Case Mountain Stewardship Project Exhibit D Road Renovation Specifications
A. ROAD RENOVATION
Renovation- Salt Creek/Craig Ranch Road in Three Rivers, CA is approximately 11.4 miles long, and averages 14 feet wide and composed of native soil. This route lies primarily on BLM land and is accessed from Craig Ranch Rd to the south off of Hwy 198. The road climbs its way to the top of Case Mountain and has an elevation gain of 5,250 feet. The slope of the road varies from gentler 7% inclines to very steep 25% slopes in sections. There are over 40 switchbacks in the 11.4 miles of road, multiple of which the Purchaser may decide need to be improved before hauling. The haul route is shown on Exhibit A.
Roads shall be renovated by grading, blasting, and/or surfacing with rock where necessary.
1. This work shall consist of widening multiple hairpin turns, reconditioning and preparing the roadbed and shoulders, cleaning and shaping drainage ditches, and cleaning and repairing drainage structures of existing roads according to the Authorized Officer. Rolling dips will be repaired after the harvest.
2. Measures to control soil erosion and/or water pollution due to renovation shall consist of the use of berms, dikes, dams, sediment basins, fiber mats, netting, gravel, mulches, grasses, slope drains and other erosion control devices or methods as approved by the Authorized Officer.
3. Compaction of any newly disturbed road surfaces shall abide by the following specifications: Roll from the sides to the center, parallel to the centerline of the road until approved by the Authorized Officer. Rubber tired equipment may be used for compaction effort.
(a) Grading shall consist of furnishing and applying water required for the compaction of embankments, roadbeds, backfills, base courses, surface courses, finishing and reconditioning of existing roadbeds laying dust, or for other uses where determined necessary by the Authorized Officer.
(b) The finished grading shall be approved by the Authorized Officer. The Purchaser shall give the Authorized Officer three (3) days notice prior to final inspection of the grading operations.
4. Temporary roads renovated for equipment use and skidding shall be winterized prior to the wet season by providing a well-drained roadway by waterbarring, maintaining drainage and performing any additional measures necessary to minimize erosion and other damage to the roadway, as directed by the Authorized Officer.
5. Where newly renovated temporary spur roads join with existing roads, the Purchaser shall construct a sag or water bar in the spur road profile to prevent water from draining onto main roads and haul routes, as directed by the Authorized Officer.
6. Water, when needed for compaction or laying dust, shall be applied at locations, in amounts of, and during hours, as directed by the Authorized Officer. Amounts of water to be provided will be the minimum needed to properly execute the compaction requirements in conformance with these specifications, and for laying dust during work periods.
(a) Water trucks used in this work shall be equipped with a distributing device of ample capacity and of such design as to ensure uniform application of water on the roadbed.
(b) The Purchaser shall secure any necessary water permits and pay all required water fees for use of the water source(s) selected by the Purchaser and approved by the Authorized Officer.
7. The holder agrees to indemnify the United States against any liability arising from the release of any hazardous substances or hazardous waste (as these terms are defined in the Comprehensive Environmental Response, Compensation and Liability Act of 1980, 42 U.S.C. 9601, et. seq. or the Resource Conservation and Recovery Act, 42 U.S. C. 6901 et. seq.) on the permit area (unless the release or threatened release is wholly unrelated to the right-of-way holder’s activity on the right-of- way). This agreement applies without regard to whether a release is caused by the holder, its agent, or unrelated third parties.
B. ROAD CONSTRUCTION
1. No newly constructed temporary roads would cross streams or be located within stream buffers, cultural resources, Wilderness Study Areas (shown on Exhibit B), or other sensitive sites.
2. Purchaser will comply with all BLM Best Management Practices for Road Construction and
Reconstruction, R 1-42, enumerated in the Best management Practices for Water Quality, Bureau of Land Management, California, September 2022 (Supplemental Document 1).
3. Purchaser will comply with all BLM Best Management Practices for Road Construction and Reconstruction, RM 1-51, enumerated Supplemental Document 1.
4. Temporary road and landing construction, decommissioning, and road maintenance will not occur during the wet season (generally October 15 through May 15) when the potential for soil erosion, compaction, and water quality degradation exists. This restriction could be waived under dry conditions and a specific erosion control plan (e.g., rocking, waterbarring, seeding, mulching, barricading). All ground-disturbing activities will be suspended if projected forecasted rain will saturate soils to the extent that there is potential for movement of sediment from the road to wetlands, floodplains, or streams. Exposed soils in temporary roads and landings will be covered with clean (weed free) straw mulch or slash or temporarily stabilized during work suspension.
