About this file

This document is a Brand Name Justification for the Department of the Interior, United States Geological Survey (USGS) to contract for a Teledyne Marine RiverPro 1200 kHz Acoustic Doppler Current Profiler (ADCP) on a limited source basis. The USGS Columbia Environmental Research Center (CERC) requires the RiverPro ADCP to replace aging instruments and support critical research on river habitat dynamics centered on the endangered pallid sturgeon. The RiverPro was selected as the only compatible replacement for the USGS CERC's existing Teledyne Workhorse Rio Grande ADCPs, which are no longer in production. The estimated dollar value is not provided. The acquisition will be conducted among authorized Teledyne resellers, and future requirements for similar items will be competed to the maximum extent practical.

The related federal contract opportunity is Solicitation Number 140G0124Q0251 for the CERC Teledyne RiverPro 1200 kHz ADCP. This is a full and open competition with a NAICS code of 334513 and a size standard of 750. Quotes from authorized resellers are due by 8/6/2024 and should be emailed to krschneider@usgs.gov.

BRAND NAME JUSTIFICATION

1. Contracting Agency and Activity. The Department of the Interior, United States Geological Survey plans to contract by means other than full and open competition. This document sets forth the justification and approval for award of a Teledyne Marine RiverPro 1200 kHz ADCP on a limited source basis as required by FAR 13.106-1.

2. Nature of Action Being Approved. A new order for a Teledyne Marine RiverPro 1200 kHz ADCP (Acoustic Doppler Current Profiler).

3. Description of Supplies or Services. The USGS Columbia Environmental Research Center (CERC) is in need of a new ADCP to replacing aging instruments. Accurate profile range, depth, and velocity is a critical need to support the USGS CERC river habitat dynamics research, centered on the federally endangered pallid sturgeon.

4. Estimated Dollar Value.

5. Statutory Authority. The proposed action may be awarded on a sole source basis under the authority FAR 13.106-1.

6. Rationale Supporting Use of Citation in No. 5.

The Teledyne RiverPro provides the fully manual mode of operation, allowing user input to all instrument settings, outputs, and inputs. Additionally, the RiverPro provides the accuracy, profiling range, and profiling depth required for the habitat studies conducted by the USGS CERC on the Missouri River. The USGS CERC has several Teledyne Workhorse Rio Grande ADCPs, also manufactured by Teledyne, but are no longer in production. The RiverPro ADCP is the upgraded replacement to the Workhorse. As such, an equivalent ADCP is needed to integrate into the existing equipment, software, and mounting platforms of the USGS CERC; the RiverPro ADCP will seamlessly integrate into the USGS CERC existing operations. No additional hardware, software, firmware, or mounts will be required by purchasing the Teledyne RiverPro 1200 kHz ADCP. Along with functionality with existing equipment, the RiverPro will allow data continuity for accurate profile range, depth, and velocity measurements which is critical to support the USGS CERC river habitat dynamics research, centered on the federally endangered pallid sturgeon.

7. Other Information. N/A

8. The Efforts to Identify Additional Sources Including the Market Research Conducted.

Market research indicates no other equipment will be compatible with Government inventory valued at approximately . Competition will be sought among Teledyne resellers.

9. Actions to Overcome Barriers to Competition. Future requirements for the same or similar items will be competed to the maximum extent practical. This requirement will be competed among authorized resellers.

10. Recommendation and Certification from Program Office

Based on the above, I recommend this acquisition be conducted on a limited source basis. I certify that technical data which form a basis for this justification, that are the responsibility of technical or requirements personnel are complete and accurate.
