This document is a Statement of Work (SOW) for Architectural/Engineering (A/E) services to remodel or replace the existing 10,000-gallon elevated fish water tank at the U.S. Geological Survey (USGS) Wetland Aquatic Research Center in Gainesville, Florida. The SOW outlines the scope of work, which includes evaluating options to refurbish the existing tower, replace the existing tower, or replace the tower with a new ground-level tank. The A/E services required include providing construction documents, cost estimates, bid phase services, and construction administration services. The design documents must be submitted to USGS for review at the 35%, 95%, and final design stages. The A/E will also be required to attend meetings, make site visits, and provide responses to bidder questions during the pre-bid and construction phases. The related federal contract opportunity is a solicitation for the A/E services described in the SOW, with a solicitation number of 140G0124Q0104 and an agency of the Department of the Interior US Geological Survey Office of Acquisitions and Grants.

PROJECT TITLE:

Remodel/replace Elevated Water Tank

Architectural/Engineering Services Statement of Work

U.S. Geological Survey Wetland Aquatic Research Center (WARC), Gainesville, FL 7920 NW 71st Street, Gainesville, Florida

Architectural/Engineering (A/E) Services

Remodel/replace Elevated Fish Water Tank

The U. S. Geological Survey (USGS) has a requirement for Architectural/Engineering (A/E) services. The services provided shall include a design to remodel and/or upgrade existing 10,000-gallon elevated fish water tank. The elevated water tank also serves as our reservoir for our fire sprinkler system in the main research facility as well as providing well water to the fish tanks.

The A/E shall provide a complete design package (drawings, specifications, cost estimate) for construction. The services provided will be priced according to these line items; Design, Bid Phase and Construction Administration.

I. Background Our mission statement at the USGS Wetland and Aquatic Research Center (WARC) is to provide USGS science to Florida, the Southeastern States, the U.S. Caribbean, and elsewhere in the world. We are also leaders in seeking new and innovative ways to meet the critical need for sound, objective scientific information that can be applied to issues of local to international concern.

II. Scope of Work

A. The A/E scope of work shall include the following tasks.

1. Existing Conditions The existing water tank has a 10,000-gallon capacity and was constructed in approximately 1989. The water tank is 12’ in diameter and constructed of steel. This tank has not been modified from original construction. The tank liner has completely failed and separated. Water is in direct contact with the steel structure resulting in severe rusting and deterioration of the tank structure.

2. A portion of this A&E work should evaluate the possibility of:

1. Refurbishing the existing tower in place.

2. Replacing the existing tower.

3. Replace the existing tower with a new tank that sits at ground level.

3. Provide construction documents, including cost estimate for renovation/replacement.

4. Provide Bid Phase Services.

5. Provide Construction Administration Services.

6. The A/E shall attend meetings and make all necessary site visits during pre-construction and construction to complete the scope of work. A/E shall be available to work with the CO to provide responses to all questions asked by potential bidders after the pre-bid walk-through for construction. The A/E shall prepare an addendum as required. All questions shall be recorded and responded to in writing within two (2) weeks from the date of award.

B. The design documents shall be submitted to USGS for review at the following design stages:

· 35% Design Submittal: Submit coordinated design documents (drawings, specifications, and cost estimate) completed to a 35% design level.

· 95% Design Submittal: submit design documents completed to a 95% level of design and response to 35% design review comments from USGS.

· Final Design Submittal: Submit final design documents (signed and sealed).

III. Administrative Procedures A. A pre-proposal meeting of the A/E and the Contracting Officer’s Representative (COR) will be held prior to preparation of the A/E price proposal. The Statement of Work and the existing conditions of the site for the work will be reviewed.

B. Post contract award, the A/E shall coordinate all site visits through the COR and /or Facility Manager.

C. All A/E personnel, their consultants and representatives visiting USGS sites will be required to sign in upon arrival. Each visiting individual will be required to enter their name, company’s name, USGS project title, date, reason for the visit, and the times of arrival and departure. Additionally, all persons must always wear a visitor’s badge. Arrangements for the site visits must be made in advance and during normal working hours.

D. Submittal Log: The A/E shall develop a list of all submittals required by the specifications in Section 1 of each individual specification. The submittal log should include specification reference, and item to be reviewed and approved.

E. Construction Schedule: The A/E shall establish a preliminary construction schedule indicating the entire length of the time estimated for the completion of the construction contract, measured in weeks. Provide a commensurate Gantt chart using Microsoft Project for the construction activities to include critical path items. This schedule shall include pre-construction activities (such as submittals and mobilization), specific construction activities/events, final inspection and acceptance.

IV. Bid Phase and Construction Period Services A. The A/E shall assist the USGS staff in providing responses to questions asked by potential bidders during the pre-bid walk-through for construction and prepare an addendum as required to clarify the bid documents.

B. Submittal Review: A/E shall review and approve all Construction related submittals as required by the Construction Documents. Contractor submittals will be sent to the A/E for review for adherence to contract requirements. A/E shall forward recommendations of approval/disapproval to the COR within the allowable time period defined by the Contract Documents. The COR shall take final action of approval/ disapproval on each submittal and shall prepare and send a formal return of submittal to the contractor.

C. Attend pre-Construction Conference and periodic construction site visits, plus final and follow-up inspections. Day-to-day construction administration will be performed by the COR. The A/E shall make site visits at the request of the COR to inspect work installed by the contractor, to resolve issues, review the status of in-progress as-built drawings and for other reasons deemed necessary.

D. Response to RFI’s: The A/E shall assist the USGS in providing expeditious responses to all design/conflict questions encountered during construction. Within 48 hours of receipt of RFI’s, the A/E shall provide in writing the information, clarification or revision material needed to properly answer the RFI and to resolve the issue. Include a potential cost/credit estimate for RFI’s which may result in a change to construction contract cost.

E. A/E Supplemental Instructions as required.

V. Construction Period Deliverables

A. Meeting Minutes: The A/E shall take minutes of all conferences and other meetings with the USGS (including site visits) and shall provide a copy within five (5) business days to the COR for a concurrence signature.

B. Submittal Review: Forward recommendations of approval/disapproval to the COR within the time period defined by the Contract Documents.

C. Drawings:

1. Drawings or sketches as required in response to RFIs.

2. Proposal Drawings or sketches for Field Directives.

3. Record Drawings.

D. Site Visit Reports: The A/E shall provide a field report within five (5) business days of site visit to COR for a concurrence signature.

E. Final and completion inspection punch lists: The A/E shall provide a punch list within five (5) business days of inspection.
