SECTION 312000 - EARTH MOVING
PART 1 - GENERAL
1.1 SUMMARY
A. Section Includes:
1. Excavating and backfilling for utility trenches.
1.2 DEFINITIONS
A. Backfill: Soil material used to fill an excavation.
1. Initial Backfill: Backfill placed beside and over pipe in a trench, including haunches to support sides of pipe.
2. Final Backfill: Backfill placed over initial backfill to fill a trench.
B. Bedding Course: Aggregate layer placed over the excavated subgrade in a trench before laying pipe.
C. Borrow Soil: Satisfactory soil imported from off-site for use as fill or backfill.
D. Excavation: Removal of material encountered above subgrade elevations and to lines and dimensions indicated.
E. Fill: Soil materials used to raise existing grades.
F. Structures: Buildings, footings, foundations, retaining walls, slabs, tanks, curbs, mechanical and electrical appurtenances, or other man-made stationary features constructed above or below the ground surface.
G. Utilities: On-site underground pipes, conduits, ducts, and cables, as well as underground services within buildings.
1.3 QUALITY ASSURANCE
A. Pre-excavation Conference: Conduct conference at Garrison Dam National Fish Hatchery.

PART 2 - PRODUCTS
2.1 SOIL MATERIALS
A. General: Provide borrow soil materials when sufficient satisfactory soil materials are not available from excavations.
B. Subbase Material: Naturally or artificially graded mixture of natural or crushed gravel, crushed stone, and natural or crushed sand; ASTM D 2940; with at least 90 percent passing a 1-1/2-inch sieve and not more than 12 percent passing a No. 200 sieve.
C. Base Course: Naturally or artificially graded mixture of natural or crushed gravel, crushed stone, and natural or crushed sand; ASTM D 2940; with at least 95 percent passing a 1-1/2-inch sieve and not more than 8 percent passing a No. 200 sieve.
D. Engineered Fill: Naturally or artificially graded mixture of natural or crushed gravel, crushed stone, and natural or crushed sand; ASTM D 2940; with at least 90 percent passing a 1-1/2-inch sieve and not more than 12 percent passing a No. 200 sieve.
E. Bedding Course: Naturally or artificially graded mixture of natural or crushed gravel, crushed stone, and natural or crushed sand; ASTM D 2940; with 100 percent passing a 3/4-inch sieve and not more than 5 percent passing a No. 200 sieve.
PART 3 - EXECUTION
3.1 PREPARATION
A. Protect structures, utilities, and other facilities from damage caused by settlement, lateral movement, undermining, washout, and other hazards created by earth moving operations.
B. Protect and maintain erosion and sedimentation controls during earth moving operations.
3.2 EXCAVATION, GENERAL
A. Unclassified Excavation: Excavate to subgrade elevations regardless of the character of surface and subsurface conditions encountered. Unclassified excavated materials may include rock, soil materials, and obstructions. No changes in the Contract Sum or the Contract Time will be authorized for rock excavation or removal of obstructions.
1. If excavated materials intended for fill and backfill include unsatisfactory soil materials and rock, replace with satisfactory soil materials.
3.3 EXCAVATION FOR UTILITY TRENCHES
A. Excavate trenches to indicated gradients, lines, depths, and elevations.

