Combined Fence Replacement
FY2020
Salem Maritime National Historic Site, Salem, MA, PMIS
244798a Saugus Ironworks National Historic Site, Saugus, MA, PMIS 244800b STATEMENT OF WORK
1. Location and Significance Salem Maritime National Historic Site (SAMA) preserves grounds and buildings to commemorate the Maritime History of the Unites States. Saugus Ironworks National Historic Site (SAIR) preserves the history of the first successful Iron Works in the United States. Each site is approximately 9 acres. The fences addressed in this project are part of planned cultural landscapes, making it crucial to replace them in kind to appearance except where are clearly stated otherwise. It should be noted that access to individual work may be limited due to presence and location of historic gates and structures. The work will be performed at SAMA in Salem, from 160-174 Derby St., Salem MA 01970 and at SAIR in the area to the East of 230 Central St., Saugus, MA 01906.
2. General Intention and Overview The purpose of this contract is to remove and replace the existing fences and gates. Awardee will provide supervision, labor, management, supplies, equipment, disposal and any other services as required to complete the project as described below. Any questions or concerns should be directed to the Contracting Officer (CO) or Contracting Officer’s Representative (COR). This Fence rehabilitation package combines Five (5) separate fence projects into one scope of work. The projects take place at both Saugus Ironworks NHS and Salem Maritime NHS. Since these separate fences differ in construction and location, each sub-project has been given its own segment, clarifying what is to be expected for each section of fence. At the beginning and again at the end of the document the overall guidelines and responsibilities of the awardee are laid out that must be followed for all 5 projects and at both sites.
3. Measurement and Source Documents Details of the existing fences and gates will also be the primary source used to inform decisions on this project. Fences being removed and replaced will be carefully taken apart by the awardee so that historic structures or other structures that they connect to are preserved, and careful measurements can be taken. The Contracting Officer’s Representative (COR) will make the final determination on construction details and materials of the new components.
The measurements included in this document are to be considered close approximations. The awardee shall verify all measurements and quantity of materials, along with relevant source material, to develop a clear understanding of the proposed project and associated issues. Any questions or concerns should be directed to the CO or COR.
Awardee will provide the following minimum documentation at the completion of the project:
1) Copies of any shop drawings created for execution of the project.
2) As-built drawings of the completed fences in printed or electronic format.
3) Fastener schedule if all details not shown in as-built drawings showing all relevant details, must indicate type, size, material, location of all fasteners.
4. Description and Details
1.) Derby House Garden Picket Fence, SAMA
Project Summary: This approx. 170’ fence has seen many repairs over the years and has far outlived its proposed 20-year lifespan. Currently the fence is showing large, widespread, sections of rot that result in unstable sections of fencing and loose and missing pickets. Frequent repairs conducted to mitigate the rot has resulted in an unsightly and inconsistent fence line.
Replace all components of the fence including; pickets, posts and rails to create an exact replica of its rotten predecessor.
When replacing the posts, the same holes will be used with as little ground disturbance as possible. The post holes should be below the frost line [40”] as this area is prone to frost heaves. This depth will also allow the bottom 5” of each post hole to be filled with tamped down pea stone for drainage.
There is a trough of pea stone that follows the fence line to alleviate splash back during heavy rains. The awardee will straighten and level it as part of this project.
1B.) Demolition: Demolition of the fence shall be conducted with great care. There are sections of fencing that terminate at historic structures and some that terminate at neighboring properties. Any termination point secured to a historic building that is sound should be left in place and reused. If a termination point secured to any structure needs to be replaced the contractor must notify the COR prior to removal and discuss minimally invasive options with the COR prior to any such removal.
1B.1) Material Disposal: It is the responsibility of the awardee to arrange and take care of all aspects of material disposal. There is space in the cobblestone driveway for up to a 30-yard dumpster. (see map image)
1B.2) Termination points: The fence is anchored to a piece of wood that has been fastened to the Derby house.
This anchor point seems to be in good condition and should not be removed if at all avoidable. The other end of the fence terminates at a post. (see images below)
1C.) Post Holes: holes will be reused as much as possible. They should be dug (if not already the appropriate depth) to a depth of 40”. There will be 5” of tamped down ¾” stone placed at the bottom of each post hole to ensure proper drainage.
Holes must be straight to ensure that posts will be straight.
