About this file

This is a Scope of Work document for a road operation and maintenance (O&M) contract issued by the Bureau of Land Management (BLM). The BLM seeks a qualified contractor to restore Indian Wells Canyon Road in Inyokern, California, which suffered heavy erosion and deep ruts from Tropical Storm Hiliary. The work area spans approximately 1.70 miles in length with a 22-foot width, with an optional 0.25-mile extension. Existing grades range from 5% to 8%, and coordinates for the proposed start (35.688483, -117.928414), end (35.697078, -117.953414), and optional section are provided.

The contractor must furnish all labor, equipment, supplies, and materials to complete comprehensive site preparation, including clearing debris and vegetation, proper grading with no greater than 2% cross slope, scarification of existing road surfaces, and balanced cut-and-fill operations using native material. Placement and compaction work requires spreading native fill in 6 to 8-inch lifts with proper watering and multiple roller compactor passes to achieve optimal density. Additional requirements include dust control, environmental compliance for hazardous spill cleanup, traffic control maintaining public and emergency access, protection of existing site improvements, and daylit road surfaces. Work deemed unsatisfactory must be removed and replaced by the contractor at no additional cost. The contractor has 45 calendar days to complete all O&M work with no weekend work permitted without prior BLM Contracting Officer Representative (COR) approval. Submittal requirements include a list of equipment, and site visits are strongly encouraged. Points of contact are Randy Masner (760-384-6075) and Sai Syhaphom (909-226-6340).

Scope of Work or Services:

OBJECTIVE:

The Bureau of Land Management (BLM) seeks a qualified contractor to provide road operation and maintenance (O&M) for Indian Wells Canyon Road located in Inyokern, CA. The natural (dirt) road surface was heavily eroded with deep ruts caused by Tropical Storm Hiliary.

A. Description of Work: Furnishing labor, equipment, supplies, and material, to complete the necessary work as described.

1. Site Preparation:

a. Clear area of any loose materials, debris, vegetation, or obstruction that could interfere with road maintenance operation.

b. Proper Grading – to allow water runoff and prevent water pooling or accumulation. Shape the subgrade no greater than 2% cross slope. Remove all washboarding within work area.

c. Different areas (sections or segments) of the road may require inslope, outslope, or crown as determined in the field by the Government.

d. Existing road surfaces must be scarified and have optimal moisture content prior to placement and compaction of fill. Use only clean water.

e. Balance cut and fill. Cut from road surfaces will be used as native backfill material to completely fill ruts.

f. Rolling dips and spacing will be based on down grade.

g. New road grade shall not be steeper than existing road grade.

2. Placement (Spread and Compaction):

a. Spread native fill evenly or uniformly with road grader, no more than 6 to 8-inches per lift thickness at a time.

b. Properly water native fill during compaction, especially if it is dry.

c. Proper compaction is crucial for a durable surface and prevents settling. Requires multiple passes with a roller compactor to achieve proper density and eliminate air voids within native fill material, ensuring native fill material is well-compacted.

d. Final road width is 22 ft (+/-).

e. Daylight road surfaces to existing ground.

3. Environmental consideration:

a. Control dust during road O&M and minimize site disturbance to immediate surroundings.

b. Responsible for the removal and proper disposal of all trash, debris, and construction waste it generated during construction activities.