B. Excavate trenches to uniform widths to provide the following clearance on each side of pipe or conduit. Excavate trench walls vertically from trench bottom to a minimum of 12 inches higher than top of pipe or conduit unless otherwise indicated.
1. Clearance: minimum 12 inches each side of pipe or conduit.
C. Trench Bottoms: Excavate and shape trench bottoms to provide uniform bearing and support of pipes and conduit. Shape subgrade to provide continuous support for bells, joints, and barrels of pipes and for joints, fittings, and bodies of conduits. Remove projecting stones and sharp objects along trench subgrade.
1. Excavate trenches minimum of 6 inches deeper than elevation required in rock or other unyielding bearing material, minimum of 4 inches deeper elsewhere, to allow for bedding course.
3.4 STORAGE OF SOIL MATERIALS
A. Stockpile borrow soil materials and excavated satisfactory soil materials without intermixing.
Place, grade, and shape stockpiles to drain surface water. Cover to prevent windblown dust.
1. Stockpile soil materials away from edge of excavations. Do not store within drip line of remaining trees.
3.5 UTILITY TRENCH BACKFILL
A. Place backfill on subgrades free of mud, frost, snow, or ice.
B. Place and compact bedding course on trench bottoms and where indicated. Shape bedding course to provide continuous support for bells, joints, and barrels of pipes and for joints, fittings, and bodies of conduits.
C. Place and compact initial backfill of subbase material, satisfactory soil, free of particles larger than 1 inch in any dimension, to a height of a minimum of 12 inches over the pipe or conduit.
1. Carefully compact initial backfill under pipe haunches and compact evenly up on both sides and along the full length of piping or conduit to avoid damage or displacement of piping or conduit. Coordinate backfilling with utilities testing.
D. Place and compact final backfill of satisfactory soil to final subgrade elevation.
3.6 COMPACTION OF SOIL BACKFILLS AND FILLS
A. Place backfill and fill soil materials in layers not more than 8 inches in loose depth for material compacted by heavy compaction equipment, and not more than 4 inches in loose depth for material compacted by hand-operated tampers.
B. Compact soil materials to not less than the following percentages of maximum dry unit weight according to ASTM D 698.

1. For utility trenches, compact each layer of initial and final backfill soil material at 95% of maximum dry density weight.
3.7 PROTECTION
A. Protecting Graded Areas: Protect newly graded areas from traffic, freezing, and erosion. Keep free of trash and debris.
B. Repair and reestablish grades to specified tolerances where completed or partially completed surfaces become eroded, rutted, settled, or where they lose compaction due to subsequent construction operations or weather conditions.
C. Where settling occurs before Project correction period elapses, remove finished surfacing, backfill with additional soil material, compact, and reconstruct surfacing.
1. Restore appearance, quality, and condition of finished surfacing to match adjacent work, and eliminate evidence of restoration to greatest extent possible.
3.8 DISPOSAL OF SURPLUS AND WASTE MATERIALS
A. Remove surplus satisfactory soil and waste materials, including unsatisfactory soil, trash, and debris, and legally dispose of them off Owner's property.

