About this file

This document is a Statement of Work attachment detailing the cleaning requirements for the Lincoln Memorial Reflecting Pool operated by the National Park Service (NPS).

The contractor is responsible for comprehensive cleaning and removal of debris from the reflecting pool concrete, including 60 pool supply grates, 40 hydrostatic valves, 1,190 feet of center trough grates with exposed main drain lines, pool fill line grates, large grates and chambers on the outer rim, outer rim grates on the WWII side, steel plates and an 18-inch pipe on the WWII side, and steel plates on the Lincoln Memorial side. The contractor must vacuum and pressure wash an estimated 30,000 to 40,000 gallons of accumulated material totaling approximately 200 cubic yards, consisting of wet leaves, duck droppings, and bird droppings. Between 10 to 20 vacuum trucks with 3,000 to 5,000-gallon capacity are required. Work includes cleaning the inside of 12 four-inch main drain lines (1,200 feet total) and 60 three-inch supply lines (6,000 feet total). The contractor must ensure the access ramp is in safe working condition, notify the Contracting Officer's Representative (COR) of any discovered damage, coordinate mat delivery for equipment access, install safety signage, and maintain strict safety protocols including keeping material wet to prevent airborne hazards.

Vehicle specifications strictly limit contractor trucks to vacuum trucks only (except in emergencies), with maximum dimensions of 8 feet width, 13 feet 6 inches height, and 40 feet length, and maximum weight of 18,000 pounds per axle or 32,000 pounds per two consecutive axles. All trucks require daily inspection reports and NPS approval before entry. The contractor must provide a superintendent on-site at all times, a safety plan, vehicle spotters, emergency spill containment kits, and comply with Federal Bridge Formula weight limits. No oversize or overweight permits will be issued.

Reflecting Pool Cleaning Requirements

The operator will turn pumps on and off and open and close any necessary valves.

• The contractor is responsible for removing and/or cleaning:

o The concrete of the reflecting pool o 60 Pool supply grates. . (Vac /Jet Truck Required) o 40 Hydrostatic Valves o 1190’ of center trough grates, this has exposed 10 of the main drain lines. (Vac

/Jet Truck Required) o 1 pool fill line grate on the Lincoln side of the pool. (Vac/Jet Truck Required) o 2 large grates and chambers on the outer rim of the pool on the WWII side.

(Vac/Jet Truck Required) o 4 outer grates on the WWII side, these are on the left and right side of the pool.

(Vac/Jet Truck Required) o 1 large steel plate and cleaned inside the 18” pipe and removed all material, this is close to the center trough on the WWII side. (Vac/Jet Truck Required) o 2 steel plates on the Lincoln Memorial side, exposing 2 additional main drain lines. This is one of the lowest portions of the pool, water remaining should be no more than 12 inches deep. The plates are hard to find but during the vac truck cleaning the contractor will see them. (Vac/Jet Truck Required) o Ensure ramp used to get equipment inside the pool is in safe working order and repair if needed. (notify COR of any repairs needed to ramp) o Center trough, and the lower portion of the pool located on the Lincoln side, a

Vac/Jet Truck is needed to properly Vac out remaining material.

o All lines described in the Performance Work Statement.

• Notify COR of any damage that has been uncovered. All broken covers, valves, gates must be repaired or replaced before the pool is filled. The COR will provide materials as needed for repairs.

• Notify COR to have mats delivered and post and chain removed in preparations for equipment to enter the pool, or if access is needed through JFK Hockey Field Turf

Matting needs put down the entire length of the field for equipment access.

• Proper safety signage shall be installed along sidewalks at corners of the pool.

• Pump House Operator drain the pool in accordance with established procedures.

• This material is slick and nasty and is a combination of wet leaves, duck and bird droppings. For respiratory safety reasons, this material should never be allowed to dry, allowing it to dry makes it an airborne problem. Once there has been enough water removed “Caution” needs taken to prevent this material from drying and allowing equipment on the wet slick material. Once the area is cleaned where the ramp will be installed, continue cleaning the area with the hose until enough room has been established for the contractor flusher truck to sit on clean concrete basin floor. If area is not properly cleaned its possible and highly likely for the equipment to slide in the wet material to the bottom of the pool causing damage to the contractor’s equipment, the pool or even injuring someone.
