STATEMENT OF WORK – CLIN 00010
1.0 INTRODUCTION
The Eastern Ecological Science Center Located at 11649 Leetown Rd. Kearneysville, WV 25430 requires a need to replace the emergency Gen Set that serves the Fish Health Lab building. The EESC campus consists of 510 acres with many independent buildings.
2.0 BACKGROUND
The U.S. Geological Survey’s Eastern Ecological Science Center, located at 11649 Leetown Road, Kearneysville, WV 25430. Research conducted at this facility includes study of infectious and noninfectious diseases of fishes and other aquatic organisms. The facility also conducts research on invasive fish species with the intent of better understanding the adaptations these fish are applying in these new, nonnative habitats and developing ways to stop their spread and potentially eradicate them.
3.0 SCOPE
The scope of work includes but is not limited to:
The removal and disposal of existing generator and ATS at the Stream Lab Building.
Installing a new generator and ATS with same Characteristics.
Existing generator is a Kohler 275KW 413 amp 344 KVA 3 Phase 277/480 volt
• Replace pad mounted generator
• Existing pad is 11’ x 16’
• Remove wooden catwalk that is around current unit.
• Replace Nema 1 ATS with a new Nema 1 ATS
• Reuse existing feeder cables and secondary line to generator (test wires to confirm there are no faults)
• The new generator will require a 24hr day tank
• Fill with fuel
• Factory start-up and load test required
• A portable generator will be required as back up while work is completed.
• Contractor to verify size and voltage of unit needed.
The contractor shall submit costs for labor, materials, travel, and any other category that is part of the total cost as part of the bid.
Contractor shall not proceed with any work until all required submittals are approved by the Facility Manager (FM).
All demolished materials shall be disposed of in an environmentally friendly manner, recycling whenever possible.
Period of performance 60 days after notice to proceed.
4.0 APPLICABLE DOCUMENTS
5.0 TECHNICAL REQUIREMENTS
Contractor shall obtain all permits required by federal, state and local regulations prior to commencement of work. All required paperwork and calculations required to obtain any permits shall be provided to the and FM and the Contracting Officer’s Representative at time of submission as well as the permits themselves upon receipt of the documents from the permitting agencies.
6.0 DELIVERABLES
1) Bid information: One reference for work previously performed in the local area will be supplied. Government references are preferred.
IV. Other Requirements
COVID 19 requirements: All contractors are to wear face coverings and self-check each day before entering the building, a sign-in sheet is to be kept and issued to FM each week or upon request.
Pre-Construction Meeting:
The contractor shall schedule and conduct a pre-construction meeting on-site with the FM and COR to review the requirements and conditions of this contract. The contractor shall have the project manager, field superintendent, and all subcontractors on site, or available by conference call, for the pre-construction meeting with Government officials prior to the commencement of work for this project.
Outages and Interruptions:
The contractor is advised that the Science Center will continue to perform research functions during the contract. Work shall be conducted as to minimize interruption to service. Contractor shall notify FM at least 3 days prior to any and all outages and interruptions. Contractor shall not proceed with work without approvals from the FM.
Changes to the schedule require the submission of a new schedule to the FM for review.
Normal working hours for the construction work at the Science Center shall be 7:30am- 4:00pm, Monday - Friday. The contractor and sub-contractors (if required) shall not work Saturdays, Sundays, legal holidays, or non-normal working hours, unless otherwise authorized by the FM. Request to work other than the normal hours shall be made, and approved, in writing through the FM. Work performed during “other than the normal hours” shall not change the total cost to the government.
Changes/Clarifications:
All work must be completed as shown in the contract documents. If ‘no cost’ change orders are to be made, a written request to the COR must be made detailing why the work cannot be completed as shown, as well as the corrective action suggested by the contractor. For change orders which will alter the price or requirements of the contract, the FM and the COR’s approval must be given in writing before beginning the work described.
Disposal and Transporting of Debris and Material:
All materials and construction debris shall be removed from the work area and placed in an approved dumpster or removed from the site daily by the contractor.
Organization and storage of contractor(s) items at the site:
The FM shall designate areas where the contractor can store or place materials and equipment for short-term storage in preparation for installation. There is limited space on site for the storage of contractor equipment. There is no inside storage space available.
Storage and security of materials and equipment as required for the performance of the contract requirements are the responsibility of the contractor. The contractor shall be responsible for making all arrangements for the receipt of materials and supplies at the job site. Government personnel are not permitted to receive or sign for items delivered to the site. Upon completion of the contract, the contractor shall remove all equipment and excess materials, and shall restore the site to its original condition, as approved by the FM, at no additional cost to the government.
Site Cleanliness:
The contractor shall maintain the site free of construction debris outside of approved containers (dumpsters). The contractor shall provide dust protection and shall maintain cleanliness of the work site by promptly removing debris, tools, and excess material.
Contractor Parking, Security, and Smoking Regulations:
The contractor shall maintain a daily log of all contractor and subcontractor employees (date, name, arrival time, departure time) and provide a copy of the log to the FM at least weekly. The FM will designate a parking area (or areas) for the contractor to park vehicles.
There shall be no smoking in any buildings at any time. All personnel that smoke will have to do so outside in designated smoking areas.
Environmental Protection:
The contractor and subcontractors shall perform all work and activities in accordance with local, state, and Federal environmental regulations.
Safety:
The contractor and subcontractors shall perform all work and activities in accordance with local, state, and Federal safety regulations, including OSHA, NEC, and USGS policy.
Notice to the Government of Delays:
In the event the contractor encounters difficulty in meeting performance requirements, or when it anticipates difficulty in complying with the contract delivery schedule or date, or whenever the contractor has knowledge that any actual or potential situation is delaying or threatens to delay the timely performance of this contract, the contractor shall immediately notify the COR and the FM in writing, giving pertinent details. This data shall be informational only in character. Notice under this provision shall not be construed as a waiver by the Government of any delivery schedule or date or any rights or remedies provided by law or under this contract.