SHORING AND BRACING
TECHNICAL SPECIFICATIONS
PART 1 GENERAL
1.1 SUMMARY
A. Section Includes: Work required for protection of an excavation and structures through shoring and bracing.
B. Related Work Specified In Other Sections Includes:
1. Section 312000 – EARTH MOVING
2. Section 331100 – WATER UTILITY PIPING
1.2 SUBMITTALS
A. CONTRACTOR's Submittals: All shoring and bracing shall be the responsibility of the CONTRACTOR to retain qualified design services for these systems, and to be completed with strict adherence to OSHA regulations. As part of the project requirements, submit complete design calculations and working drawings of proposed shoring and bracing which have been prepared, signed and sealed by a Licensed Professional Structural Engineer in the state of North Dakota, experienced in shoring, sheeting and bracing design, before starting excavation for jacking pits and structures.
Contracting Officer's Representative review of calculations and working drawings will be limited to confirming that the design was prepared by a licensed professional engineer and that a soil pressure diagram was used.
B. Trench boxes, shore boxes, and/or trench shields shall not be used as a type of trench protective system under this project.
1.3 REFERENCES
A. Design: Comply with all Federal and State laws and regulations applying to the design and construction of shoring and bracing.
B. N.B.S. Building Science Series 127 "Recommended Technical Provisions for
Construction Practice in Shoring and Sloping Trenches and Excavations.
1.4 QUALITY ASSURANCE
A. Regulatory Requirements: Do work in accordance with the U.S. Department of Labor Safety and Health Regulations for construction promulgated under the Occupational Safety Act of 1970 (PL 91-596) and under Section 107 of the Contract Work Hours and Safety Standards Act (PL 91-54), and North Dakota Safety Council. The
CONTRACTOR shall also observe 29 CFR 1910.46 OSHA’s regulation for Confined Space Entry.
PART 2 PRODUCTS
2.1 MANUFACTURERS AND MATERIALS
A. Material Recommendations: Use manufacturers and materials for shoring and bracing as recommended by the Licensed Professional Engineer who designed the shoring and bracing.
1. Wood Materials: Oak, or treated fir or pine for wood lagging.
PART 3 EXECUTION
3.1 SHORING AND BRACING INSTALLATION
A. General: Provide safe working conditions, to prevent shifting of material, to prevent damage to structures or other work, to avoid delay to the work, all in accordance with applicable safety and health regulations. Properly shore and brace all excavations which are not cut back to the proper slope and where shown. Meet the general trenching requirements of the applicable safety and health regulations for the minimum shoring and bracing for trench excavations.
1. CONTRACTOR's Responsibility: Sole responsibility for the design, methods of installation, and adequacy of the shoring and bracing.
B. Arrange shoring and bracing so as not to place any strain on portions of completed work until the general construction has proceeded far enough to provide ample strength.
C. If Contracting Officer’s Representative is of the opinion that at any point the shoring or bracing are inadequate or unsuited for the purpose, resubmission of design calculations and working drawings for that point may be ordered, taking into consideration the observed field conditions. If the new calculations show the need for additional shoring and bracing, it should be installed immediately.
D. Monitoring: Periodically monitor horizontal and vertical deflections of shoring.
Contractor may submit these measurements for review.
E. Accurately locate all underground utilities and take the required measures necessary to protect them from damage. All underground utilities shall be kept in service at all times.
F. Permission for Removal: Obtain permission before the removal of any shoring or bracing. Retain the responsibility for injury to structures or to other property or persons from failure to leave such shoring and bracing in place even though permission for removal has been obtained.
3.2 SHORING LEFT IN PLACE FOR PROTECTION
A. Ordered Left in Place: In addition to shoring specified or shown to be left in place, the Contracting Officer’s Representative may order, in writing, any or all other shoring or bracing to be left in place for the purpose of preventing injury to the structures, pipelines or to other property or to persons.
1. Drive up tight any bracing remaining in place.
B. Right to Order: Do not construe the right to order shoring and bracing left in place as creating any obligation to issue such orders.
C. Payment: Shoring and bracing left in place, by written order, will be paid for under the appropriate Contract Items or where no such items exist, as changes in the work.

WATER UTILITY PIPING 331100 - 1
SECTION 331100 – WATER UTILITY PIPING
PART 1 - GENERAL
1.1 RELATED DOCUMENTS
A. The water drain line shall be constructed in the locations shown on the drawings. Excavation, trenching and backfilling shall be in accordance with Section 312000 Earth Moving.
B. Codes and Standards:
1. Plumbing Code Compliance: Comply with applicable portions of National Standard
Plumbing Code pertaining to selection and installation of potable water system materials and products.
2. Water Purveyor Compliance: Comply with requirements of Purveyor supplying water to project, obtain required permits and inspections.
1.2 DEFINITIONS
A. PVC: Polyvinyl chloride plastic.
B. DI: Ductile Iron pressure pipe.
1.3 PERFORMANCE REQUIREMENTS
A. Pressure Rating: 175-psi static water pressure for all pipes and fittings. Pipe joints shall be watertight.
1.4 SUBMITTALS
A. Product Data: For the following:
1. Valves.
2. Valve boxes and appurtenances.
3. Pipes.
4. Disinfection reports and practices
5. Product Data: Submit manufacturer's technical product data and installation instructions for materials and products.
6. Maintenance Data: Submit maintenance data and parts lists for materials and products.
Include this data, product data, shop drawings, and record drawings in maintenance manual.
1.5 DELIVERY, STORAGE, AND HANDLING
A. Do not store plastic pipe, and fittings in direct sunlight.
B. Protect pipe, pipefittings, and seals from dirt and damage.

