Petrophysical Analysis of Well Logs Task Order 1: Log Preparation and Petrophysical Analysis for Selected Wells

2.1 LINE ITEM PRICING

CLIN Description Total Price 00010 Task Order 1 The Contractor shall provide all services necessary to complete the requirement in the statement of work in Section 2.

2.1 BACKGROUND

The Bureau of Ocean Energy Management (BOEM) Alaska Offshore Continental Shelf (AOCS) Resource Evaluation (RE) Office mission is to investigate the resource potential of Alaska's OCS and to ensure that the federal government receives fair market value (FMV) for OCS oil and gas leases that it awards to private firms through a competitive bidding process.

Data and interpretation from well logs form the basis for all the work we do in RE to support the BOEM Mission. These data are required for developing our National-level assessment of OCS CO2 storage capacity, as well as to inform the National Program through Fair Market Value analysis and estimating undiscovered resources for our National Assessment.

The goal of this study is to have well logs prepared and petrophysical log analysis conducted for wells in the southern region of the Alaska OCS.

The well prioritization in Task Order 1 is based on needs for the 2026 National Assessment Play Boundary Updates and the inaugural National Carbon Storage Capacity Assessment. We are focusing this effort on Cook Inlet (COK), North Aleutian Basin (NAL), and St. George Basin (GEO).

2.2 OBJECTIVE

The objective of this Task Order is to conduct log preparation & petrophysical analysis for approximately 27,000 feet of log data from 29 wells. This Task Order is being issued under Indefinite Delivery Indefinite Quantity (IDIQ) contract #TBD to fulfill the needs described above.

2.3 SCOPE OF WORK

Log preparation should include environmental corrections, normalization, filtering, merging, splicing, depth shifting, core integration, and any other adjustments needed to prepare the log for interpretation.

Petrophysical analysis should include, at minimum, evaluating the log to quantify the following properties: lithology/facies, porosity, shale volume, net pay, fluid type & saturation, temperature analysis, etc.

For each well, utilizing all the provided well data, identify, and quantify:

· Hydrocarbon saturated reservoir zones for potential oil and gas resource estimates

· Water saturated reservoir zones for potential carbon storage resource estimates

· [Optional] Potential indicators of Hydrogen saturated reservoir zones

· For each identified zone of interest estimate pore pressure, fracture gradient, and formation temperature

Please refer to the Section 2.4 below for additional information on the deliverables required for petrophysical analysis.

2.4 MEETINGS, REPORTS, AND OTHER DELIVERABLES

The following deliverables shall be submitted, and meetings held in accordance with the schedules specified in Section 2.5. The Contractor shall be responsible for editing and proofreading all material in order to prepare products as error free as possible prior to their delivery to BOEM. All data will be delivered to BOEM on an electronic storage device at competition of the project.

2.4.1 Post Award Meeting and Summary

The Contractor shall participate in a post-award meeting no later than three (3) weeks after date of award via video, teleconference, or in person. The contractor shall present the technical and management plan, including the purpose of the project, the scope, roles and responsibilities of the project team, the deliverables, the risks, the assumptions, the planned effort, and the deadline. All technical and management issues will be resolved. The Contractor shall provide a draft agenda to the COR and CO at least three (3) days prior to the meeting. Within one (1) week after the meeting, the Contractor shall deliver to the COR and CO a Meeting Summary, detailing the discussions of technical or managerial issues and any mutually agreed to decisions. Any agreed to changes that might affect the contract are subject to approval in writing by the CO via a contract modification.

2.4.2 Bi-Weekly (every two weeks) Written Status Reports

The Contractor shall prepare and submit a status report via email every two weeks, no later than the deadline specified under 2.5 below. These reports shall be in sufficient detail to describe all work accomplished and results achieved during the period of work and shall include a brief discussion of the planned actions for the succeeding period of work. These reports shall note any significant problems (i.e., unanticipated project completion impediments, recommended remedies and effect on projected completion date and final product) that were encountered and their resolution (if any) as well as recommendations for improving the project or its deliverables.

2.4.3.1 Weekly Meetings discussing status

The Contractor shall prepare a weekly “Status Update” meeting weekly, where current status and any issues are discussed and paths forward to remedy the issues are identified via teleconference or video conference. This meeting is expected to last approximately 30 minutes. Meeting minutes and/or the presentation shall be provided by the Contractor following the meeting.

2.4.3.2 Urgent Meetings (on ‘as needed’ basis):

The Contractor shall request an urgent meeting with BOEM via teleconference or video conference to discuss unexpected problems hindering the completion of this Task Order. Upon request, a summary of the discussions shall be provided by the Contractor to the COR no later than three (3) days following the meeting or as specified in the deliverable table. Such Urgent Meetings are held for specific purposes on issues that significantly affect progress, i.e., issue resolution, data issues, additional data required, staffing changes, or other project hindering topics. Meeting minutes and/or presentation shall be provided by the Contractor following the meeting.

2.4.4 Log Data and Petrophysical Analysis Results

Upon completion of the work, the contractor will provide the following:

1. Digital well logs (LAS format, using curve mnemonics supplied by BOEM) for each well BOEM has provided data for.

a. Corrected, composite (merged from multiple runs) logs for the following log types (not all logs are available for all wells):

i. Caliper

ii. Gamma Ray

iii. Spontaneous Potential

iv. Resistivity (shallow, medium, deep)

v. Sonic/Acoustic

vi. Density

vii. Neutron

viii. Photoelectric Factor

ix. Dipmeter

x. Image log

b. Additional corrected petrophysical logs for each well:

i. Shale Volume

ii. Lithology

iii. Porosity

iv. Saturation

v. Pay Flags

c. Corrected Bottom hole temperature

2. Individual Well Summary and Methodology and Summary Reports (PDF format)

a. Provide a written Well Summary Report with at least 3-4 pages per well, summarizing work completed and the results for each well. This report should include descriptions of log character and identification of anomalies in each well, as well as the cutoffs, assumptions, and models used. When combined with the Methodology and Summary Report, this will fully document the work completed.

b. A Methodology and Summary Report for the entire project. This report should include the techniques, cutoffs, assumptions, models, empirical formulas, and software or programs used for the wells. The level of detail in this report needs to be such that results delivered to BOEM can be reproduced, validated, and preserved. When combined with the Well Summary Reports, this will fully document the work completed.

3. Images (PDF format)

a. Provide any graphs or crossplots that are used during the process (i.e., neutron/density cross plot, P/T vs Depth, Pickett Plot, etc.).

b. Final images of entire logged interval with visible log scales.

i. Suggested scale of 2”=100’

ii. No more than 4-5 tracks per image

The Contractor shall provide all data generated through this project on an external electronic storage device, in accordance with Section 2.5.

2.5. SCHEDULE AND DISTRIBUTION OF DELIVERABLES

2.7 SCIENTIFIC INTEGRITY

Scientific integrity is vital to Department of the Interior (DOI) activities under which scientific research, data, summaries, syntheses, interpretations, presentations, and/or publications are developed and used. Failure to uphold the highest degree of scientific integrity will result not only in potentially flawed scientific results, interpretations, and applications but will damage DOI’s reputation and ability to uphold the public’s trust. All work performed must comply with the DOI Scientific Integrity Policy posted to http://www.doi.gov, or its equivalent as provided by their organization or State law.

2.8 PERIOD OF PERFORMANCE FOR SAMPLE TASK ORDER

The period of performance for this sample task order will be 4 months from date of award.
