Addendum to FAR 52.212-1 Instructions to Offerors

Submission of Offers: Offers shall be submitted by the due date and time provided on the SF1449 block 8 to Kimberly Schneider at krschneider@usgs.gov.

All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. Price will be evaluated based on reasonableness.

The Contracting Officer will screen proposals to identify and eliminate any proposal that are so incomplete as to preclude a meaningful evaluation of technical/past performance/non-price factors.

One (1) electronic copy submission:

Tab A: Offer Form (Standard Form 1449) - original signature and date; Contract Administration Data; Number; Acknowledgement of Solicitation Amendments if applicable.

Tab B: Pricing (Factor 3)

· Price will be evaluated based on reasonableness.

Tab C: Representations and Certifications in Section E. If SAM registration is completed in full clause 52.212-3 in this solicitation does not need to be completed and returned with the vendor's quote.

Tab D: Technical Capability (Factor 1)

· The Contractor must provide:

· ROV detailed specifications with the following capabilities:

· must be able to work in up to 250 m water depth;

· must be hand deployable and recoverable from a small surface vessel (25’ Boston Whaler);

· must be able to operate for at least 12 hours using power supplied from the surface vessel. (USGS will supply a 2000 Watt or greater generator on the surface vessel);

· must have a video feed viewable in real-time from the surface vessel;

· must have a multibeam imaging sonar with real-time feed to surface vessel that is capable of locating instrumentation on the lakebed in ultra-low visibility conditions; and

· must be able to attach a recovery line between the OBS and the surface vessel. The recovery line must have a working load limit (WLL) of 5000 lbs or greater and will be used to pull the OBS from the surface vessel. (If necessary, a smaller sized “messenger line” can be used to make the initial attachment if a 5000 lbs WLL or larger line can eventually be connected.)

· Operators:

· Vendor to provide two experienced ROV operators with a record of recovering large seafloor oceanographic instrumentation using the ROV specified above.

· Description of relevant experience of the ROV and operators including a list of successful recoveries of oceanographic equipment using the ROV proposed for this work.

Tab E: Availability / Delivery (Factor 2)

· Must be able to deploy as soon as August 28, 2025 and include confirmation of this in your quote.
