About this file
This document is a Justification for Other than Full and Open Competition for the Bureau of Land Management (BLM) to purchase two IsoTruss towers for their communication infrastructure.
The BLM is seeking two IsoTruss towers that meet or exceed Motorola R56 and TIA/EIA 222-H standards. One tower will be a 40-foot carbon fiber lattice structure that will mount to a Pepro 8' x 14' shelter, and the other will be a 40-foot tower that mounts to an existing Pepro two-bay micro site. The IsoTruss towers are preferred due to their exceptional strength-to-weight ratio, material durability, standards compliance, engineered design, and seamless integration with the existing Pepro shelters. Using IsoTruss towers eliminates the need for costly foundation inspections every 5 years, which is required for towers with a traditional foundation. The justification outlines how IsoTruss towers are the only viable option that meets all the BLM's technical requirements and offers long-term benefits in terms of durability, reliability, and cost-effectiveness.

Justification for Other than Full and Open Competition Bureau of Land Management FAR 13.106-1(b)(1) Simplified Acquisitions
Tower Purchase / 40652238
1. Identification of the agency and the contracting office.
Bureau of Land Management, California State Office Division of Support services, Telecommunications Branch 2800 Cottage Way Sacramento, Suite W-1623, CA 95825
2. Description of supply or service required to meet the agency’s needs.
· Two IsoTruss towers that meet or exceed R56 standards. One 40’ carbon fiber lattice structure, continuously wound and interwoven space frame with a hexagonal shape that will mount to a Pepro 8’ x 14’ (Fissure Peak) and 40’ tower that mounts to the existing Pepro two bay micro site (Old Woman’s Peak). The tower must be made from Carbon Fiber, continuously wound carbon fiber structure, a Lattice Structure, continuously wound, Interwoven lattice, must have a space frame, must be a hexagonal shape, and made with flange connections.
3. The rationale or circumstances for limiting competition.
Using another manufacture would cost the government more money with the product and transportation of the product to the site now and in the future. All towers with a foundation are required per BLM policy to have their foundations inspected every 5 years. The IsoTruss Towers cost less and do not require a foundation due to the design. By leveraging IsoTruss towers, BLM - CA meetis immediate project requirements but also investing in a solution that promises long-term benefits in terms of durability, reliability, and cost-effectiveness.
Other vendors can erect a tower however they do not meet the weight restrictions for the helicopter, do not meet or exceed Motorola R56 Standards, and they do not meet TIA/EIA 222-H standard. These requirements limit the vendor to only IsoTruss patented towers. The towers must be engineered to attached to the Pepro shelters which have limited space on the peaks.
Here are some key points summarizing why IsoTruss towers are the preferred choice:
1. Strength and Weight: IsoTruss patented interwoven lattice towers offer exceptional strength-to-weight ratios, making them up to 12 times stronger than steel while also being significantly lighter. This is crucial for helicopter transport and installation in remote or challenging locations. The interwoven tower wil be attached directly to the Pepro shelters.
2. Material Durability: Unlike traditional materials like steel or wood, IsoTruss patented Continuously wound carbon fiber structure towers are made from composite materials that are resistant to corrosion, rot, and rust. This ensures a longer lifespan and lower maintenance costs, especially in harsh environmental conditions.
3. Standards Compliance: IsoTruss towers meet or exceed critical standards such as Motorola R-56 for BLM radio sites and TIA/EIA 222-H for structural design loads. This ensures reliability and performance in demanding applications.
4. Engineering and Design: The patented IsoTruss lattice design optimizes material alignment, providing exceptional resistance to torsion and transverse shear forces. The parallel fibers within the structure enhance its ability to withstand various types of mechanical stress. This design eliminates the need for a foundation with the Pepro shelters.
5. Installation and Integration: IsoTruss towers can be engineered to integrate seamlessly with Pepro shelters, even in locations with limited space on the peaks. This ensures a cohesive and efficient setup for your communication infrastructure. This also eliminates the need the need for future tower foundation inspections which are costly for a fly in only sight. This solution saves the government money now and in the future.
Given these advantages, IsoTruss towers offer a comprehensive solution that not only meets the Bureau of Land Management CA current project requirements but also provides long-term benefits in terms of durability, reliability, and cost-effectiveness. Their innovative design and material properties make ISOTruss an ideal choice for deployments in challenging environments and locations.
