SCOPE OF WORK:
HELICOPTER GLYPHOSATE HERBICIDE APPLICATION
AT RIDGEFIELD NATIONAL WILDLIFE REFUGE
1. GENERAL INFORMATION
This Contract provides for the control of target ricefield bulrush, reed canarygrass, and fragrant waterlily, through the application of chemical herbicides on specified areas at the Ridgefield National Wildlife Refuge (Refuge). Work shall consist of furnishing all necessary equipment, labor, and materials necessary to accomplish the specified vegetative control, with the exception of the herbicide and surfactant, which will be provided by the Refuge. Spraying will take place by rotary‐winged aircraft (helicopter).
The Refuge will provide the necessary quantities of an aquatic formulation of glyphosate plus an appropriate formulation of the surfactant LI700 (or equivalent) and will ensure that the product used has an approved pesticide label. The label‐designated application rate of Aquamaster for target species control is 1.5‐2.3 quarts/acre. The designated application rate of LI700 is 3.2 ounces/acre. The Contractor will apply 2 qts/ac of herbicide containing 3.2 oz of surfactant. The herbicide application date shall set by the Service with advance notice to the contractor to be timed between annual sprouting of ricefield bulrush and flowering, to achieve kill before seed fall. A single application will be selected for all target plants. While the application period may be variable with climatic and hydrological factors, treatment has generally occurred in late June to early July. All herbicide applications shall be consistent with the product label instructions, manufacturer's guidance, permit restrictions, and the requirements of this Contract.
2. LOCATIONS, CONTACTS
2.1 General Location: The work area is located in Ridgefield, Clark County, WA. Specific wetland application sites will be identified prior to application. All application is within the 5,300 acre Ridgefield National Wildlife. Staging location is at the vendor’s discretion and will affect distance of batch runs. But in the past, average batch runs have been short, generally several miles. All application locations fit within a 2 mile by 7 mile rectangle. The estimated extent of infestations to be treated will be depicted on more specific location maps as the treatment approaches. And the specific treatment areas will be identified in GIS format prior to application. (See 3.1 below).
2.2 The Primary Contact/Project Officer for herbicide application and logistics is Alex Chmielewski, Wildlife Biologist, Ridgefield Nation Wildlife Refuge Complex (Alex_Chmielewski@fws.gov, 360‐887‐
3883 office). The Primary Contact at the field station for contracting is Eric Anderson, Deputy Project
Leader, Ridgefield National Wildlife Refuge (Eric_Anderson@fws.gov, 360‐887‐4106 office).
3. TREATMENT AREAS, CONTROL GOALS AND HERBICIDES
3.1 General: Specific treatment areas will be shared prior to the application. Treatment areas can be shared by GIS shape files, KMZ files, or Google Earth maps. The purpose of this treatment is to achieve the vegetation control goals described in the next paragraph. Areas of reed canarygrass/ricefield bulrush will be approximately 150 acres. Areas of fragrant waterlily treatment will be between 5 and 10 acres.
3.2 Vegetation Control Objectives: A minimum of 90% of all of the treatment areas will be sprayed, with each infestation receiving at least 90% coverage by foliar spray, to the degree that at least 90% of the live stems yellow prematurely within 2‐3 weeks of the spray. Project Officers will be responsible for documentation if less than 90% of the area was treated, and notifying the Contractor, as soon as possible after the spraying activity (e.g. will survey the area, take digital photographs).
3.3 Minimizing Impacts to Non‐Target Species: No broadcast spraying shall be performed when wind speeds exceed specifications listed on the herbicide label, or 10 mph, whichever is greater, or wind directions are likely to result in drift to non‐target areas, or public use areas. No broadcast spraying shall be performed if more than 20% chance of rain is forecast for the day of application or for the 24 hour period following the planned application. To reduce drift from rotor wash, nozzles should be oriented 75 degrees to the rear.
4. NOTIFICATION OF TREATMENT
The Contractor will apply herbicide within 4‐working days on either side of the target date (excluding weekends). The Refuge will ensure that staff is designated and available to answer questions and support logistics during the application. The Contractor is welcome to conduct a pre‐application reconnaissance visit on a date to be negotiated with the Project Officer, listed above.
5. HANDLING, MIXING, APPLICATION RATES AND METHODS
5.1 Handling and Mixing: All herbicides will be handled and stored in accordance with instructions on the EPA registration label. All herbicides shall be mixed in accordance with the label instructions so that the desired rate of application can be attained with the Contractor's application equipment.
Mixing water is the responsibility of the Contractor. In addition, the Contractor will ensure that no contamination of any water source occurs and that emergency spill containment equipment is at the worksite and is capable of containing all potential herbicide spills from Contractor vehicles/equipment. Unused, mixed pesticides will be disposed of in accordance with local, state and
EPA guidelines. Spray equipment cleaning will also be accomplished in accordance with these guidelines. Prior to leaving a worksite for the day, the Contractor shall remove all equipment and litter resulting from contract activities on government property.
5.2 Equipment: The equipment used by the Contractor shall be designed for such work and operated in a safe manner. The equipment will be capable of accurately delivering a predetermined rate per acre dosage of herbicide.
5.3 Rates and Method of Application: Application rates will be per the specifications shown on the table in Part 2, above, labeling and manufacturer's suggested rate tables, and the desired results identified in “3.2 Vegetation Control Objective”.
6. SAFETY AND CERTIFICATION
6.1 Safety Manual: Notwithstanding any other provisions of this Contract, the Contractor shall comply with all safety and health requirements as outlined in OSHA Safety Standards to ensure the safe working conditions for his employees and government workers.
6.2 Hazard Communication: The Contractor shall implement a hazard communication program in accordance with 29 Code of Federal Regulations (CFR) 1910.1200 or 1926.59. The hazard communication program shall address, as a minimum, the following: training (to include potential safety and health effects from exposure), licensures, PPE, spill response, and appropriate chemical transport.
6.3 Licensing: The Contractor, all of its employees, and any subcontractors performing any of the work under this Contract shall possess a valid state commercial herbicide applicator's license for the state in which work is being performed and shall comply with all Federal, State, and local laws and regulations applicable to the Contract work and to the products and materials used by the Contractor in performing that work. Evidence of such licensing shall be submitted with the "Application Plan" as outlined in Paragraph 7. 1.
6.4 Public Safety: Public safety must be ensured when spraying or using pesticides. The Refuge will be closed off to the public the day of spraying. The Refuge is heavily visited by the public, especially on weekends. No spraying will take place on weekends at any refuge location unless approved in advance by the Project Officer.
