerors must include an Excel spreadsheet separate from their price proposal that details the labor categories, mix of labor and quantity of labor hours per task in the PWS.

Factor 2: Personnel Qualifications

The proposal will be evaluated on the qualifications, expertise, and background of proposed personnel in relation to the required services. The proposal must identify team capabilities aligned with the scope of content development and website maintenance. Emphasis will be placed on the demonstrated qualifications of personnel contributing to economics-related and data-driven content, including applicable academic training or analytical experience. The proposal must also present a clear and realistic level of effort, detailing the roles, labor categories, and expected availability of each key team member over the performance period.

The Technical Factors (other than Past Performance) will be rated using the following adjectival ratings:

RATING
DESCRIPTION
OUTSTANDING
Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.
GOOD
Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.
ACCEPTABLE
Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.
MARGINAL
Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.
UNACCEPTABLE
Proposal does not meet requirements of the solicitation and, thus, contains one or more deficiencies or significant weaknesses, and is unawardable, and/or risk of performance is unacceptably high.

Factor 3: Past Performance

The proposal will be evaluated on the offeror’s demonstrated experience supporting content-driven web platforms and similar government or mission-oriented initiatives. The proposal must reflect a strong performance history, relevance to this scope, and the ability to deliver results that meet or exceed quality expectations.

The Past Performance Factor will be rated using the following adjectival ratings:

RATING
DESCRIPTION

Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence
Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Neutral Confidence No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
