Section C - Descriptions and Specifications

PERFORMANCE WORK STATEMENT

Development of an AdH Hydrodynamic and Sediment Model of the John Martin Reservoir

1. Background: The US Army Corps of Engineers Engineer Research and Development Center (ERDC) has developed several Adh Hydrodynamic and Sediment Models over a period of years. The ERDC has a need to investigate the influence of extreme events on the sediment deposition in the John Martin Reservoir and specifically in the vicinity of the vertical sluiceway gates. The John Martin Dam is situated at the edge of the Great Plains and captures sediment from the Arkansas as it flows from its origins in the Rocky Mountains. The sediment captured by the John Martin Reservoir includes fine sediment that accumulates around the dam’s vertical sluiceway (bulkhead) gates, causing maintenance issues. The proposed tasks will develop a hydrodynamic and sediment model of the John Martin Reservoir.

2. Description of Services: The Vendor will develop an Adh Hydrodynamic Sediment Model of the John Martin Reservoir Dam. The Vendor will work through interfacing with the Contracting Officer Representative (COR) as needed to obtain a clear understanding of the products/tasks. Specific detailed descriptions of specific products to be delivered and/or tasks performed are provided. The COR will provide feedback as to the acceptance of the products and deliverables of the associated tasks.

3. Tasks to be performed: The Vendor will develop an AdH hydrodynamic and sediment model of the John

Martin Reservoir for the verification model year 2020. The model will be verified to water surface elevations, velocities data. The model will document the comparison of numerical results for sediment fluxes through the gates to those reported below the reservoir.

a) Task 1 – Development of an AdH hydrodynamic and sediment model of the John Martin Reservoir for the year 2020. The downstream extent of the model will include the location of the USGS gage 07130500, and the upstream extent will be determined through consultation between the vendor and ERDC.

Description: The objectives of this task is the development of a Adh Hydrodynamic Sediment model that will document the comparison of numerical results for sediment fluxes through the gates to those reported below the reservoir.

b) Deliverables:

i. All data developed as a part of this task

ii. All AdH simulation files including the mesh, boundary conditions and hot start files

iii. All AdH simulation files including files used to generate AdH meshes, boundary conditions and hot start files

iv. Journal Article documenting the results of the AdH modeling effort. This will focus on the influence of extreme events on sediment transport within the John Martin Reservoir

v. Training class for the ERDC at the Albuquerque district.

4. Vendor Capabilities: Knowledge, Skills and Abilities: All deliverables will involve expert experience and knowledge of the skill sets below:

The selected vendor must possess:

Experience in the application of AdH to the study of hydrodynamics.

Experience in the application of AdH to the study of sediment dynamics.

Experience in the modification of the AdH code to meet project objectives.

4.1 Finite element physics based numerical hydrodynamic and transport code with an adaptive mesh scheme and a self-adapting time step scheme in two and three dimensions in desktop and supercomputing environments.

4.2 Shallow water and Navier-Stokes finite element physics based numerical hydrodynamic and transport code with an adaptive mesh scheme and a self-adapting time step scheme in two and three dimensions.

4.3 Linking of water quality and ecological numerical libraries in an operator-splitting environment to a finite element physics based numerical hydrodynamic and transport code with an adaptive mesh scheme and a self-adapting time step scheme in two and three dimensions.

4.4 Identification and coding of physics-based algorithms of processes in a finite element physics based numerical hydrodynamic and transport code adaptive mesh scheme and self-adapting time step scheme environment in two and three dimensions.

4.5 Testing code in a finite element physics based numerical hydrodynamic and transport code adaptive mesh scheme and self-adapting time step scheme environment in two and three dimensions.

4.6 Application of code to model open channel hydrodynamic systems in a finite element physics based numerical hydrodynamic and transport code adaptive mesh scheme and self-adapting time step scheme environment in two and three dimensions.

4.7 Simulation with various domains and boundary conditions that include wetting and drying, sediment and other forms of transport, as well as long wave propagation due to vessel movement in a finite element physics based numerical hydrodynamic and transport code adaptive mesh scheme and self-adapting time step scheme environment in two and three dimensions.

4.8 Technology transfer and demonstration of finite element physics based numerical hydrodynamic and transport code with an adaptive mesh scheme and a self-adapting time step scheme in two and three dimensions.

5. Vendor Furnished Items: The Vendor, as an independent vendor, and not as an agent of the Government, shall provide all personnel and supervision necessary to prepare and deliver the items listed in the Deliverables section of this document.

6. Government Furnished Items: The Government shall provide, as necessary to the development of the products, office or workroom space, computers, required software, and other necessary materials at CHL.

In addition, the Government shall provide access to all Government documents, people and facilities relative to the success and completion of deliverables specified in this PWS. The USACE will provide:

a. Bathymetric information for the John Martin Reservoir

b. Sediment bed information for the John Martin Reservoir and the upstream river

c. Sediment flux information downstream of the John Martin Reservoir

d. Arkansas River flow information from the closest upstream flow gage

e. Regarding Contract Clauses 252.204-7012 and 252.204-7020 in Section I, there will be no

Covered Unclassified Information (CUI) provided to the contractor under this award.

7. Place of Performance: The place of performance of these services shall be the Vendor’s Offices.
