Scope of Work USFWS National Wildlife Refuge

Interpretive Kiosk and Trail Wayside Panels

Background:

The US Fish and Wildlife Service (USFWS) National Wildlife Refuge is developing an interpretive site and recreational trails at a newly acquired refuge site. The site will have a welcome kiosk, wayfinding and recreational information, and interpretive trail wayside panels.

Project Overview:

The Refuge would like a new three (3) panel kiosk, four (4) interpretive trail wayside panels, and accompanying free-standing panel bases. The seven (7) panels will range in size from 30”x 42” to 16” x 24”. They will primarily focus on the area's natural, cultural, historical, and geographical elements and the reclamation of the newly acquired site.

The proposed contract will include all phases of interpretive panel and kiosk development, from formulating a concept plan to detailed designs and drawings, fabricating and shipping the panels and kiosk to the refuge. Specifically, the contractor will be responsible for providing the text and graphic development, information gathering on exhibit panel topics, panel and kiosk fabrication, and shipping.

Text Development:

The interpretive text will be a collaborative effort, with the contractor working closely with the Refuge and FWS Regional Office Visitor Services Staff. The Refuge and FWS staff will provide local knowledge, biological and some historical information, while the contractor will also be responsible for researching any additional information needed. The text will be concisely written, reader-friendly (based on a sixth-grade reading level), use active and expressive language, and be technically accurate. The text and artwork will work together to create a unified interpretive message for each panel, reflecting our shared commitment to this project.

Graphics and Layouts:

The contractor will develop the graphics and layout for the panels and provide the USFWS with a minimum of two draft submittals to review and comment on. The graphic layouts combine text and graphic elements to create a dynamic and engaging presentation. The completed final designs and any shop drawings will be reviewed and approved by the USFWS, ensuring a thorough and transparent review process. Any public domain refuge images will be made available to the contractor.

Review & Approval:

USFWS National Wildlife Refuge staff must review and approve at least two draft design submittals for each panel, the panel stands, and the kiosk. The final designs must be reviewed and approved by the USFWS prior to fabrication. The contractor will provide electronic proofs for editing/approval through the review process. The contractor will also provide final 8"x 10" color laminate samples (one per panel) for color matching and image resolution before fabrication.

Fabrication:

The contractor will produce three (3) (each approximately 30" x 42" x ½") and four (4)_ (each approximately 16" x 24" x ½") original exterior interpretive panels using DHPL or a comparable UV stabilized/all-weather material. High-resolution printing is required for all seven (7) panels. Panels will have a treated edge and threaded inserts with security bolts for mounting. Approximately four (4) panels will be mounted on free-standing pedestals provided by the contractor and three (3) for the kiosk. The contractor will also be responsible for fabricating a kiosk for mounting three (30” X 42”) panels. The kiosk and panels will be shipped to the Refuge using the most expeditious and least expensive method to Zip Code 66952. Packing, crating, and handling are to be included in shipping costs. The customer’s facility is not within one hour of a major airport but has forklift capabilities to offload from a delivery truck.

Time Period:

This contract can begin after October 1, 2024, with the panels and kiosk arriving no later than June 1, 2025.

Proposed Time Schedule for Project The contractor must provide a proposed project time schedule with all the essential steps.

Deliverables:

Design, fabricate, and ship seven (7) interpretive panels and one (1) kiosk to the refuge by June 1, 2025