Some variations in these dates will be permitted. Roads shall be decommissioned in accordance with Section C of this exhibit.
5. Several stream crossings outside of the WSA may need to be built in order to re-open existing roads through the unit. Where this is necessary stream crossings must follow BLM Best Management Practices for Stream Crossings for roads, SC 1-20, enumerated in Supplemental Document 1.
6. Temporary roads shall be winterized before the wet season in accordance with Section E of this exhibit.
7. The Purchaser shall utilize the minimum road width necessary to allow for equipment access and hauling. The width of any temporary road segment shall not exceed twenty (20) feet.
8. The Purchaser shall utilize native surface material and spot rock where necessary during road construction activities.
9. When possible, temporary road construction shall consider the ability to close the road after use when determining where to connect to existing roads.
10. Construct temporary roads to minimize ground disturbance and utilize pre-existing routes.
Temporary road lengths will be kept to a minimum and the sale administrator will be on site during operations to assist in determining their location.
11. Effectively drain the road surface by using crowning, insloping or outsloping, grade reversals
(rolling dips), and waterbars or a combination of these or other methods. Avoid concentrated discharge onto fill slopes unless the fill slopes are stable and erosion resistant. In general, road grade should not exceed 8%. Avoid concentrated discharge onto fill slopes unless the fill slopes are stable and erosion resistant. Use only broad-based drainage dips or lead-off ditches in lieu of cross drains for low volume roads. Locate these surface water drainage measures where they will not drain into wetlands, floodplains, and streams. Avoid creating road berms on the outside edge of a road unless designed to protect road fills from runoff. If road berms are used, breach to accommodate drainage where fill slopes are stable. Divert road and landing runoff water away from headwalls, slide areas, high landslide hazard locations, or steep erodible fill slopes.
12. Waste material from road construction, landing creation, and road maintenance activities, or new material, will be temporarily stored in stable areas in a location where sediment laden runoff can be confined. This material will be stored a minimum of 100 feet from any stream. Materials will be stored in previously disturbed areas whenever possible. Material storage areas will be approved by the Authorized Officer before they will be used. Where necessary, erosion control will be done to minimize sediment delivery to streams.
13. Locate temporary roads and landings on stable locations, e.g., ridge tops, stable benches, or flats, and gentle-to-moderate side slopes. No temporary road construction on steep slopes (> 35 percent), unstable slopes and headwater swales. Locate temporary roads at least 100 feet away from wetlands, riparian areas, floodplains, vernal pools, and streams.
14. Log truck warning signage will be required in the Craig Ranch Road and Skyline Parking lots, as well as along the lower portions of Craig Ranch Road. The haul road (Craig Ranch/Salt Creek Road) is utilized by non-vehicular recreators, as well as ranchers accessing grazing leases and private ranches. The road will be closed to recreation Monday-Fridays during hauling operations. Purchaser may be required to provide a road guard during hauling operations if public use continues.
C. DECOMMISSIONING
Decommissioning- Following logging operations, landings on BLM lands within the project area shall be graded, berms removed and be free of scattered slash. All old roads used for skidding or yarding shall be graded to remove sidecast material and/or berms to allow water to move freely from the skid surface to the undisturbed soil surface, waterbars or other drainage features shall be installed and the road closed to vehicle access (rocks, trees, tank traps, etc.). All skid trails would be rehabilitated as needed by re-contouring slopes if benches are created by sidehill skidding, and/or by depositing slash, seeding, and water barring. Logging truck haul routes would follow existing roads and any authorized temporary road construction.
Waterbar Specifications-
1. DISPLACED SOIL. The Purchaser shall smooth all side cast materials along roads or skid trails displaced by logging operations so as to allow water to flow freely from the road/skid surface to the undisturbed soil surface.
2. SPACING. Distance between waterbars is based upon slope. The maximum distance between waterbars shall abide by the following specifications:

3. SHAPE. Waterbars shall be built so as to lead the flow of water off of the road. The Purchaser shall build waterbars 30 degrees off perpendicular from the road prism.
4. DISCHARGE & DISSIPATE. Waterbars shall be built so as to discharge and dissipate the flow of water off of the road surface. Waterbars must have an open end for water to flow freely off of the road and into material which will dissipate the erosive flow of the water.