1.6 PROJECT CONDITIONS
A. Interruption of Water Service: Do not interrupt service to facilities occupied by Owner or others unless permitted under the following conditions and then only after arranging to provide temporary service according to requirements indicated:
1. Notify Owner no fewer than two days in advance of proposed interruption of service.
Coordinate interruptions during weekly meetings and at pre-construction meeting.
2. Do not proceed with interruption of service without Owner's written permission.
PART 2 - PRODUCTS
2.1 MANUFACTURERS
A. In other Part 2 articles where titles below introduce lists, the following requirements apply to product selection:
1. Available Manufacturers: Subject to compliance with requirements, manufacturers offering products that may be incorporated into the Work.

2.2 PIPING MATERIALS
A. General: Plastic pipe with scratches, gouges, or grooves deeper than 10% of the wall thickness or ultraviolet discoloration shall be rejected.
B. Provide piping materials and factory fabricated piping products of sizes, types, pressure ratings, and capacities indicated. Where not indicated, provide proper selection as determined by Installer to comply with installation requirements. Provide sizes and types matching piping and equipment connections; provide fittings of materials that match pipe materials used in potable water systems. Where more than one type of materials or products are indicated, selection is Installer's option.
C. Piping: Provide pipefittings and accessories of same material and weight/class as pipes, with joining method as indicated.

D. Ductile Iron Pipe: Polyethylene wrapped Ductile Iron Class 350, with cement mortar lining complying with AWWA C104.
1. Fitting: Ductile iron AWWA C110; cement lined AWWA C104; and rubber-gasket joints, AWWA C111.
E. PVC Pipe: AWWA C900 Class 200 Pipe for gasketed joints and using ASTM F 477, elastomeric seals.
1. Fittings NPS 4 to NPS 8: PVC pressure fittings complying with AWWA C907, for gasketed joints and using ASTM F 477, elastomeric seals.
2. Fittings NPS 10 and Larger: Ductile-iron, compact fittings complying with AWWA C153, for push-on joints and using AWWA C111, rubber gaskets.
2.3 VALVES and BOXES
A. Gate Valves: UL listed, 175-psi working pressure for 12" and smaller, 150 psi for sizes larger than 12". Threaded, flanged, hub, or other end configurations to suit size of valve and piping connection. Inside screw type for use with indicator post, iron body bronze mounted, non-rising stem, and solid wedge disc.
B. Valve Boxes: All valve boxes shall be cast iron and of the sliding type, sized for use with the appropriate valve. All boxes shall extend from the body of the valve to the finished grade. Valve boxes shall be Tyler 6855 or equal. All valve boxes shall be provide with locking covers.
2.4 ACCESSORIES
A. Anchorages: Provide anchorages for tees, wyes, crosses, plugs, caps, bends, and valves. After installation, apply full coat of asphalt or other acceptable corrosion-retarding material to surfaces of ferrous anchorages.
B. Clamps, Straps, and Washers: Steel, ASTM A 506.
C. Rods: Steel, ASTM A 575.
D. Rod Couplings: Malleable-iron, ASTM A 197.
E. Bolts: Steel, ASTM A 307.
F. Cast-Iron Washers: Gray-iron, ASTM A 126.
G. Thrust Blocks: Concrete, 3,000 psi.
PART 3 - EXECUTION
A. Examination: Examine areas and conditions under which water drain line materials and products are to be installed. Do not proceed with work until unsatisfactory conditions have been corrected in manner acceptable to Installer.