1D.) New Fence Components: Wood will be a mixture of B and C grade pine. Wood must be majority straight grain to be free of, and prevent, checking, cupping twisting or warping of the pickets. Any imperfections in the wood, i.e. loose knots, checks that develop after installation, etc. that cannot be avoided must be filled with exterior wood putty for an even and uniform surface. Awardee is responsible for milling new pickets off site, milling an extra 25 pickets for NPS. Other components should be milled off site as much as possible. New pickets will be approved by COR before use. Upon demolition of the old fence, any pickets that are rot free and reusable should be salvaged for NPS. Awardee will replace all rails. Awardee WILL NOT pre-assemble fence sections, to ensure that the fence is level and straight throughout.
1D.1) Picket: The pickets are 43 ¼” X 2 ¼” X 1”. The top of each picket is slightly arched, and new pickets must be exact replicas of the originals. There are approximately 980 pickets that make up this section of fence. All pickets will be replaced new.
1D.2) Rail: The rails measure 3 ¾” x 2” and vary in length from 12 ½” to 142 ¾”. There are 16 sections of fencing, not including the gate section. The bottom rail is notched into the post approx. 4” above ground level. The lower rail is attached on end while the top rail is fixed flat to the top of the post. The awardee is responsible for ensuring that notches are a tight fit and that rails are level throughout the length of the fence. (see images below)
1D.3) Posts: Awardee will replace all posts with dimensional 6” X 6” X 8’ ground contact pressure treated pine.
Contractor must ensure that the fence posts and fence are stable and that post bottoms are below the frost line. Each post protrudes from the ground roughly 35” and notched 4” above ground level to accommodate the bottom rail.
Please note that these measurements will fluctuate slightly due to the uneven ground surface over the span of the fence. All final measurements should be done using a string line and level to ensure the fence line is straight and level (see images below)
1E) Fence Assembly and completion
1E.1) Paint: See below section 6.B
1E.2) Nails and fasteners: 6d 2” galvanized cut nails that closely match the ones in the existing fence will be used to secure the pickets onto the rails. There are (4) nails per picket, (2) on each rail. These holes should be predrilled to ensure no splitting. All fasteners will be hot dipped galvanized or Stainless steel.
1E.3) Pickets and Spacing: Each picket maintains approx. 2” space between the next picket. The Number of pickets and length of rails varies from post to post. This rail length inconsistency means that these fence sections must be assembled in place and cannot be prefabricated.
1E.4) Gate: The gate is in like new condition. The gate should be set aside for reuse. When reinstalling the gate, it must be releveled to the new posts so that there is no sag and the new posts must accommodate the gate length so that the gate closes without any gaps. Currently the gate spans a distance of 90 ½”. Upon reinstallation the gate must still close and be centered on the granite marker as shown in the photos below. Although this gate will be reused, it should be scuff sanded, caulked and painted in the same fashion as the rest of the fence.
Note: picket spacing is clearly visible. The first picket starts at the derby house and then pickets are tightly butted at the corner. Pickets are spaced 2” apart.
2.) Fence Bisecting the Narbonne House and Hawkes House Lawn, SAMA
2A) This fence runs from a concrete garage that is on a neighboring property, to the far end corner of the derby house picket fence. The fence itself is bisected by a tall privacy fence, and is made up of three sections of fencing, that are separately described below. Utilities, Work Site Safety, Parking Access, Work House, Utilities, demolition and material disposal are the same as in section above.
2B.1)From the cement garage to the privacy fence, about 43’: This section of fence will be completely removed and replaced to match the Narbonne House back yard Fences (“bisecting privacy fence” red section in the drawing above). All components of this section of fence will be replaced. Measurement and details are approx., awardee is responsible for verifying these measurements prior to production of pickets and other components.
2B.2) Remove and Replace Posts: Awardee will be replacing (5) posts in this section, which means one
(1) new hole must be dug for this section of fencing. New posts will be 3 ¾" x 4 ½"ground contact pressure treated pine. Posts are 5’ above grade. Post holes will be dug approx. additional 5” below the frost line to allow for 5” of ¾" stone to be packed at the base of each hole for drainage.
2B.3) Rails: This section of fencing has three (3) 2” x 3 ¾" rails. All rails are notched into the posts. The top two rails are beveled 45 degrees the whole length to allow water to shed.
2B.4) Pickets: The pickets are ¾" x 3 ½" x 79” pine boards. Matching existing privacy fence on the priority. There is 1” spacing between pickets. This fence will need approximately 120 pickets.
2B.5) Paint: See below section 6.B
2B.6) Nails and Fasteners: Match fasteners on existing privacy fence, made of hot dipped galvanized or stainless steel. There are (6) nails per picket, (2) on each rail. These holes should be predrilled to ensure no splitting. All other fasteners will be hot dipped galvanized or stainless steel.
