About this file

This is a Register of Wage Determinations under the Service Contract Act issued by the U.S. Department of Labor, Employment Standards Administration, Wage and Hour Division. The determination (No. 2015-4047, Revision 32, effective December 3, 2025) applies to service contracts in specific cities and towns across five Massachusetts counties: Essex County (Lynnfield); Middlesex County (including Acton, Arlington, Bedford, and 23 other municipalities); Norfolk County (including Braintree, Brookline, Canton, and 20 other municipalities); Plymouth County (including Carver, Duxbury, Hanover, and 13 other municipalities); and Suffolk County (Boston, Chelsea, Revere, and Winthrop).

The wage determination establishes prevailing hourly wage rates across 99 occupation codes spanning administrative support, automotive service, food preparation, furniture maintenance and repair, general services, health, information and arts, information technology, instructional, laundry and dry cleaning, machine tool operation, materials handling and packing, mechanics and maintenance, personal needs, plant and system operations, protective service, recreation, stevedoring/longshoremen, technical, transportation/mobile equipment operation, and miscellaneous occupations. Rates range from $16.57 per hour (Taxi Driver, code 31310) to $59.40 per hour (multiple pilot and training positions, codes 15030, 15070, 15085, 15086, 15088). All occupations receive fringe benefits of $5.55 per hour (up to 40 hours per week, $222.00 weekly, or $962.00 monthly), with an alternative rate of $5.09 per hour for SCA-covered contracts under Executive Order 13706. Standard benefits include two weeks paid vacation after one year and 11 paid holidays annually. Special provisions apply to computer employees (footnote 1), air traffic controllers and weather observers with night/Sunday pay differentials (footnote 2), and hazardous materials work with 4-8 percent pay differentials. Uniform allowance reimbursement is capped at $3.35 per week ($0.67 per day) except for specialized uniforms. The determination references the Service Contract Act Directory of Occupations (Fifth Edition, September 2015) and includes procedures for contractor requests to authorize additional classification and wage rates via Standard Form 1444.