3.2 EARTHWORK
A. Excavation trenching, and backfilling are specified in Division 31 Section 312000 Earth Moving.
3.3 INSTALLATION
A. Identification: If PVC pipe is used, install a tracer wire along the top of the pipe, secured with tape, and extending to valves.
B. Pipe and pipe fittings:
1. Pipe: Install in accordance with AWWA C600 "Standard for Installation of Ductile-Iron Water Mains and Their Appurtenances".
3.4 PIPING APPLICATIONS
A. Pipe:
1. Ductile Iron Pipe: Install in accordance with AWWA C600 "standard for installation of ductile-iron water mains and their appurtenances" and in accordance with instructions from water purveyor.
2. PVC Pressure pipe, PVC pressure fittings, gaskets, and gasketed joints.
3.5 PIPING INSTALLATION
A. General Locations and Arrangements: Drawing plans and details indicate general location and arrangement of underground water pipes. Location and arrangement of piping layout take design considerations into account. Install piping as indicated, to extent practical. Where specific installation is not indicated, follow piping manufacturer's written instructions.
B. Install proper size increasers, reducers, and couplings where different sizes or materials of pipes and fittings are connected. Reducing size of piping in direction of flow is prohibited.
C. Install piping according to the following:
1. Install piping with restrained joints at tee fittings and at horizontal and vertical changes in direction. Use corrosion-resistant rods, pipe or fitting manufacturer's proprietary restraint system, or cast-in-place concrete supports or anchors.
2. Install piping with line and grade as indicated or below frost line if not indicated.
3. Install ductile-iron pressure piping according to AWWA C600 or AWWA M41.
D. Install ductile-iron special fittings according to AWWA C600.
E. Install PVC pressure piping according to AWWA M23 or ASTM D 2774 and ASTM F 1668.
3.6 INSTALLATION OF VALVES
A. Install valves with stems pointing up. Provide valve box over underground valves.

3.7 PIPE JOINT CONSTRUCTION
A. Basic pipe joint construction is specified in Division 33 Section "Common Work Results for Utilities." Where specific joint construction is not indicated, follow piping manufacturer's written instructions.
B. Join pressure piping according to the following:
1. Join ductile-iron pressure piping according to AWWA C660 or AWWA M41 for push-on joints.
2. Join ductile-iron special fittings according to AWWA C660 or AWWA M41 for push-on joints.
3. Join PVC pressure piping according to AWWA M23 for gasketed joints.
4. Join PVC water-service piping according to ASTM D 2855 for solvent-cemented joints.
C. Join dissimilar pipe materials with pressure type couplings.
3.8 FIELD QUALITY CONTROL
A. Piping Tests: Conduct piping tests before joints are covered. Fill pipeline with water 24_hrs prior to testing, and apply test pressure to stabilize system.
B. Hydrostatic Tests: Test at not less than 200 psi for 2 hour, or at 50 psi above maximum static pressure if it is greater than 150 psi.
1. Test fails if leakage exceeds 2_qts per hour per 100 gaskets or joints irrespective of pipe diameter.
2. Increase pressure in 50-psi increments and inspect each joint between increments. Hold at test pressure for one hour, decrease to 0 psi. Slowly increase again to test pressure and hold for one more hour.
3.9 ADJUSTING AND CLEANING
A. Disinfection of Potable Water System: Flush pipe system with clean potable water until no dirty water appears at point of outlet. Fill system with water-chlorine solution containing at least 50 ppm of chlorine. Valve off system and let stand for 24- hrs minimum. Flush with clean potable water until no chlorine remains in water coming from system.
1. Repeat procedure if contamination is present in bacteriological examination.
B. Disinfection of Water Mains: Flush and disinfect in accordance with AWWA C651 "Standard for Disinfecting Water Mains".
C. Contractor shall submit written verification to Project Manager stating, Disinfection has been completed in strict compliance with specification for this project and with jurisdiction having authority over water system.

3.10 CLOSING ABANDONED WATER SYSTEMS
A. Abandoned Piping: Close open ends of abandoned underground piping indicated to remain in place. Include closures strong enough to withstand hydrostatic and earth pressures that may result after ends of abandoned piping have been closed. Use either procedure below:
1. Close open ends of piping with at least 8 inch thick, brick masonry bulkheads.
2. Close open ends of piping with threaded metal caps, plastic plugs, or other acceptable methods suitable for size and type of material being closed. Do not use wood plugs.
B. Backfill to grade according to Section EARTH MOVING.
