About this file

This is a Sources Sought Synopsis issued by the U.S. Department of Interior's U.S. Geological Survey (USGS) to conduct market research for Innovasea HTI-Vemco Telemetry equipment. The research is specific to cooperative telemetry studies involving Asian carp tracking across multiple rivers, including the Mississippi, Illinois, Ohio, Tennessee, and Cumberland Rivers, with participation from the U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, and 7 State agencies.

The specific equipment required includes 70 V16-4x-A69-2801 Round Case Carp Tags, 5 NexTrak R1 Acoustic Receivers, and 2 VR100 Surface Transponders. This is a proprietary equipment requirement, with Innovasea being the sole manufacturer. Interested parties are invited to submit capability statements by 5:00 PM EST on March 25th, 2025, via email to therberholz@usgs.gov. The procurement may be set aside for small businesses or conducted through full and open competition, with potential for multiple awards. The NAICS Code for this opportunity is 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing).

The U.S. Department of Interior, U.S. Geological Survey (USGS) is issuing this source sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for the potential need for Innovasea HTI-Vemco Telemetry. The U.S. Geological Survey, Upper Midwest Environmental Sciences Center is engaged in cooperative telemetry studies involving the U.S. Army Corps of Engineers, the U.S. Fish and Wildlife Service and 7 State agencies to conduct telemetry studies with Asian carp. Multiple telemetry studies are ongoing in the Mississippi, Illinois, Ohio, Tennessee, and Cumberland Rivers. These are high priority studies that build on existing studies and equipment. Studies are critical in evaluating the effects of deterrents, commercial removal, and fish passage at high-head locks and dams. Identification of science needs have prioritized the use of acoustic telemetry in these rivers. The equipment, transmitters and infrastructure selected for telemetry studies in this segment of the Asian carp’s range is proprietary equipment manufactured by Innovasea.

Innovasea HTI and Vemco acoustic receivers and tags have been implemented successfully for Asian carp research in these rivers. An array of HTI and Vemco acoustic receivers already exists for several ongoing projects. An existing population of fish tagged with HTI and Vemco acoustic transmitters exists in these rivers. The coding architecture of HTI and Vemco transmitters is proprietary and cannot be reproduced by other manufacturers. It is required that all participating State and Federal agencies acquire and use the identical equipment specified in this purchase request to achieve scientifically defensible population metrics and measurable responses to a deterrent and environmental variable.

Timelines for monitoring and research activities in these rivers for telemetry systems to support management actions require that equipment and tags be acquired immediately for implementation in field studies already underway. In making this procurement decision, USGS considered alignment with DOI IT Transformation goals, alternative solutions, bandwidth and IT security impacts, portability, interoperability, and life cycle requirements. Technical Requirements shall include the following but not limited to:

Brand Name Innovasea HTI/Vemco Telemetry Equipment:

• V16-4x-A69-2801 Round Case Carp Tag 70 EA

• NexTrak R1 - Acoustic Receiver 5 EA

• VR100 - Surface Transponder 2 EA

The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) Code assigned to this source sought is 334511 – Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing.

THERE IS NO SOLICITATION AT THIS TIME.
