Concrete Repairs at Crab Orchard Dam 02139-1 Temporary Control of Water and October 2020 Reservoir Levels
SECTION 02139
TEMPORARY CONTROL OF WATER AND RESERVOIR LEVELS
A. Control of water and reservoir level during construction of concrete repair work at Crab Orchard Dam.
1.02 CONTROLLING RESERVOIR LEVEL DURING CONSTRUCTION
A. Reservoir Operations: The Crab Orchard Reservoir can be lowered to elevation 401.0 feet (4.0 feet below the crest of the service spillway) using the outlet works at the dam. The outlet works structure is located to the right of the service spillway and consists of three 5-foot wide by 6-foot high sluice gates. The lift assemblies are located on the operating deck below the bridge deck. The Reservoir can be lowered approximately 1 foot over a two-week period, assuming no additional inflow due to precipitation occurs. The Contractor shall be responsible for operation of the outlet works to control the Reservoir level as well as providing appropriate equipment to operate the outlet works. Prior to the start of Construction, the Contractor shall demonstrate proper operation of the outlet works to Refuge personnel, the Construction Inspector, and the COR. This demonstration shall be coordinated with the Construction Inspector and COR with two (2) weeks’ notice. The Contractor shall notify the Construction Inspector prior to operation of the outlet works. Rapid drawdown, which may compromise the stability of the dam, will be avoided. The reservoir water surface elevation may rise rapidly. The Contractor is responsible for monitoring weather forecasts and operating the outlet works if additional operation of the outlet works is necessary to control the Reservoir level based on anticipated forecasts. Normally gate settings will not be changed more than two times daily, and settings that would result in drawing the reservoir below the desired elevation will be avoided. If control is not required, the outlet gates will be closed, and releases will be over the service spillway. The reservoir shall not be drawn down below elevation
401.0 feet (4.0 feet below the crest of the spillway).
1.03 CONTROLLING WATER DURING CONSTRUCTION
A. Temporary diversion of water works within the reservoir is not deemed necessary to complete the concrete repair at Crab Orchard Dam and will not be permitted. The Contractor may utilize protective works on the crest of the spillway, such as sandbags, as outlined in Section 3.03C.
Concrete Repairs at Crab Orchard Dam 02139-2 Temporary Control of Water and October 2020 Reservoir Levels
3.03 CONTROLLING WATER AND RESERVOIR LEVELS DURING CONSTRUCTION
A. The Contractor will be required to maintain all work areas within the spillways in a dry, water-free condition. When needed, the Contractor will operate the outlet works as discussed in Section 02139 Article 1.04 to lower the Reservoir levels. Schedule all work when weather and project conditions permit satisfactory control of water.
Allow sufficient time in the work schedule for cleaning and drying of surfaces, inspection of surfaces by the Construction Inspector, and completion of Work.
B. When working on or near the spillway crest or in the channel downstream from the crest, if releases are made through the spillway, facilities shall be provided by the Contractor as necessary to isolate work areas from the releases.
C. To minimize the effects of waves over the spillway crest when the reservoir level is lowered, temporary installation of sand bags or other approved methods on the spillway crest will be permitted. Such installations will be limited to 50 percent of the crest length at a time. The installations shall be designed and constructed in a manner which will provide for rapid removal when directed by the Contracting Officer’s Representative or the Construction Inspector and shall not exceed 12 inches in height. In addition, these installations should be designed to be removed by high water in the event the site is unattended. Installation of such temporary devices is subject to the approval of the Construction Inspector and the Contracting Officer’s
D. After having served their purpose, all approved protective works shall be removed so as not to interfere with the operation or usefulness of either the spillways or outlet works and, in a manner, approved by the Construction Inspector and the Contracting Officer’s Representative.
3.04 DAMAGES AND DELAYS
A. During construction provide flood protection for all work. All damages and delays caused by inadequate flood protection during construction shall be the responsibility of the Contractor and the Contractor shall not be entitled to additional payment.
A. Temporary control of water and reservoir level will not be measured for payment.
A. Compensation to the Contractor for all costs associated with providing means for temporary control of water and the reservoir level will be made at the lump sum price in the Bid Schedule for Temporary Control of Water and Reservoir Level.
