Project 1 – 38 : Recommend the Insurance Exhibit Requirements and Provide an Insurance Cost Estimate for Each Insurance Exhibit Request An insurance request is part of the prospectus development process for a specific concession contract. The concession operation at a park site will vary in size and in the types and number of visitor services provided.

Typically, the NPS provides the Contractor with a completed insurance request form and supporting documents electronically. The request form includes park-provided information about the particular https://www.plainlanguage.gov/media/FederalPLGuidelines.pdf https://www.ipp.gov/ mailto:ippgroup@bos.frb.org

This Statement of Services is a PRE-DECISIONAL INTERNAL DOCUMENT and property of the National Park Service (NPS); it must be kept in strict confidence at all times pursuant to the applicable Insurance IDIQ Contract; it shall not be released by any Party other than the NPS and any requests for release must be forwarded immediately to the NPS.

SOS Page 5 of 6 concession operation and the supporting documents will include at a minimum, and if available, the existing contract’s insurance exhibit or the existing contract’s insurance language and the existing concessioner’s insurance certificate(s) evidence of insurance, all other existing insurance related documents. The Contractor will assist the NPS with updating the insurance request form to ensure it has all the information needed for the Contractor to perform the analysis.

The Contractor will use the information in the request form and any supporting documents to analyze the business oppertunity, per insurance industry standards and availability, to recommend the appropriate insurance requirements for the proposed commercial visitor services. The recommendations will be 1) practical in the existing environment and 2) protect the Federal Government’s interests. Generally, the Contractor’s recommendations must also conform with the concession contract standard contract language, including the latest insurance Exhibit template. However, where appropriate and based on the specific concession operations and industry norms, the Contractor and NPS may discuss deviating from standard contract language.

The cost estimate for the recommended insurance is an integral component of prospectus development. The cost of insurance for a specific business opportunity may be an important factor in the financial feasibility of an operation and the contractor must provide the estimated cost of insurance for the proposed visitor services.

The Contractor will prepare a written list of follow-up questions if the Contractor identifies information that is not included in the request form (and supporting documents) and it must support the analysis to prepare the deliverables. The questions must use a numbered format and must follow the order of the request form to assist in responding to the questions.

The Contractor submits the follow-up questions electronically to the COR. The COR will make all attempts to provide a completed response within a reasonable time, within ten (10) working days. However, the Contractor may or may not receive all of the requested information and will develop assumptions, where appropriate. The COR will provide a notice to proceed, usually by electronic mail, indicating when no further information is expected and the Contractor may proceed with submitting a draft deliverable.

The Contractor must prepare a draft deliverable that consists of two (2) separate documents:

1. The narrative cover letter on official letterhead, identified as draft, will include:

o All estimated liability insurance costs (including the total and a breakdown of each recommended insurance type) for the first year of operation as a stand-alone operation and a comparison to the current concessioner’s reported premium costs, (if available).

o The cost of property insurance, if applicable and a comparison to the current concessioner’s premium costs.

o Specific information that assists the NPS in understanding the estimated premium costs, including other recommended insurance such as flood and earthquake coverages and the costs.

o Other relevant information consistent with current insurance industry standards and practices applicable for the scope of the proposed commercial visitor services.

o The assumptions and other information that supports the cost estimates.

o The consultant will also consider authorized services that have a material financial impact on the contract, or as required by the COR, to determine the feasibility of requiring rather than authorizing the services.

o A description of the methodology used to perform the analysis, such as risk and exposure criteria.

2. The Insurance Requirements Exhibit, using the most recent Insurance Exhibit Template:

This Statement of Services is a PRE-DECISIONAL INTERNAL DOCUMENT and property of the National Park Service (NPS); it must be kept in strict confidence at all times pursuant to the applicable Insurance IDIQ Contract; it shall not be released by any Party other than the NPS and any requests for release must be forwarded immediately to the NPS.

SOS Page 6 of 6 o Recommends all the appropriate liability and property coverage amounts for the proposed commercial visitor services, required and authorized.

o Recommends minimum limits for the proposed commercial visitor services, adding the numeric digits.

o Recommends assigning ‘Not Applicable’ language for a specific recommended insurance requirement.

o Address and discuss with the NPS any foreseen challenges with any insurance requirements applicable to the specific request.

The final deliverable must follow the same format as the draft deliverable, with the word draft removed in the cover letter and incorporate any updates or changes from the draft deliverable.

Project 39-40: Meetings The analysis may need additional discussion between the Contractor and the NPS prior to proceeding. The COR may schedule a one (1) hour conference call with a minimum of two (2) contractor representatives to discuss with the NPS an insurance technical assistance or other insurance-related topic associated with the insurance request. The COR may assign the call in two 30-minute increments.
