Addendum to FAR 52.212-1 Instructions to Offerors
Submission of Offers: Offers shall be submitted by the due date and time provided on the SF1449 block 8 to Kimberly Schneider at krschneider@usgs.gov.
The Government intends to award a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract to the responsive and responsible offeror whose offer conforms to the solicitation and has been determined to be the most advantageous and best value to the Government.
All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. It should be noted that price does not have a definite adjectival rating but will be evaluated based on reasonableness.
The Contracting Officer will screen proposals to identify and eliminate any proposal that are so incomplete as to preclude a meaningful evaluation of technical/past performance/non-price factors.
One (1) electronic copy submission:
Tab A: Offer Form (Standard Form 1449) - original signature and date; Contract
Administration Data; DUNS Number; Acknowledgement of Solicitation Amendments if applicable.
Tab B: Pricing (Factor 4)
· Complete Section B by filling in the unit price per sample for each type of analysis for each year. Price will be evaluated based on reasonableness.
Tab C: Completed copy of FAR 52.204-24, 52.209-5 -7 -11 and 52.212-3.
Tab D: Technical (Factor 1)
· Subfactor 1: Technical Capability/Approach – Offeror’s technical capability and approach must demonstrate their ability to meet or exceed all requirements specified in the Performance Work Statement (PWS). The technical response shall reflect a clear understanding of the nature of work being performed and deliverables and how the offeror anticipates meeting all the requirements. Contractor shall provide documentation of their expertise in fission track and U-Pb geochronology as well as provide documentation of the equipment that will be used in the services required in the PWS. Offeror shall not exceed 5 pages for this response.
· Subfactor 2: Key Personnel Qualifications – Offerors shall supply the resumes and qualifications of the proposed Key Personnel for both the prime contractor and any sub-contractors that will be performing under the resulting IDIQ contract. Resumes shall demonstrate that the proposed Key Personnel hold the qualifications necessary to successfully perform the duties as required by the PWS. Resumes are limited to 2 pages per person.
Tab E: Quality Control Plan (Factor 2)
· Contractor shall provide documentation that shows a commitment to data quality and good lab organization practices. The offeror’s Quality Control Plan will be evaluated to ensure the offeror has an efficient and effective plan. Offeror shall describe their Quality Control Plan and how they intend to monitor performance successfully, show a commitment to data quality and good lab organization practices and mitigate/correct unsuccessful or non-performance. Offeror shall not exceed 3 pages for this response.
Tab F: Past Performance (Factor 3)
· Offeror shall submit at least 3 (commercial and/or government) references for similar services performed during the past three years. Each reference shall include: the company name, address, point(s) of contact phone number and email address(es). References provided may be contacted by the Government. Their statements will be used in the evaluation of the offeror’s proposal. In addition, any information obtained by the Government from references outside of the offeror’s quotation may also be used, in a similar manner, in the technical evaluation of the offeror’s quotation to the extent appropriate. Past performance information provided by references, from Government records, or from other than the sources identified by the offeror may be used in the evaluation under any or all applicable evaluation factors. In addition to the foregoing, PPIRS.gov will be used as a source of past performance information in the source selection process, in addition to any other past performance information required under this solicitation. All past performance information will be used for both the responsibility determination and the best value decision.
Questions and Answers (Q&A): Questions relating to this Solicitation shall be presented by e-mail to krschneider@usgs.gov no later than 10 calendar days prior to the closing date of the solicitation. The Government will evaluate the questions, and if needed, an Amendment will be issued with the questions received and their associated answers. If further questions arise following the outcome of answers provided to initial questions, the Contracting Officer has sole discretion to determine if a new question closing date will be required. If a new question closing date is approved, an amendment will be posted.
