About this file
This document is a Technical Evaluation Criteria file for a Department of the Interior National Park Service solicitation (140P2125Q0225) for hazardous tree management at CHOH (likely Chesapeake and Ohio Canal National Historical Park). The evaluation will assess offerors across three primary factors: Technical Approach, Experience, and Pricing.
The technical evaluation will rate proposals based on: 1) a technical narrative and schedule demonstrating ability to perform statement of work tasks, which must include an on-site ISA Certified Arborist, 2) documented experience with similar projects completed within the past five years, and 3) pricing reasonableness. The government will award to the responsible offeror representing the best value, with non-price factors significantly more important than price. Pricing must be submitted on the attached pricing sheet, with the total purchase order price serving as the evaluation and potential award amount. Submitted prices must remain valid for a minimum of 60 calendar days.

CHOH Technical Evaluation Criteria
EVALUATION
The government will make an award to the responsible offeror whose offer conforms to the solicitation and represents the best value to the government. All evaluation factors and significant subfactors that will affect contract award, and their relative importance are clearly stated below. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price as outlined below.
Factor 1 – Technical Approach Offerors will be evaluated on their demonstration of ability to perform the tasks in the statement of work. A technical narrative and schedule that adequately describe a plan to address the SOW requirements will be given an acceptable rating. Must include Arborist ISA Certification that will be on work site.
Factor 2 – Experience The Government will review experience documentation submitted to confirm work of similar monetary value, scope, complexity, completed within the past five years. An “acceptable” rating will be given for offerors successfully documenting successful completion of at least one project that is deemed similar in all aspects.
Factor 3 – Pricing Price will be evaluated for reasonableness. Quotes shall include a completed copy of the attached pricing sheet. The Purchase Order (PO) Total Price noted on the Pricing Sheet will be used in price evaluation. Should your firm be selected, the Purchase Order Total Price will be obligated as the Purchase Order award amount.
Final negotiated prices shall be valid for a minimum of 60 calendar days from the date submitted.