2B.7) Material and Milling: Wood will be a mixture of B and C grade pine. Awardee is responsible for milling new pickets off site and will supply NPS with 10 spare new pickets. Other components should be milled off site as much as possible. New pickets will be approved by COR before use. Awardee WILL NOT pre-assemble fence sections, to ensure that the fence is level and straight throughout.
2C) From the Privacy Fence Running Approx. 20’. This section of fence is removable and is attached on either end with pintles.
2C.1) Removal of the Fence: Awardee will reuse this 20’ section of fencing so that it may be reinstalled.
The section of fence is in good shape; however, the posts need to be removed and replaced.
2C.3) Posts: There are a total of (5) dimensional 6”X 6” posts. Post holes will be dug an additional 5” below the frost line to allow for 5” of ¾" stone to be packed at the base of each hole for drainage. There is one (1) 6”x6” post at 5’ above grade and four (4) 6”x6” posts 3’ above grade. Each post is notched 4” above ground level to accommodate the bottom rail.
2C.4) Paint and Preservation: All wooden components, new and re-used, will be painted. New sections will follow the instructions in 6.B below. Re-used sections will be inspected for areas or rot or failed paint, which will be dried and hardened with wood hardener or repaired with small dutchmen. Repair sections or areas where paint has failed will be spot primed. All surfaces will then be scuffed and painted with primer and finish paint. Primer and finish paint will be the same as used for new components.
2D) From the Removable Section, Running East for Approx. 25’, to the North End of the Derby House Garden Picket Fence. The last remaining section of this fence is the same measurements as the Derby House garden picket fence (see images below). All salvageable pickets should be kept and reused. All rails and four (4) posts will be replaced. It is two sections, 11’ and 7’, separated by gates.
2.D.1) Gate: The gate is in good condition. The gate should be removed and set aside for reuse. When reinstalling the gate, it must be releveled to the new posts so that there is no sag and the new posts must accommodate the gate length so that the gate closes without any gaps. Upon reinstallation the gate must operate properly. Gate Hardware will be re-used.
2.D.2) Paint and Preservation: All wooden components, new and re-used, will be painted.
(Fig 2A)
3.) West India Goods Store Fence, SAMA
3A) Location of Fence and Access: This fence runs the perimeter of the Derby House Garden, on its East and North sides. It is broken into two sections by a neighbor’s house. The total length of fence is roughly 230’.
3A.1) Layout: Approx. 145’ of the fence is attached to the West India Goods Store located at 164 Derby street, Salem, MA and runs north from the NE corner of that building to a neighbor’s house. The North section of fence is approx. 85’ long and runs from the same neighbor’s house to the Derby House Garden Picket Fence.
The awardee must take great precaution on the termination points of this fence as it is attached to the neighbor’s house. Any work involving work on or from property that is not owned by the park must have approval by the COR prior to work.
3A.2) General Details: This fence is in poor condition. Over the years sections of the fence have had metal posts added in order to keep it standing. These metal posts were a temporary measure and will NOT be included in the construction of the new fence. All above-grade components of this fence are being replaced in kind in regard to appearance and dimension. The East/Palfrey Ct. Section of the fence runs the length of a brick walkway (see images above). The bricks in this area are loose, and the awardee should be careful not to damage them further.
3A.3) Pickets, Rails and Cap: The image below shows the fence from the garden side. There is a 5 ½" wide base board not shown in this image. All details of above grade dimensions will be in kind to the existing fence. Fence picket (board) material will be a mixture of B and C grade pine. Wood must be free of large or loose knots. Wood should be majority straight grain to prevent cupping or warping of the pickets.
Any imperfections in the wood, i.e. loose knots, checks, etc. that cannot be avoided must be filled with exterior wood putty for an even and uniform surface. Milling work should be performed off site as much as possible. Awardee will supply NPS with 6 spare new pickets of each width. Awardee WILL NOT pre-assemble fence sections, to ensure that the fence is level and straight throughout.
3A.4) Posts: 23 posts will be replaced in this section of fencing using the original post holes. If it is necessary to enlarge these holes, ground disturbance should be kept as minimal as possible. They should be dug (if not already the appropriate depth) to a depth of 40”. There will be 5” of tamped down ¾” stone placed at the bottom of each post hole to ensure proper drainage. Holes must be straight to ensure that posts will be straight. All posts will be replaced with 6” x 6” ground contact pressure treated pine. The awardee will ensure that all posts create a straight fence line and that all posts are level.
3A.5) Nails and Fasteners: Visible fasteners will be hot dipped galvanized and of the same size and type used in the existing fence., others may be hot dipped galvanized or stainless steel.
3B.6) Paint: See section 6.B below.
3C.1) OPTION 1: Supply and Install a 4’ wide single gate to match fence details, exact location to be determined if and when this option is accepted, by the COR, on the Palfrey Ct Fence section, requiring installation of one additional latch post.
3C.2) OPTION 2: Supply and Install an approx. 8’ wide double gate, with each gate supported by an existing post, gates will match fence details and their exact location will be determined if and when this option is accepted, by the COR, on the Palfrey Ct Fence section.
3C. 3) OPTION 3: On any fence post from sections 5.1, 5.2 or 5.3 above, in place of setting posts as described above, instead supply and install a galvanized fence post base frame, 12” in diameter, 3’ tall, set into 12” diameter post holes filled with concrete, and having an approx. 18” stainless steel pin extending above grade, that fits into a hole bored in the bottom of the posts, in place of concrete footings.
4.) Remove and Replace Central Street Curve Fence, SAIR
Project Location: This fence runs along central street, Saugus Iron Works NHS, a unit of the National Park Service.
This project is for the removal and replacement of the existing wood and steel fence on top of a stone wall, located east of 230 Central St. On the South side of Central Street.
4A) Central Street Curved Fence: The fence measures roughly 110’ long. The fence consists of pine pickets (vertical boards) and rails and metal posts. Each section of fence is framed with metal tubing to add rigidity (see photos above).
4A.1) Laydown area and site access: See below in 10).
4A.2) Removal of Old Fence: The wood portion of this fence will be replaced in kind. The metal framing will be mostly removed and replaced with an altered design. Existing round steel tubing will be replaced with smaller dimension square steel tubing. Existing square anchor posts will remain intact, except for four (these will be pointed out to the contractor by the COR prior that will be removed and replaced in the same location.
4A.3) Pickets: Pickets are a mix of 1”x8”x4’ and 1”x10”x4’ boards and will be installed with the same dimension boards in the same location as existing. Pickets spacing will match what is removed, approx.
1”. New pine will be B Grade.
4A.4) Rails: Rails are constructed of 1”x10” boards approximately 10’ in length. These boards are staggered so that top and bottom rails do not end on the same post. Ends of rails are butted with a 45-degree angle and placed so that the center of the board lines up with the center of the post. 45-degree butts will be in the same location as existing. New pine will be B Grade.
4A.5) Metal Fence Frame and Components: There are (21) square posts built into the stone wall and capped with angle iron. Four (4) will be removed and replaced. The remaining (17) posts will be cut where the angle iron is welded on and, if hollow, capped. All round metal framing will be replaced with square tubing to match the existing square posts, approx. 1 ½" square steel tubing with a wall thickness of 3/16”.
The frame can be constructed of welded connections, bands and clips, or a mix of the two types of construction. Awardee will provide the design for COR approval, to create an effective frame, with a neat and uniform finished appearance. The new framing will be lowered to have its top rail near the middle of the top wood rail. New framing will incorporate a similar design to the existing including two horizontal rails, and at each wall post there will be one horizontal and one canted section linking the wall post to the fence post, The ends of the new square frame will connect to the round post on the East end for the chain-link fence (see photo below). Nails will be hot dipped galvanized to match existing, other fasteners will be hot dipped galvanized or stainless steel.
4A.6) Wood Preservation: All wood components once manufactured and before installation will be sprayed with two coats of a water-based wood preservative supplied to the awardee by the National Park Service.
4A.7) Option: Cost to remove and replace each additional wall posts if required.
5.) OPTION: Replace Chain Link Perimeter Fence and Gates Along Footpath with Matching Wood Picket Fence, SAIR
5.A) Location and Overview: The purpose of this contract is to remove and replace the existing approx. 500’ of chain link fence running from Central St. to the double gate near 228 Central St. , including a single gate and double gate, with a wooden wide picket fence that can be seen throughout the rest of the park. The gates being referenced are on either side of the footbridge. At the western end of the fence, 2 sections of fencing (starting at the stone wall on central street) each roughly 8’ will be affixed to the posts with pintles or otherwise in a way that allows the section to be easily removable. This fence spans roughly five hundred (500’) feet and marks the Northern most property line of the park.
The fence follows a tight and relatively steep graded asphalt foot trail where it goes over a small foot bridge. The fence terminates across the street from 24 Bridge Street.
5.A.1) Laydown Area: See Below in 10)
5.A.2) Removal of the Chain Link Fence: The metal posts will remain in place as they will be used to support the posts on the new wooden fence. Part of this fence removal process includes cutting the metal posts to the specified height. Metal post caps shall be saved.
5.A.3) Posts: There are roughly 57 galvanized Pre-existing metal fence posts that will be cut down to a predetermined size and re-capped using their original caps. Some of the metal posts are badly damaged and or significantly leaning, these will be straightened (if possible) or replaced in kind in the existing locations (5 locations). 1 new post will be added as part of moving the 4' gate. There are 8’-10’ spans between each post. New 6” diameter, Pressure Treated Wood posts will be secured to the metal posts with U-brackets. The metal posts will be painted brown or another color determined by the COR prior to the start of work. The top of the wooden post will be cut to a 45-degree angle so that water sheds away from the pickets and rails.
5.A.4) Gate: Each gate will be constructed to blend in and match the remainder of the fence, and be the same as the gates into the site from the main parking lot at 244 Central St. Gates will be hung using historically styled hand-forged and painted strap hinges and matching pintles, to match the style used on the gate near the parking lot. Gates will have thumb latch closing mechanisms to be lockable with a standard size padlock, and will also be hand-forged, painted, and styled to match the hinges and Pintles. The single gate is roughly 4’4” wide. The double gate (opens into the park) is 7’ wide total making each gate 3’6” wide. The single gate will be relocated approx. 30' to the east to line up with the paved foot path coming from the south.
5.A.5) Pickets: Pickets are a random mixture of 1”x8”x4’ and 1”x10”x4’ pine pickets. Pickets have a 1.”
space (should be verified before construction) and match sections of the existing fence.
5.A.6) Rails: Rails are constructed of 1”x10” boards that span 8’ and 10’ in length. These boards are staggered so that top and bottom rails do not end on the same post. Ends of rails are cut width wise at a 45 and placed so that the center of the board lines up with the center of the post.
5.A.7) Rails: fasteners. Nails will be hot dipped galvanized to match existing, other fasteners will be hot dipped galvanized or stainless steel.
5.A.8) Wood Preservation: All wood components once manufactured and before installation will be sprayed with two coats of a wood preservative supplied to the awardee by the National Park Service.
6.) Applicable to sections 1-5 above:
6.A) Painting of Metal Components: All metal components shall be cleaned, prepared and sanded before priming and between all coast. The fence will be primed with 2 coats of rust-inhibiting primer and 2 coats of a black semi- gloss premium exterior metal paint applied after steel frame has been welded. Awardee will protect adjacent areas of stone wall, landscape, wood fence, etc. from overspray or paint spatter. The color and finish of the paint will be supplied by COR. Preparation and application will be done to manufacturers specified procedures, using compatible primers and paints. If any metal components are re-used, they will have loose rust removed, be spot primed on bare spots will rusty metal primer, be fully prepared, cleaned and sanded prior to application of finish paint. The color and finish of the paint will be supplied by COR.
6.B) Painting wood components: All wooden components of the painted fences will be cleaned, prepared and sanded to remove tool markings and provide a properly prepared surface for painting. Then they will be primed with exterior oil-based primer prior to installation and allowed to fully dry and will then receive and one coat of exterior oil paint and a final scuffing before installation. Prior to a final coat of paint after installation, all seams will be caulked using an appropriate, paintable material. Additional coats are required if needed for uniform color and proper hiding of knots, etc. Pressure treated components will be let out long enough for wet pressure treating to dry prior to priming and will be primed with a compatible primer. The color and finish of the paint will be supplied by COR. Preparation and application will be done to manufacturers specified procedures, using compatible primers and paints.
6.C) Mock-up: The awardee will take 10 detailed photographs of each fence section 1-5 and email these to the COR prior to removing any fence section, and they will provide a mock-up of one post and one fence section for COR approval for sections 1-3 above. The COR will provide approval, or comments for adjustments, within 2 business days of receiving the mock-up. If adjustments to the mock-up are required, COR response will be within 2 business days after each time the awardee provides a mock-up for approval.
5. Pre-construction Conference Prior to commencing work, the Contractor shall meet in conference with the Contracting Officer and the COR at a time specified to discuss and develop mutual understandings relative to scheduling and administration of work.
6. Warranty All materials and services furnished as part of this contract, other than those that are covered by a separate manufacturer’s warranty that exceeds one year, will be guaranteed to be free of defects for a period of one year.
